1944-07-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 18, 1944 The meeting convened at 8 :00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Osborn and President Godfrey, (4), were noted present. Absent: Councilman Jones, (1). MINUTES 1. The minutes of the regular meeting held July 5, 1944, were approved as transcribed. WRITTEN COMMUNICATIONS: 2' From the Auditor of Alameda County, requesting the City of Alameda to file a claim against a certain amount received by that office from the State Controller's Office as rental of Tax Deeded Lands situated in the City of Alameda. There being no objections, this matter was referred to "Resolutions." From Alameda Aerie No. 1076, Fraternal Order of Eagles, inviting the Council to attend the ceremony at which presentation of a Grand Aerie Citation will be made to Police Officer Bernard Ralph on Thursday evening, July 20, 1944. Mayor Godfrey requested the members of the Council to take note of this invitation. The communication was then ordered filed. 4: From Alameda Chamber of Commerce, requesting an appropriation of $300. from the advertising fund of the City of Alameda to assist in publicizing the Alameda Dahlia and Floral Show to be held August 19 and 20, 1944. In discussing this matter in general, there seemed to be some question as to whether or not the show will be held this year as originally planned. Therefore, action by the Council on this request was held in abeyance until more definite information can be obtained. 5: From Mr. Harry Young, requesting a permit to move a house now located on property owned by the City and leased to Harbor Tug and Barge Company - situated at the north end of Grand Street. The house is to be moved to a lot immediately east of 1567 Pacific Avenue. A recommendation from the City Manager was also presented that permission to move this house be granted as his investigation of the matter would deem that permis- sion advisable. After discussion, Councilman Branscheid moved that this matter be referred back to the City Manager for his further study and report. The motion was seconded by Councilman Osborn and unanimously carried. ORAL COMMUNICATIONS: 6: Mr. Frank Gottstein addressed the Council with regard and about Posey Tube. Mr. Gottstein questioned the use of carrying explosives and also the lack of adequate guarding possible saboteurs. Accompanied by certified check in amount of There being no objections, these bids were referred to the study and recommendation. $2,388.25 2,420.00 242.00 1,660.41 170.00 City Manager for his REPORTS OF COMMITTEES: 10` From the City Manager, recommending that contract be awarded to the Elgin Sweeper Company for furnishing one Street Sweeper to the City of Alameda as set forth in its bid which was presented to the Council at its meeting held July 5, 1944. This matter was referred to "Resolutions." 11. From Mayor Godfrey,presenting the name of Mr. Vernon S. Yallop for appoint- ment as a member of The War Housing Center Committee for a term expiring June 15, 1945. Councilman Branscheid moved the recommendation of Mayor Godfrey be approved and Mr. Yallop be appointed as a member of The War Housing Center Committee for the above stated term. The motion was seconded by Councilman Howe and unanimously carried. 12. From the City Manager, recommending that the requests of Police Officer Harry Knudsen and Fireman Wilson L. Rathbun for sick leave pay, in which matter they did not comply with regulations of the Municipal Code requiring the filing of a doctor's certificate, be granted. Mr. McMillan also recommended that the Executive Secretary of the Civil Service Board be issued instructions that each and every employee be informed of the provisions of the Code with regard to sick leave and that strict policy be advocated by the Council henceforth. After discussion, Mayor Godfrey called for individual action by the Council on these two requests. Councilman Branscheid then moved the request of Police Officer Harry Knudsen for sick leave pay during an illness not covered by a doctor's certificate be granted and that the Executive Secretary of the Civil Service Board be instructed to notify all employees that in the future, violations of the requirements of the Municipal Code with regard to sick leave will not be condoned and that.. such re- quests for sick leave pay will not be recognized by the Council. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4) . Noes: None. Absent: Councilman Jones, (1). Councilman Branscheid also moved the request of Fireman Wilson L. Rathbun for sick leave pay during an illness not covered by a doctor's certificate be granted and that the Executive Secretary of the Civil Service Board be instructed to notify all employees that in the future, violations of the requirements of the Municipal Code with regard to sick leave will not be condoned and that such re- quests for sick leave pay will not be recognized by the Council. Mayor Godfrey here again stressed the point that requests of like character as the above will definitely not be granted by the Council and it was his desire that the sense of the Council be here noted. RESOLUTIONS: 13. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3017 Consenting to the Inclusion of the City of Alameda Within the Boundaries of East Bay Municipal Utility District, Special District No. 1." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following-resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3018 Awarding Contract for Furnishing Motor Pick -up Sweeper to Elgin Sweeper Company and Rejecting All Other Bids." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 3019 Adopting Specifications and Provisions for Painting and Decorating Council Chamber in City Hall." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 16. The following resolution was introduced by Councilman Osborn,who moved its adoption: "Resolution No. 3020 Authorizing Presentation to the County Auditor of Share Claims for Moneys Received from Rental of Tax Deeded Lands in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 3021 Adopting Specifications for Quarry Waste and Rip -Rap Stone." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4) . Noes: None. Absent: Councilman Jones, (1) . Thereupon the Mayor declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3022 Transferring $50,000. from the Cash Basis Fund to the General Fund." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 3023 Transferring $200. from the Cash Basis Fund to the Initiative Relief Fund." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3024 Providing for Extra Compensation for City Service Performed During Vacation Period." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Jones, (1). Thereupon the Mayor declared said resolution duly adopted and passed. FILING: 21. Financial Statement - Goodell, Byers & Henry - City of Alameda, as of June 30, 1944. 22. Specifications - For furnishing Quarry Waste and Rip -Rap Stone. 23. Specifications - For Painting and Decorating Council Chamber, City Hall. 24. Form of Demand on Treasury of County of Alameda - Share of Delinquent Taxes. 25. Copy of Actuarial Report - Employees' Retirement System. BILLS 26. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the Council at this meeting: General Departments, $12,532.39; Civilian Defense Department, $236.56; Police Department, $550.50; Civil Service Department, $45.03; Pound Department, $32.25; Fire Department, $373.04; Street Department, 635.97; Health Department $216.06; Federal Recreation Facilities, $247.28; Park Department, $466.12; Golf Course Department, $435.16; Store Department, $300.39; Social Service Depart ant, $68.25; Initiative Relief Fund, $18.00; Street Improvement Fund, $123.95. Councilman Branscheid moved the bills as itemized in the List of Claims filed with the City Clerk on July 18, 1944, and presented to the Council at this time, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Osborn and President Godfrey, (4). Noes: None.
