HELD TUESDAY EVENINGL AUGUST 15, 1944
The meeting convened at 8:05 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held August 1, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:

2' Southern Pacific Company, requesting permit to construct a spur track
along a portion of Blanding Avenue, across Everett Street for the purpose of
furnishing spur track service to the G. T. Hansen Co.
The request was referred to "Resolutions" and the communication with attached
application presented at this time was ordered filed.
ORAL COMMUNICATIONS:
3( Mr. Frank Gottstein addressed the Council with regard to the neglect of
children due to the drunkenness of the parent or parents and requested that the
State Board of Equalization be petitioned to establish stricter adherence to
rules concerning the serving of drinks to already intoxicated persons, parti-
cularly women.
MR. Gottstein also brought up the matter of the variance in fares charged by the
Dime Taxi Company and the probable violation of scheduled rates as filed in the
City Clerk's office and as contained in its permit. Mr. Gottstein's specific
points of protest were the alleged charging of a $1.00 fee from Alameda to Oak-
land and the over-charging of servicemen.
In the discussion among the Council members and Mr. Gottstein, it was also brought
out that frequently drivers of Dime Taxis refuse to take less than three passen-
gers to any given destination.
Councilman Jones then moved that the City Manager be authorized to write to the
Dime Taxi Company calling its attention to the apparent violation of its obli-
gation to the City of Alameda permit and to see that the Dime Taxi Company here-
after complies strictly to the City regulations concerning its operation in
every detail. The motion was seconded by Councilman Osborn and unanimously
carried.
REPORTS OF COMMITTEES:
4. From the City Manager, reporting on dog-biting cases in the City of Alameda.
The records disclose that the number of such cases have diminished materially in
the past few years. The City Manager stated verbally that all reported cases
are handled by the Poundmaster in accordance with City regulations governing
such matters.

From the City Manager, recommending that contract be awarded to Heafey-Moore
Co. for furnishing Quarry Waste at its bid price of .90V per ton; also that con-
tract be awarded to Superior Rock Company for furnishing Rip-Rap Stone at its
bid price of $2.75 per ton.
Councilman Branscheid moved the recommendations of the City Manager be adopted
and contracts be awarded to Heafey-Moore Co. for furnishing Quarry Waste and to
Superior Rock Company for furnishing Rip-Rap Stone at the prices submitted in
their bids and that checks be returned to the unsuccessful bidders. The motion
was seconded by Councilman Osborn and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5).
Noes: None. Absent: None.
6. From the City Manager, recommending that contract be awarded to Allied.
Painters & Decorators for painting and decorating the Council Chamber in the
City Hall for the sum of 815.
Councilman Jones moved the recommendation of the City Manager be approved and
that contract be awarded to Allied Painters & Decorators for painting and deco-
rating the Council Chamber in the City Hall for the sum of $815. The motion was
seconded by Councilman Howe and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5).
Noes: None. Absent: None.
7:/ From the City Manager, recommending that Fire Chief Thomas M. Lane be
authorized to attend the Conference of International Association of Fire Chiefs
to be held at Grand. Rapids, Michigan, from August 28 to 31, inclusive, and that
a sum not to exceed $250. be appropriated to cover his expenses.
Councilman Howe moved the City Manager's recommendation be adopted; that Chief
Lane be authorized to attend the above stated. Conference and a sum not to exceed
250. be allowed to defray his expenses. The motion was seconded by Councilman
Osborn and on roll call carried by the following vote. Ayes: Councilmen Brans-
cheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent:
None.
At this time, Mayor Godfrey stated that in voting on this matter, it is the defi-
nite understanding of the Council and the City Manager that Chief Lane will leave
the City to attend this Conference only if it is in the best interests of the
City so to do.
NEW BUSINESS:
8: From the City. Clerk, requesting the remainder of her annual vacation,
amounting to twelve and one-half days, beginning August 30, 1944.
Councilman Branscheid moved the City Clerk be granted permission to take the
balance of her annual vacation as specified above. The motion was seconded by
Councilman Osborn and unanimously carried.
RESOLUTIONS:
9. The following resolution was introduced by Councilman Osbo

10. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3029
Creating the Position of "Survey Party Chief" in
the Street Department of the City and. Prescribing
the Duties Thereof."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon
the Mayor declared said resolution duly adopted and passed.
11. The City Manager stated that one half of the salary expense involved in these
new positions would be borne by the State of California.
12. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3030
Fixing the Salary of the Position of "Engineering Aid."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3031
Fixing the Slary of the Position of "Survey Party Chief."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon
the Mayor declared said resolution duly adopted and passed.
14. The following, resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3032
Granting Permit to Southern Pacific Company to Construct,
Maintain and. Operate a Railroad. Spur Track Across Bland-
ing Avenue in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3033
Fixing Salary of City Physician and Health Officer."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
16' this point, Councilman Branscheid requested an investigation by the City
Manager of the condition of the street along the Alameda Belt Line tracks on
Clement Avenue east of Park Street.
The City Manager stated he would inquire into why repairs had not been made.

20. An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows, was presented to the
Council at this meeting: General Departments: $7,265.56; Civilian Defense
Department, $329.67; Police Department, $1,135.63; Civil Service Department,
$45.51; Pound Department, $72.18; Fire Department, $661.86; Street Depart-
ment, $1,526.50; Health Department, S229.36; Recreation Department, S438.69;
Federal Recreation Facilities, $300.43; Park Department, $1,333.63; Golf
Course Department, $982.51; Store Department, 857.71; Social Service De-
partment, $207.15; Initiative Relief Fund, $41.50; Street Improvement Fund,
$1,023.40; East Bay Municipal Utility District Fund, $2,404.26.
Councilman Branscheid moved the bills as itemized in the List of Claims filed
with the City Clerk on August 15, 1944, and presented to the Council at this
time, be allowed and paid. The motion was seconded by Councilman Osborn and
on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
21. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, September 5, 1944, at 8:00 p. m.
