1944-10-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, OCTOBER 17, - - - - - 1944 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Dranscheid, Howe, Jones, Osborn and President Godfrey, (5) , were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held October 3, 194 were approved as transcribed. 2 Mayor Godfrey stated that before proceeding with the regular Order of Busi- ness, it would be necessary to appoint some City official as Acting City Manager durinb the absence of City Manager McMillan in order that certain duties may be immediately taken care of and called for a motion to this effect. Councilman Osborn.. moved that City Engineer Carl Froerer be appointed Acting City Manager during Er.McMillan's current absence. The motion was seconded by Coun- cilman Branscheid and unanimously carried. WRITTEN COMMUNICATIONS: 3. From W. K. Powell, Secretary of the Fernside Home Owners' Association, en- . closing copy of letter from Key System, relative to transbay transportation. The City. Clerk was instructed to acknowledge the communication and express to Mr. Powell, personally, and to the Fernside Home Owners Association, its keen appre- ciation of the efforts being made by this group to bring about a solution of the problem. The letter was then ordered filed. 4. From the California State War Council, enclosing copy of "Law Enforcement Mutual Aid Plan," and asking approval and adoption by the City of Alameda. Ii . this connection, Councilman Jones suggested that it would be desirable that the Council be notified of the death of any City employee in order that it might observe the amenities. Mayor Godfrey recuested the City Clerk to keep the Council advised of such incidents. REPORTS OF COMMITTEES: 7. At this point Mayor Godfrey announced the resignation of Mr. Glenn McColm as Chairman of the Salvage Committee of the Civilian. Defense Council and stated that he had appointed Mr. Robert A. Warden as Chairman of this committee, to fill the vacancy. 8. From the City Manager, recommending contract be awarded to Heafy-Moore Co. for furnishing Medium Curing Plant Mixed Surfacing Materlals - and to American bitwnuls Company for furnishing Penetration and Mixing Type Asphaltic Emulsions. Councilman Lranscheid moved the recommendation .of the City. Manager be adopted; that heafy-Moore Co. be awarded contract for furnishing the surfacing materials as specified and checks be returned to the unsuccessful bidders. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: hone. Absent: hone. Councilman Osborn moved the City Manager's roconiacndction be approved; that Atilerican itnmu1s Company be awarded contract for furnishins asphaltic emulsions as designated and checks be returned to the unsuccessful bidders. From the City Manager, recommending that contract be awarded to Grove Paint- ing and Decorating Company for painting the exteriors of the four Fire Stations in the City of Alameda. Councilman Jones moved the recommendation of the City Manager be approved; that contract for painting the our Fire Stations be awarded to above mentioned comnany and that checks be returned. to the unsuccessful bidders. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Dranscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. 10'( From Mayor Godfrey, nominating :LIT. WIlliam Nankervis, Jr., to the office of member of the Civil Service Board to serve the unexpired term of Charles B. orris deceased. This term. will terminate June 30, 1947. The matter was referred to "Resolutions." UNFINISHED BUSINESS: 11' Godfrey stated that at the last meeting of the Council, the City Manager had been authorized to employ technical assistance to make an investigation of the sewage disposal condition prevalent in the Estuary insofar as it affects the paint- work on the houses in the Fernside area and called upon Mr. Froerer, City Engineer for a report of the progress being made. Mr. Froerer stated the City Manager had employed Mr. C. C. Kennedy, Consulting Engineer, to make this investigation and that it is now in progress. He stated further .that the indications are that a report on the situation will be in the hands of the City. Manager on or before October 31. Councilman Jones moved. that in view of the present activity of the sewage disposal question and the fact that it will be on the November 7 ballot, the City Manager be authorized - if in his judgment it is deemed advisable - to immediately publi- cize through the press the results of the investigation and the contents of the report without further action by. the Council on the subject.. The motion was seconded by Councilman Howe and unanimously carried. Councilman Jones also st.atoe he wished the record to show the splendid work done by the Mayor in publicizing the very important matter of sewage disposal by ad- dressing to all the civic, fraternal and religious organizations of the City a resume of the plan to eliminate the problem and recommending their support of the proposition as it will appear on the ballot. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: done. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Branscheid who moved its adoption: "Resolution No. 3053 Adopting Specifications and Provisions for Seal Coating Asphalt and Bituminous Pavement far Fiscal Year Ending June 30, 1945." The motion to adopt said resolution . was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3054 Adopting Specifications and Provisions for Repairing of Sidewalks, Curbs and Gutters for the Fiscal Year Ending June 30, 1945." Tie motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3055 Appointing Member of Civil Service Board." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, howe, ,ones, Osborn and President Godfrey, (5) . 'Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 16. "Ordinance No. 858 Kew Series An Ordinance Vacating Certain Sewer Easements and Authorizing the Execution of quitclaim Deed to General Engineering and Dry Dock Company." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. 17. "Ordinance No. 859, New Series An Ordinance Amending the Alameda Municipal Code by Repealing Subsection (19) of Section 17-431 Thereof." Councilman Osborn moved the ordinance be adopted as read. ADJOURNMENT: 24. Mayor Godfrey stated that in order to dispose of certain matterit would be necessary to have an adjourned meetinz on October 27, 1944. Councilman Branscheid moved, the Council adjourn to assemble in adjourned regular session on Friday, October 27, 1944, at 6:00 p. m.
