HELD FRIDAY EVENING, OCTOBER 27, 1944
The meeting convened at 6:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held October 17, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2' From Mr. John Hall, with further reference to sewage disposal in the Estuary
and the stench eminating therefrom.
Councilman Osborn took issue with Mr. Hall on the question of the cause of the
condition - whether from the canning of peaches or tomatoes - and stated that at
the present time everything points to tomatoes being at the bottom of the situation.
Mayor Godfrey suggested that it might be well to furnish Mr. Kennedy, who is in-
vestigating the matter, with a copy of Mr. Hall's letter and thereupon ordered the
communication filed.
3. From the Society for Christian Instruction of Alameda County, Inc., requesting
a permit to construct a ten-foot wire fence above the existing regulation board
fence.
Following a discussion of the jurisdictional aspects of this matter - Council or
Planning Board - Councilman Howe moved that permission be granted for the erection
of this fence, provided it receive a favorable recommendation from the City Manager.
The motion was seconded by Councilman Osborn and carried unanimously.

4. From Mr. John S. Wright, calling the Council's attention to an application
filed with the Railroad Commission by the Key System to operate two new lines in
the Hayward area and suggesting the Council give consideration to a demand on the
Key System for adequate transportation facilities in Alameda before expanding its
present operations.
There was a general discussion of inter-city transportation, it being the concensus
that a survey to determine the number of buses actually operating in and out of
Alameda would be of considerable value in arriving at a conclusion as to whether
or not the Key System is giving Alameda the maximum service possible under prevail-
ing conditions.
The City Manager read to the Council a letter from the Key System which had been
delivered to him during the course of this meeting, dealing with proposed changes
in the operation of lines Nos 79 and 61, and requesting the City's endorsement
thereof.
Mayor Godfrey stated that if there were no objections, Council action in this mat-
ter would be deferred until further opportunity had been given for looking into it.
A petition was presented, signed by twenty-six residents in the vicinity of
Fourth Street and Lincoln Avenue, requesting that stop signs be placed at this
intersection making Lincoln Avenue a through street.
There being no objections, this matter was referred to "Ordinances for Introduction."
REPORTS OF COMMITTEES:
6. From City Attorney H. Albert George, tendering his resignation from the office
of City Attorney of the City of Alameda, effective as of December 1, 1944, or at
any earlier date specified by the Council.
Mayor Godfrey stated the Council was very sorry to see Mr. George resign and that
action on the matter of his resignation would be laid over until the second meeting
in November.
r./ From the City Attorney, recommending he be authorized to appear and file answer
in the action to quiet title as follows: "Standard Oil Company of California, a
Corporation, Plaintiff, vs. City of Alameda, a Municipal Corporation, et al., De-
fendants," - No. 181936, and setting forth the claims and interests of the City as
specified in his letter.
Councilman Jones moved the City Attorney be authorized to appear and answer on
behalf of the City in the matters set forth in his recommendation. The motion
was seconded by Councilman Howe and unanimously carried.
From the City Manager, recommending the approval of the Law Enforcement
Mutual Aid Plan as presented by the California State War Council.
The City Attorney ruled that the adoption of this plan by the Council would re-
quire a resolution.
Mayor Godfrey ordered the matter placed on the program of the next regular
meeting of the Council under "Unfinished Business."
9. From the City Manager, recommending that the American Red Cross, through
its Salvage Shop, be granted permission to erect a shelter for service men on
Atlantic Avenue just west of Webster Street, provided it is left open to pre-
vent its mis-use.
Following a general discussion concerning the liability for keeping the proposed
shelter clean, etcetera, Councilman Howe moved the Red Cross Salvage Shop be
granted a temporary revocable permit to erect a shelter for service men at the
site referred to in the City Manager's letter. The motion was seconded by Coun-
cilman Jones and unanimously carried.
1O'' the City Manager, recommending that Peerless Iron Works be granted
permission to make certain alterations and repairs to its temporary office
building situated on City property at the foot of Everett Street.
Councilman Branscheid moved the recommendation of the City Manager be approved
and that the Peerless Iron Works be granted permission to make the repairs as
requested. The motion was seconded by Councilman Osborn and unanimously carried.
11. From Mayor Godfrey, submitting a revised itemized schedule of insurance and
recommending the amount of coverage be increased by $18,250., making the total
insurance under the schedule for the City $268,175. as compared with the present
amount of $249.925. It was also suggested that the City carry rental value in-
surance on the City Hall building.
Following a discussion and explanation of the situation by Mayor Godfrey, in
which he pointed out the necessity of bringing the insurance into line with the
90% average clause in the policies, Councilman Branscheid moved the City Clerk
be authorized to purchase the additional coverage on the present policies as
well as purchase a new policy covering rental value on the City Hall. The motion
was seconded by Councilman Osborn and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5).
Noes: None. Absent: None.
ORDINANCES FOR INTRODUCTION:
12. Councilman Branscheid introduced the following ordinance, after which it was
laid over under provision of law and the Charter:

An Ordinance Amending Subsection (6) of Section
17-431 of the Alameda Municipal Code, Relating
to Through Highways."
13. Councilman Jones introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
An Ordinance Repealing Section 17 and Amending
Subsection (c) of Section 7 of Ordinance No. 673,
New Series, Entitled "An Ordinance Establishing
a Retirement, Pension and Insurance System for
Officers and Employees of the City of Alameda."
FILING:
14. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity,
as of September 30, 1944.
BILLS:
15. An itemized List of Claims against the City of Alameda and the several
departments thereof, in the total amounts as follows, was, presented to the
Council at this time: General Departments, $51.60; Police Department, $265.;
Federal Recreation Facilities, $3.36.
Councilman Branscheid moved the bills as itemized in the List of Claims filed
with the City Clerk on October 27, 1944, and presented to the Council at this
meeting, be allowed and paid. The motion was seconded by Councilman Osborn
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
16. There being no further business to transact, the Council adjourned to
assemble in regular session on Wednesday evening, November 8, 1944, at 8:00
p. m.
