HELD TUESDAY EVENING MAY 2 1944
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held April. 18, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2. From Key System, stating a new agreement between it and Division 818 of the
Amalgamated Association of Street, Electric Railway and. Motor Coach Employees of
America, A. F. of L., had been negotiated and an application on behalf of the
Union and the Key System had been filed for approval by the Tenth Regional War
Labor Board. The communication requested the Council to adopt a resolution urg-
ing the above Board to make an early and favorable decision on this agreement.
After discussion, Councilman Branscheid moved the City Manager be instructed to
write to the Tenth Regional War Labor Board stating that the Council of the City
of Alameda approves the mutual agreement between Key System and Division 818 of
the Amalgamated Association of Street, Electric Railway and Motor Coach Employees
of America concerning matters pertinent to its maintenance employees. The motion
was seconded by Councilman Howe and unanimously carried.
3' Mr. William G. Pfundstein, 1603 Moreland Drive, requesting a temporary
permit to add a two-foot lattice-trellis to the west wall of his backyard. The
height of this wall is now five and one-half feet.
Councilman Osborn moved that a revocable permit be granted to allow the addition
of a two-foot lattice-trellis to this wall. The motion was seconded by Council-
man Jones and unanimously carried.
4: From Federal Public Housing Authority, San Francisco, with further reference
to the dedication of street areas in Woodstock Project, Cal-4112, to the City of
Alameda. This matter had previously been presented to the Council at its meeting
held March 21, 1944.
Mayor Godfrey stated that before the Council complied with the request to accept
these streets, the matter should be referred to the City Manager for further study
and recommendation. There being no objections, this was done.
5. From the State Department of Public Health, enclosing a leaflet outlining the
procedure established for the administration of Public Law 216 providing Federal
assistance for the relocation of physicians and dentists in communities where there
is a shortage of such professions.
Councilman Osborn moved the City Manager be instructed to procure a definite report
from the City Health Officer concerning the adequacy of medical attention available
in the City to assure a high standard of health being maintained and to submit a
report on the subject to the Council. The motion was seconded by Councilman Jones
and unanimously carried.

REPORTS OF COMMITTEES:
6. From Mr. Sam W. Rose, Sanitary Inspector of the Health Department, requesting
the Council to waive strict compliance with the requirements of Article 3, Chapter
5 of the Alameda Municipal Code insofar as it effects his case and grant him regu-
lar Sick Leave with Proportionate Pay for the period of his recent illness, from
March 6 to March 11, 1944, inclusive, and that the Executive Secretary of the
Civil Service Board approve such payment. A letter from the City Manager accom-
panied Mr. Rose's communication, recommending that the Council grant his request.
Councilman Branscheid moved the recommendation of the City Manager be approved;
that the Council waive strict compliance with the requirements of Article 3,
Chapter 5 of the Alameda Municipal Code and grant Mr. Rose regular sick leave
with proportionate pay for the period of his illness - from March 6 to March 11,
inclusive. The Executive Secretary of the Civil Service Board is authorized to
approve such payment. The motion was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None.
ORDINANCES FOR INTRODUCTION:
7. Councilman Howe introduced the following ordinance, after which it was laid
over under provision of law and the Charter:

Authorizing Conveyance of Certain Real Property of
the City of Alameda in Consideration of a Grant to
the City of Alameda of an Anchor Easement and for
Other Consideration."
RESOLUTIONS:
8. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2967
Leasing Certain Lands Belonging to the City of
Alameda to Pacific Bridge Company, a Corporation;
Approving the Form and. Terms of Said. Lease and.
Authorizing the Execution Thereof."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote, Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
9. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2966
Urging Voters of the City of Alameda to Vote in
Favor of Proposed Amendment to Section 1, Article
XIII, of the State Constitution."
The motion4to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2969
Adopting Specifications and Provisions for Resurfacing
Tennis Courts at Franklin Park, Fernside Boulevard and
Longfellow Park; Calling for Bids and Directing City Clerk
to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2970
Adopting Specifications and Provisions for Resurfacing
Tennis Courts at Washington Park and Lincoln Park;
Calling for Bids and Directing City Clerk to Advertise
Same."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
12. At this time Councilman Jones stated he wished to refer back to "Reports of
Committees" and make a report concerning plans of the Flag Day Committee. He
announced that the preliminary meeting would be held. Monday, May 8, 1944, in the
Council Chamber at 8:00 p. m. Also, members of the Fire Department, under the
direction of Chief Thomas M. Lane, are presenting a short educational program and
motion pictures are to be shown.

BILLS:
19. An itemized List of Claims against the City of Alameda and the General
Departments in the total amount of $3,465.29, payable to the Bureau of Elec-
tricity, was presented to the Council at this meeting.
Councilman Branscheid moved the claim as itemized in the List of Claims filed
with the City Clerk on May 2, 1944, and presented to the Council at this time,
be allowed and paid. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
20. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on Wednesday evening, May 17, 1944,
at 8:00 p. m.
