HELD TUESDAY EVENING, FEBRUARY 15th 1938
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Morris and President
Weichhart,(4), were noted present. Absent: Councilman Maurer, (1).
MINUTES:
The minutes of the regular meeting of February lst,1938, were approved as trans-
cribed.
WRITTEN COMMUNICATIONS:
/1. From Larry Knight, Chairman Year Book Committee of Pacific Inter-Club Yacht Asso-
ciation, requesting that the City insert a page advertisement at a cost of $30.00 in the
17th edition of the Annual Year Book of the Association. The communication was referred
to the Alameda Chamber of Commerce.
12. A telegram from the East Bay Regional Park District, informing the Council that
the last of five CCC Camps in this area will be removed this Summer when the fire hazard'
is greatest and requesting the Council to intervene with President Roosevelt, Secretary
Ickes and others for the retention of the camp. On motion of Councilman Godfrey, seconded,
by Councilman Carrington and unanimously carried, the communication was referred to the
City Manager in order that he may file a protest with the proper individuals against the
removal of the camp.
ORAL COMMUNICATIONS:
1/3. Mr. Frank Gottstein addressed the Council in reference to the proposed raising of
the grade on Webster Street.
4. Mr. L. M. Billings, in behalf of S. J. Tate, requested the Council's permission to
increase the size of lots in a plot of land 270 by 148 feet located on the northeast
corner of Central Avenue and 8th Street from a maximum frontage of 25 feet to a minimum
frontage of 40 feet. He informed the Council that two efforts had been made to secure
the approval of the City Planning Board but on each occasion there was no quorum of the
Board present. Councilman Morris moved that the change in lot frontages be approved,
seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Morris and President Weichhart, (4).Abserrt: Councilman
Maurer, (1). Noes: None.
HEARINGS:
' 5. In reference to the closing of north end of Walnut Street: The City Clerk inform-
ed the Council that notices had been posted and publication of notice completed in the
official newspaper, that no protests, either written or oral, had been filed, within
the time allowed by law or at all and that proof of publication and of posting was
on file. The hearing was ordered continued until the next regular meeting of the Council.
REPORTS OF COMMITTEES:
6. From the City Manager, submitting a summary of activities of the City for the month
of January 1938. The communication was ordered filed.
\.7. The City Manager reported verbally on the installation of a boat and trailer which
may be attached to Police cars or ambulance, to be used in rescue work.
q 8. The City Manager reported verbally on the proposed improvement of the roadway
occupied by the tracks of the Southern Pacific Company.
9. From Jordan & Ticoulet, Special Accountants, certifying that they had examined
the records and accounts of the Bureau of Electricity for the month of December,1937,
that the sales had been verified and reconciled with accounts of the City Treasurer
and were in agreement with the report submitted to the Council and the City Auditor
dated December 31st,1937. Also, that the books had been kept according to the
regulations and schedules of the California Railroad Commission. The communication
was ordered filed.
/10. From the City Manager, informing the Council he had filed with the City Clerk
specifications for furnishing truck tires for the Fire Department, and requesting
that the specifications be adopted and the City Clerk be authorized to advertise
for bids for such tires. Councilman Carrington moved that the specifications be

for the Fire Department, seconded by Councilman Morris and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, and President
Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
711. A report was receivediarm the City Attorney in reference to a letter from George
H. Noble requesting a change in the course of Pearl Street and Versailles. Avenue in
the Lewelling Division south of Otis Drive. The plan had been approved by the City
Planning Board and at the Council meeting of November 16th,1937, was referred to the
City Attorney for investigation. The City Attorney reported that he had repeatedly
advised Mr. Noble to proceed under the "Subdivision Map Act" (Stats. 1937, p.1863).
After Mr. Noble had addressed the Council at length requesting a modification of the
City Attorney's ruling, the matter was referred to the City Attorney and the City
Manager for further consideration.
12. Mr. Noble also addressed the Council in reference to a sewer easement appearing on
the maps of the City at the foot of Delmar Avenue, although the City Engineer's Depart-
ment has been unable to ascertain whether the sewer was ever constructed along this right-
of-way.

Councilman Carrington moved that when the ordinance comes up for passage that the title be
read excluding the text, seconded by Councilman Morris and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4).
Noes: None. Absent: Councilman Maurer, (1).
NEW BUSINESS:
',/14. Councilman Morris moved that the City intervene in the oases before the United States
Maritime Commission, Docket Nos. 460,461 and 464, and that the City Attorney be instructed
to draft the necessary complaints in intervention and appear at the hearings to be held
beginning February 21st, and represent the interests of the City, seconded by Councilman
Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer,(1).
/15. The City Attorney requested that he be authorized to engage the services of Mr.
Bestor Robinson to assist him in pending matters, the compensation not to exceed 4250.00,
to be paid for as his services are rendered and bills presented. Councilman Godfrey
moved that the request be approved ,seconded by Councilman Morris and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President
Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
RESOLUTIONS:
16. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2230
Approving Memorandum of Agreement for Expenditure of 1/4
Cent Gas Tax Allocated for State Highways",
Councilman Carrington seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Maurer, (1).
FILING:
17. Specifications for supplying automobile tires and tubes to the City of Alameda.
18. Auditor's Balance Sheet, for month ending January 31,1938.
BILLS:
19. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, 44819.36; Police Department) $340.82; Pound Department) 1..24; Fire
Department; 4642.53; Street Department, 4285.69; Health Department, 4246.52; Park
Department, 4584.27; Golf Course Department, 41054.29; Store Department, 4183.17;
Social Service Department, $333.67; Initiative Relief Fund, $124.00; Street Improvement
Fund, 4592.67; School General Fund, $2172.76 and East Bay Municipal Utility District
Payments Fund, $2498.44.
Councilman Carrington moved, seconded by Councilman Godfrey, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on February 15th,1938, and presented to the Council at this meeting
be allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Carrington, Godfrey) Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Maurer,(1).
20. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, March 1st, 1938, at 8 o'clock P.M.
