HELD TUESDAY EVENING, MARCH 1st . . . . 1938
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular meeting of February 15th, 1938, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
1. A communication was received from the East Bay Regional Plan Association, in reference
to an alleged request from Governor Merriam and the California Toll Bridge Authority, for
the opinion of the Council on the advisability of purchasing the Southern Pacific-Golden
Gate Ferries Franchises for $3,750,000, and requesting an opportunity to speak against the
proposal. The Council was addressed in opposition by Mr. Howard, Mr. J. J. Chapman, Mr.
Frank A. Gottstein, Mr. Reed and others. Councilmen Morris, Godfrey and Carrington also
spoke in reference to the proposal.
2. The following resolution was presented by Councilman Morris, seconded by Councilman
Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
"BE IT RESOLVED that the Council of the City of Alameda go on
record as being vigorously opposed to the proposed purchase
by the California Toll Bridge Authority of the franchises of
the Southern Pacific-Golden Gate Ferries for $3,750,000, and
that a copy of this resolution be forwarded, to the Governor
of the State of California, the California Toll Bridge Authority,
and to all Cities in the Bay District."
From the Golden Gate Bridge and Highway District, accompanied by a certified copy of a
resolution passed by its Board of Directors, in reference to the purchase of the Southern
Pacific-Golden Gate Ferries Franchises. The communication was ordered filed.
4. From the Alameda County Industrial Union Council, accompanied by a certified copy of a
resolution, in reference to the proposed purchase of the Southern. Pacific-Golden Gate Fer-
ries Franchises. The communication was ordered filed.
5. From A. C. Faris, Secretary of the East Bay Division of the League of California
Municipalities, calling attention to the meeting to be held in Alameda on Friday evening,
March llth, 1938, requesting to be notified the number of Alameda City Officials who will
attend. The communication was ordered filed.
6. From Frank A. Gottstein, in reference to the proposed planting of trees and shrubs
along Webster Street. The communication was referred to the Committee of the Whole.
HEARINGS:
7. In reference to the closing of north end of Walnut Street: After the City Attorney
had explained the necessity of postponing the hearing until the first meeting in April, ,
Councilman Godfrey moved that the hearing be postponed until that time, seconded by
Councilman Morris, and upon roll call carried by the followin vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent
None.
OPENING OF BIDS:
The following bids were received for twelve tires and tubes for the Fire Department:

REPORTS OF COMMITTEES:
9. From the Mayor, nominating Mr. George W. Hickman for the office of member of the
Social Service Board for a term expiring on June 30th, 1938, and until his successor is
appointed and qualified. Councilman Maurer moved the appointment of Mr. Hickman, seconded
by Councilman Morris,and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
Nbne.
v10. From the Mayor, City Manager and Auditor notifying the Council that the money and
securities in the City Treasury had been counted on February 16th, 1938, and that it was
found there was under the control of the City Treasurer the amount of s424,711.19; which
sum was the amount which according to the Auditor's books, should have at that time been
in the City Treasury. The report was ordered filed.
From the City Planning Board, submitting a copy of proposals filed with the Board
by Michael H. Antonacci, H. H. Jaqueth and I. S. Shattuck, Consulting Planning Engineers,
with the request that the proposal of Mr. Shattuck be accepted by the Council, and that
a new zoning map and zoning ordinance be prepared and submitted to the Council under his
supervision. The Board also requested an opportunity to meet with the Council sitting
as a Committee of the Whole to discuss the project. Councilman Carrington moved that
the City Planning Board be invited tomeet with the Council on Tuesday evening, March 8th,
1938, at 7:30 o'clock P.M., seconded by Councilman Maurer,and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
112. From the City Planning Board recommending to the Council the reclassification of
piece of property on the north side of Santa Clara Avenue 49 feet 5 inches by 125 feet,
and beginning 49 feet 10 inches west of St. Charles Street, from Residential District,
Class I, to Residential District, Class I 3/4, for the purpose of constructing duplex
bungalow. Councilman Maurer moved that the recommendation be adopted, seconded by
Councilman Godfrey, and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
v13• From the City Manager recommending that the contract of the Anchor Post Fence Company
be accepted, accompanied by a certificate from the City Engineer, stating that they had
completed the construction of 300 feet of woven wire fence on the west side of McKinley
Park, and that the work has been performed and materials furnished in accordance with the
plans and specifications on file. Councilman Morris moved that the recommendation of
the City Manager be adopted, seconded by Councilman Godfrey and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None, Absent: None.
ORDINANCES INTRODUCED:
14. Councilman Godfrey introduced the following Ordinance, and under the provisions of
the Charter it was laid over

Amending Sections 3 and 21 of, and Adding Section 21(a) to an
Ordinance Entitled 'An Ordinance Establishing Districts or
Zones and Regulating Therein the Use of Property, Height of
Buildings and Required Open Spaces for Light and Ventilation
of Such Buildings, and Repealing all Ordinances in Conflict
Herewith, Including Ordinance Nos. 227 N.S., 319 N.S., and
338 N.S., Excepting However, the Zone Map Heretofore Adopted
by Ordinance No. 227 N.S., and Referred to in Section 1
Hereof' as amended."
15. Councilman Carrington introduced the following Ordinance, and under the provisions'
of the Charter it was laid over

Amending the Alameda Municipal Code by Adding to'Title XII,
Chapter 7, a New Article, to be Known as Article 5, Regulating
the Establishment and Maintenance of Trailer Camps."
UNFINISHED BUSINESS:
Councilman Morris addressed the Council declaring it was his belief it would be a
benefit to have.the Council meet with the Transportation Committee. Councilman Godfrey
informed the Council that following a conference with state authorities in the near future,
the Committee expected to be in a position to make a report of its activities to the Council
NEW BUSINESS:
/17. Councilman Morris addressed the Council in reference to preparation of an ordinance
creating business licenaes. There was a general discussion on the subject by members of
the Council, and the City Attorney informed the Council of steps that had been taken in the
past to provide for such an ordinance, and expressed the hope that at the next meeting of
the Council he would be able to submit a draft of it.
RESOLUTIONS:

Resolution Determining and Selecting Certain Streetsas:Prineipal
Thoroughfares Entering Business and Residence Districts in the
City of Alameda, and Directing that Signs be Erected and
Maintained at Designated Places at the Entrance into Said Districts",
Councilman Carrington moved that the resolution be referred to the Committee of the Whole,
to be considered at its next meeting to be held on Tuesday evening, March 8th, 1938,
seconded by Councilman Morris, and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
ORDINANCES PASSED:

Amending the Alameda Municipal Code by Adding
to Title XIII Thereof a New Chapter and Article,
to be Known as .Chapter 2, Article 1."
Councilman Morris moved that the Ordinance as read be adopted, seconded by Councilman
Godfrey, and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5), Noes: None. Absent: None.
20. Recess was declared in order that the City Attorney might prepare an ordinance for
introduction.
21. The Council reconvened and Councilman Morris moved that the order of business be
referred back to resolutions, following which Councilman Morris, introduced and moved the
adoption of
"Resolution No. 2231.
Resolution Determining and Selecting Certain Streets

Councilman Maurer seconded the motion, and on roll call carried by the following vote:

22. The Council then referred back to Ordinances for Introduction, and 'Councilman
introduced the ordinance and under provision of the Charter it was laid:Over

BILLS:
25. An itemized list of claims against the City of Alameda and the several departments-
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $363.52; Police Department, $517.38; Pound Department, 2.36; Fire
Department, 103.86; Street Department, $287.88; Health Department, $163. 96; Park
Department, $512.05; Golf Course Department, $181.78; Store Department, $145.55; Social
Service Department, $134.60; Initiative Relief Fund, $32.00; Street Improvement Fund,
$369.89.
Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills against
the City of Alameda in the amounts as listed and itemized in the List of Claims filed
with the City Clerk on March 1st, 1938, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
26. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, March 15th, 1938, at 8 o'clock P.M.
