HELD TUESDAY EVENING, MARCH 15th . . . . 1938
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The. roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular meeting of March 1st, 1938, were approved as transcribed.
VRITT EN COMMUNICATIONS:
vl• A communication was received from the City of Albany, accompanied by a certified copy
of a resolution opposing the purchase of the Southern Pacific-Golden Gate Ferries
Franchises by the State without reference to the State Legislature. The communication
was ordered filed.
'2. From the Veterans' Welfare Board petitioning the Council for cancellation of certaln
taxes now appearing on the tax records as a lien against property owned by the Board in
this City. The communication was referred to the City Attorney.
'-/3. From the Division of Highways, State of California, acknowledging receipt of copies
of Resolution. No. 2231, and expressing approval for the erection of speed restriction
signs as outlined in the Resolution. The communication was ordered filed.
/4. From the Pacific Portland Cement Company, requesting consent and approval of the
sub-letting by that Company to Westvaco Chlorine Products Corporation of certain rights
granted to Ira Judson Coe under an agreement dated April 8, 1935, and assigned by Mr. Coe
to Pacific Portland Cement Company. The communication was referred to Resolutions.
J5• From the Fernside Home Owners Association, consisting of a Resolution requesting the
City Colman:, and the City Planning Board to act favorably on a petition for the re-
classification of 10.2 acres of property at the northeast corner of Versailles Avenue and
Fernside Boulevard, from Industrial District, Class VII, to Residential District, Class I.
After the City Clerk informed the Council that the request for reclassification would
receive consideration by the City Planning Board at its next regular meeting of March
30th, 1938, the. Resolution was referred to the City Planning Board.
/6. From. G. H. Noble, informing the Council he had received a Title Report on certain
property in Which the City has a doubtful interest, and requesting the privilege of
discussing the matter with the Council. Mr. Noble was granted permission to speak and
informed the Council that the title to the property is clouded by reason of a sewer
easement granted the City,the right to constructwhich,had apparently never been exercised,
and that the City held a 1/14 interest in the property. After the City Attorney informed
the Council that he had not had an opportunity to confirm the statement as to the City's
rights, Councilman Maurer moved, seconded by Councilman Morris that this matter be re-
ferred to the City Attorney, and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.

REPORTS OF COMMITTEES:
/7. From the City Manager, submitting a summary of the activities of the City of Alameda
for the month of February, 1938. The reading of the report was deferred until the next
regular meeting of the Council.
8. From Jordan and Ticoulet, informing the Council that a detailed audit had been made
of the cash receipts and cash expenditures of the Bureau of Electricity, and the balance
verified and reconciled with the accounts of the City Treasurer, and that the value of
merchandise equipment was within the restrictions imposed by the Charter and the books
had been consistently kept upon the basis prescribed by the regulations and schedules
prepared by the California Railroad Commission. The communication was ordered filed.
-9. From the City Manager, recommending to the Council that the bid for tires and tubes
for automobiles belonging to the Fire Department submitted by Joe Kaney, 2307 Central
Avenue, Alameda, in the sum of $605.87, be accepted. Councilman Godfrey moved that the
recommendation of the City Manager be approved and the contract be awarded, seconded by
Councilman Maurer, and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
AO. From the City Planning Board,recommending the disapproval of map of tract being a
part of Bay Farm Island, filed with the City Planning Board, February 23rd, 1938, for the
reason that streets and drainage ways properly located, and of adequate width are not
provided.for thereon. Councilman Carrington moved that the recommendation of the City
Planning Board be adopted, and the map be disapproved, seconded by Councilman Maurer,
and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.

11. From the City Planning Board, recommending the approval of a tentative map of a re-
subdivision to be known as "Grand Street Park", as filed with the Board by Walter J.
Seaborn. Councilman Maurer moved that the recommendation of the City Planning Board be
adopted and the map be approved, seconded by Councilman Godfrey and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
112. From the City Planning Board, referring to the Council for consideration the reports,
plans and specifications for the landscape improvements of Webster Street, submitted to the
Board by Arthur Cobblediek, Landscape Architect. The communication was referred to to the
Committee of the Whole.

13. From the City Planning Board, recommending to the Council the reclassification of
property known as 1717 Alameda Avenue, from Residential District, Class I, to Residential
District, Class 1-3/4, for the purpose of remodeling into a two-family dwelling. Council-
man Morris moved that the recommendation of the City Planning Board be adopted, seconded
by Councilman Carrington,and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
14. From the City Planning Board, recommending to the Council the reclassification of
property on the southeast corner of Lafayette Street and Clinton Avenue, from a Residential
District, Class I, to a Residential District, Class 1-3/4, for the purpose of remodeling
into flats. Councilman Carrington moved that the recommendation of the City Planning
Board be adopted, seconded by Councilman Morris, and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5).
Noes: None. Absent: None.

17. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2233

Portion of Atlantic Avenue from the Westerly Line of
Willow Street to the Easterly Line of Stanford Street

18. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2234
Consenting to the Transfer by Pacific Portland Cement
Company of Certain of its Rights and Privileges Under
Agreement Dated April 8, 1935, to Westvaco Chlorine
Products Corporation",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:

19. Councilman Godfrey introduced and mowed the adoption of
"Resolution No. 2235
Establishing Prevailing Wage Scale",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).

20, Councilman Morris moved that by unanimous consent of the Council the following

Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills against
the City of Alameda in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on March 15th, 1938, and presented to the Council at this meeting be allowed
and paid. On roll call this motion carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None,
28. There being no further business to transact, the Council adjourned to meet in regular
session on Tuesday evening, April 5th, 1938, at 8 o'clock P.M.
