OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 5th --------- 1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called and Councilmen Carrington, Godfrey, Maurer, Mc) Weichhart, (5), were noted present. Absent: None. MINUTES: and President The minutes of the regular meeting of March lbth, 1936, were approved as transoribe transcribed WRITTEN COMMUNICATIONS: /1. A communication was received from the Alameda Chamber of Commerce endorsing the re- quest of the ,City Planning Board that Mr. I. S. Shattuck be employed for the purpose of making a complete survey of the City and compiling use map and new zoning map. The com- munication was referred to the Committee of the Whole. 4„ From the Alameda Improvement Club recommending that an ordinance be passed licen- sing automobiles of outside merchants selling their wares in Alameda. Communication was referred to the Committee of the Whole. From Elsie E. Hollingsworth requesting that a temporary revokable permit be granted her for the use of the property known as 2105 San Antonio Avenue as a rooming and board- ing house. The communication was referred to the City Planning Board. From the California State Relief Administration in reference to financing relief projects. The Communication was ordered filed. RAL COMMUNICATIONS: Vr J. Mr. Howard informed the Council he had attended a meeting of the Railroad Commis- sion concerning; rates and also addressed the Council in reference to transportation. HEARINGS: In reference to the closing of Walnut Street: Councilman Morris moved, seconded by Councilman Carrington, that the hearing on the closing of Walnut Street be defer- red until the next regular meeting of the Council to be held on April 19th, 1938. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. REPORTS OF COMMITTEES: 7. The City Manager made a verbal report that he had received a letter from the Southern Pacific Company requesting a Twenty (20) year franchise to operate over tain lines in Alameda - franchise, for which, has expired, . and recommended that a re- vokable permit be granted to Operate over tracks covered by franchise ordinance 414, provided the Railroad Company would grant the City a right of way for street purposes, and enter into a lease of land owned by tne City and now occupied by the car repair shops.. Councilman Maurer moved that the recommendation of the City Manager be ap- proved, seconded by Councilman Godfrey, and on roll call carried by the following vote: Ayes: Councilmen ,Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). 'Noes': None. Absent: None. /• The City Manager submitted a summary of the activities of the City of Alameda for the month of February 1938. Communication was ordered filed. Vt. From the City Manager recommending that the Council authorize the City Clerk to advertise for bids for operating refreshment concession in Washington Park. Communi- cation, was referred to Resolutions. 40. From the City Manager requesting that the Council authorize the City Clerk to advertise for bids for furnishing one pick up truck for the Pound Department. Communi- cation was referred to Resolutions. Ill. From Jordan Ticoulet informing the Council they had made an examination of the records and accounts of the Bureau of Electricity for the month of February 1038: that an audit had been made of the cash receipts. and cash expenditures and the balance veri- fied and reco,nciled with the accounts of the City Treasurer; that the value of the mer- chandise was within the restrictions imposed by the Charter, and that the report pre- pared by the Bureau dated February 28, 1938, and submitted to the Council and City Auditor is in agreement with the books of account of the Bureau: also that the books are kept upon the basis prescribed by the regulations, and schedules prepared by the California Railroad Commission. Communication was ordered filed. /12. From the City Planning Board recommending that the Alameda Zoning Ordinance be amended to include in Class 1-3/4 construction and maintenance,of dwellings containing not more than four or five (4 or 5) apartments. There was also presented a letter from Mr. Ti. H. Meyers, member of the City Planning Board, advocating the amendment and ex- plaining the reasons it was desired. Communications were referred to Ordinances for Introduction. 13. From the City Planning Board recommending that a. temporary revokable permit be granted for the use of premises at 2170 Encinal Avenue for a cleaning and dyeing estab- lishment. Councilman Godfrey moved that the recommendation be approved and the tempor- ary revokable permit be granted, seconded by Councilman Carrington and on roll call car- ried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. V14. From the City Manager informing the Council that Joe Kaney, has completed his con- tract for furnishing tires for the Fire Department according to specifications on file in the office of the City Clerk and recommended that the contract be accepted. Council- man Maurer moved that the recommendation of the City Manager be adopted and the contract be accepted and the certified check held as a guarantee of his performance be returned to the contractor, seconded by Councilman Morris and on roll call carried by the follow- in p vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5 . Noes: None.- Absent.: None. V15. The City Clerk requested confirmation of the appointment of Mrs. Betty Massion as Deputy City Clerk, to act in that capacity until the return of Deputy City Clerk, Mrs, Loreme Beatie, who was unable to perform her duties due to illness. Councilman Maurer moved that the appointment be confirmed, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Hoes: None. Absent: None. ORDINANCES INTRODUCED: 16. Councilman Maurer introduced "Ordinance No. New Series Amending section 3-b of an ordinance entitled "An Ordinance establishing districts or zones and regulating therein the use of property, height of buildings and required open spaces for light and ventilation of such buildings, and repealing all ordinances in conflict therewith, including ordinances Nos. 227 N.S., 319 M.S., and 338 N.S., excepting, however, the zone map heretofore adopted by ordinance No. 227 N.S„ and referred to in section 1 hereof, as amended. 17. Councilman Maurer introduced and moved the adoption of "Resolution No. 2236 Directing the City Clerk to Advertise for Sealed Bids for Concession Privileges," Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer Morris and President Weichhart, (5). Noes: None. Absent: None. 18. Councilman Carrington introduced and moved the adoption of "Resolution No. 2237 Adopting Specifications for Furnishing Ton Fick Up Truck to the City of Alameda, Calling for Bids and Directing the City Clerk to Adver- tise for Same." Councilman 'Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Dorris and President Vfeichhart, (5). Noes: None, Absent: None. 19. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2238 Employing Barrell N. Coates and Carl E. Herfurth to Render Actuarial Services." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None, ORDINANCES PA : 20. "Ordinance No. New Series - Reclassifying Property (Property known as 1717 Alameda Avenue.) Councilman Morris moved that the ordinance as read be adopted, seconded by Councilman Godfrey and on roll call carried by the following vote: .yes: Councilmen Carrington, Godfrey) Maurer, Morris and President Weichhart, (5). Noes: None., Absent: None. 21. "Ordinance No. New Series Reclassifying Property Property situated on the southeast corner of Lafayette Street and Clinton Avenue.) Councilman Godfrey moved that the ordinance as read be adopted, seconded by Councilman Carrington and on roll call can-ried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Lorris and President Weichhart, (5). Councilman Morris request- ed the City Manager to obtain from the Bureau of Electricity additional information to per- mit comparison of this year's load with last year's load, excluding dredger load, also average cost per kilowat purchased. BILLS: 27. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General De- partments, sO.,586.43; Police Department, 4308.45; Pound Department, 4;i23.00; Fire Depart- ment, (844.92; Street Department, 4453.20; Health Department, 221.92; Park Depart- ment, ?882.95; Golf Course Department, 440.91; Store Department, 4i;230.22; Social Service Department, I70.23; Initiative Relief Department, ,;A50.00; Street Improvement Fund, 41,021.31. Councilman Godfrey moved, seconded by Councilman Carrington, that the claims and bills against the City of Alameda in the amounts as listed and itimized in the List of Claims filed with the City Clerk on April 5th, 1938, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 28.
