1938-04-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 19th 1938. The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called and Councilmen Carrington, Godfrey, Morris and President Weichhart (4), were noted present. Absent: Councilman Maurer, (1). MINUTES: The minutes of the regular meeting of April 5th, 1938, e e approved as transcribed. WRITTEN COMMUNICATIONS: 1. Application was received from John E. Gullette, 447 - 36th Street, Oakland, California, for a gratuitous license to solicit for the reason he is a disabled veteran of foreign wars Application was referred to the City Manager. HEARINGS: /2. Councilman Carrington moved that the hearings on the closing of Walnut Street and also the closing of Willow Street and Atlantic Avenue be postponed until the regular meeting of May 3rd, 1938. Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4), Noes: None. Absent: Councilman Maurer, (1). /3• The question of the closing of Versailles Avenue was referred to Resolutions. OPENING OF BIDS: /4. The following bids were received for the Concession at Washington Park and were re- ferred to the City Manager and the City Attorney: Louis A. Alexander - James M. Cashier's Check 475.00 - Net Cost $691.81 Reo Sales Corporation Check 471.25 - Net Cost 4712.52 Cochran & Celli Certified Check 461.50 - Net Cost 0610.00 International Harvester Co. --Certified Check 080.00 - Net Cost 4761.82 After the bids had been examined by the City Attorney and City Manager the recommendation was made that the contract be awarded to Wetmore-Chevrolet Company at the price bid. Councilman Godfrey moved, seconded by Councilman Carrington, that the contract be awarded to the Wetmore-Chevrolet Company at the net cost to the City of Alameda of 4642.00, and that the certified checks which accompanied the other bids be returned to the bidders. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer (1). REPORTS OF COMMITTEES: 6. From the City Manager submitting a summary of the activities of the City of Alameda for the month of March, 1938. After the Mayor had thanked the City Manager for his report it was ordered filed. 7. From the City Planning Board recommending that a temporary revokable permit be granted to Elsie E. Hollingsworth for the use of the premises at 2105 San Antonio Avenue for a rooming and boarding house. Councilman Morris moved, seconded by Councilman Carrington, that the recommendation be adopted and the permit granted. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 8. From the City Planning Board recommending that the property known as the Northeast corner of Alameda Avenue and Paru Street be reclassified from a Residential District, Class 1, to a Residential District, Class 2, for the purpose of remodeling into four (4) apartments. Councilman Carrington moved that the recommendation be adopted, seconded by Councilman Morris, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent Councilman Maurer, (1). ORDINANCES INTRODUCED: 9. Councilman Godfrey introduced "Ordinance No. New Series Adding sections 25a and 27a to an ordinance entitled "An ordinance establishing districts or zones and regulating therein the use of property, height of buildings and required open spaces for light and ventilation of such buildings, and repealing all ordinances in conflict therewith, including ordinances Nos. 227 N.S., 319 N.S., and 338 N. S., excepting however the zone map heretofore adopted by ordinance No. 227 N. S., and referred to in section 1 hereof", as amended 10. Councilman Morris introduced "Ordinance No. New Series Reclassifying Property (Property known as Northeast corner Alameda Avenue and Paru Street) RESOLUTIONS: 11. Councilman Morris introduced and moved the adoption of "Resolution No. 2239 Ordering the closing of that portion of Versailles Avenue from the southerly line of Otis Drive (formerly Bay Island Avenue) to the southerly termination of said Versailles Avenue in the City of Alameda." Councilman Godfrey seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). ORDINANCE PASSED: 12. "Ordinance No. New Series Amending section 3b of an ordinance entitled "An ordinance establishing districts or zones and regulating therein the use of property, height of buildings and required open spaces for light and ventilation of such buildings, and repealing all ordinances in conflict therewith, including ordinances Nos. 227 N.S., 319 N.S., and 338 N.S., excepting however the zone map heretofore adopted by ordinance No. 227 N.S., and referred to in section 1 hereof", as amended Councilman Godfrey moved that the ordinance as read be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). FILING: 13. Memorandum of agreement for expenditure of 1/4V gas tax on state highways. 14. Answer of City Manager to letter from the Southern Pacific Company in reference to franchise. BILLS: 15. An itemized list of claims against the City of Alameda in the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4,998.76; Police Department, $271.86; Pound Department, $10.73; Street Department, 0138.10; Fire Department, t844.61; Health Department, $213.54; Park Department, $305.44; Golf Department, 294.36; Store Department, $26.21; Social Service Department, $73.72; Iniative Relief Department, 0118.50; Street Improvement Fund, $488.26; East Bay Municipal Utility District, $2,498.95. Councilman Carrington moved, seconded by Councilman Morris, that the claims and bills against the City of Alameda in the amounts as listed and itemized in the List of Claims filed with the City Clerk on April 19th, 1938, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 16. Councilman Morris moved that the Council adjourn to meet in adjourned regular session on Tuesday evening, April 26th, 1938, at 7:30 o'clock P.M. The motion was seconded by Councilman Carrington and on roll call carried by the following vote: Ayes; Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.
