HELD TUESDAY EVENING JANUARY 16 1940
The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
1. The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5), were noted present.
MINUTES:
2. The minutes of the regular meeting of January 2, 1940 were approved as transcribed.
WRITTEN COMMUNICATIONS:
3. A communication was presented from the East Bay Division of the League of California
Cities, giving notice of its next regular meeting to be held in Walnut Creek on January
19, 1940. Mayor Weichhart urged as large an attendance as possible and requested the
City Manager to take care of the necessary reservations. There being no objections, the
communication was ordered filed.

4. From the Alameda Woman's Improvement Club, opposing the removal of green globes
from street lighting standards at street intersections. After the City Manager had in-
formed the Council that tests are now being made of a new type of globe to be used at
intersections and that he expected to make a report of its practicability by the next
regular meeting, the communication was ordered filed.
5. From the Alameda Woman's Improvement Club, requesting the City Manager to use his
efforts toward obtaining bus transportation service on Buena Vista Avenue. There being
no objections, the matter was referred to the City Manager.
6. From the Boy Scouts of America, expressing appreciation to the Alameda City Council
and all city personnel who have cooperated to make this past year a successful one.
There being no objections, the communication was ordered filed.
7. From the City of Berkeley, extending an invitation to the Council and City Manager
of the City of Alameda to meet with the Executive Committee on the comprehensive Sewage
Survey Plan to be held in the City Hall of Berkeley, January 26, 1940 at 10:00 o'clock
A.M.
The City Manager stated some of the members of the Committee of Engineers would also be
present at this meeting. There being no objections, the communication was ordered filed.
From Kent & Hass, Architects, submitting proposal for architectural services in
connection with the construction of a building in Krusi Park. The maximum cost for
these services is not to exceed $700.00.
Councilman Maurer moved that the City Attorney be instructed to draw up the necessary
resolution and contract, seconded by Councilman Carrington and on roll call carried by
the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
The City Manager explained the cost of the architectural services in the construction
of the proposed building at Krusi Park will be paid by the Krusi Estate and it had been
Mrs. Krusi's wish that the architectural work be done by the above mentioned firm.
ORAL COMMUNICATIONS:
The City Manager addressed the Council saying he had been approached by a Mr.
Johnson and a Mr. Clark with regard to leasing the Golf Course property for oil drilling;
that the leases which were presented to him for perusal seem to be the standard form of
oil lease and the gentlemen seem agreeable to further stipulations which the City might
request.
The City Manager stated, however, he has not had an opportunity to thoroughly investi-
gate the whole matter to his satisfaction and recommended that such an investigation be
performed. There being no objections, Mayor Weichhart instructed the City Manager to
make such an investigation and report back to the Council.
REPORTS OF COMMITTEES:
10. From the City Planning Board, recommending the denial of petition to reclassify the
southeast corner of Cambridge Drive and Fernside Boulevard from Residential District,
Class 1 to Residential District, Class 12, for the purpose of constructing a duplex
dwelling. This matter was continued from the last regular meeting of the Council, held
January 2, 1940.
Mr. A. Hubbard Moffitt, Jr., Attorney, addressed the Council in behalf of Mr. W. H.
McCutcheon, owner, and petitioned the reclassification of property in question to permit
the proposed duplex construction. Councilman Morris requested the City Attorney to re-
cite a resume of the history of zoning in this district.
Councilman Godfrey stated that in view of the action of the City Planning Board regard-
ing this proposed reclassification and Mr. Shattuck, Planning Engineer, having also
recommended the district within which the lot in question is situated should properly
be in Residential District, Class 1, he would move that the recommendation of the City
Planning Board be approved and the petition for reclassification denied, seconded by
Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
11. From the City Manager, informing the Council it is his recommendation the retention
of the present green globes in the lighting standards at street intersections is no
longer advisable. A new type of street sign has been ordered which is believed to be
adequate to designate streets. There being no objections, the communication was ordered
filed.
The City Manager mentioned again the new type of street lighting globe which is now
under consideration and upon which he will soon make a report.
12. From the City Manager recommending contract for furnishing Grass Seed to the City
of Alameda be awarded to K. G. Otzen, doing business under the firm name of "Koerber
Fuel & Feed Co." at the unit prices listed in his bid. Bids for Grass Seed were opened
at the regular meeting of the Council held January 2, 1940 and were referred to the
City Manager for his recommendation.
Councilman Maurer moved that the City Manager's recommendation be adopted and that con-
tract be awarded to K. G. Otzen, doing business under the name of "Koerber Fuel & Feed
Co." and that checks be returned to the unsuccessful bidders. The motion was seconded
by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
ORDINANCES INTRODUCED:
13. The following ordinances were introduced by Councilman Godfrey, after which they
were laid over under provision of law and the Charter:

Councilman Morris seconded the motion and on roll call carried by the following vote.

17. Councilman Carrington introduced and moved -the adoption of

Transferring $2,7424.00 from the General Fund, Budget

Councilman Maurer seconded the motion and on roll call carried by the following vote.

18. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2441
Transferring $1,600.00 from Gasoline Tax No. 1 Fund
to General Fund, Street Maintenance Account 22 -j."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.

19. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2442
Adopting Specifications for Furnishing Petroleum Products
to the City of Alameda, Calling for Bids and Directing
the City Clerk to Advertise the Same."
20. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2443
Appointing Charles R. Schwanenberg as Representative
of the -City of Alameda_on the Executive Committee
Provided for in the Joint Sewage Disposal Survey
Contract .Authorized under Resolution No. 2433."
Councilman Carrington seconded the motion and on roll call carried by the following vote:

21. Councilman Godfrey introduced and moved the adoption of

Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills against
the City in the amounts listed, itemized and amended in the List of Claims filed with the
City Clerk on January 16, 1940, and presented to the Council at this meeting, be allowed
and paid. On roll call the motion carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
25. There being no further business to transact, Councilman Morris moved, seconded by
Councilman Maurer and unanimously carried that the Council adjourn to meet in adjourned
regular session on Tuesday Evening, January 23, 1940 at 8:00 o'clock P. M.
