1940-02-06 Regular CC MinutesREGULAR MEETING OF TEE COUNCIL OF THE CITY OF ALAMEDA HELD_TUESDAY,EVENITG. FEBRUARY 6, , 1940 The meeting convened at 8:01 o'clock P. M. with President Weichhart presiding. ROLL CALL: 1. The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. MINUTES: 2. The minutes of the regular meeting of January 16, 1940 and of the adjourned regular meeting of January 23, 1940 were approved as transcribed. TTEN COMMUNICAT IONS: 3. A petition was presented, containing twelve signatures, requesting that the one hour parking limit for automobiles on Park Street be extended to between Encinal Ave- nue and San Antonio Avenue. The one hour parking limit now ends at Encinal Avenue. The City Manager stated he had received an inquiry regarding the parking on Lincoln Avenue and will also investigate parking on Park Street, as suggested by the petition, and report back to the Council. 4. From Homer R. Dallas, Tax Collector, explaining a certain double assessment to Eva L. Musser and A. P. Pollard, charged in error, covering identical property, and recommending that the assessment in the name of Pollard be cancelled. This matter was referred to "Resolutions." fr/ 5. From the League of California Cities giving notice of the Spring Conference of Mayors and Councilmen to be held in Fresno, March 28 and 29, 1940 and requesting sug- gestions for topics to be discussed at the Conference. Mayor Weichhart stated he would be glad to forward any submitted suggestions to the Executive Secretary of the League. The communication was ordered filed. 6. From C. A. Beck of Oakland, California, offering to buy a bench formerly used in the Court Room of the City Hall for the sum of 45.00. The City Manager recommended that the bench in question be sold to Mr. Beck for the sum quoted, whereupon Councilman Godfrey moved that the City Manager's recommendation be approved, seconded by Council- man Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 7. From the Labor's Non-Partisan League of Alameda County, urging that the State Legislature be memorialized to vote to continue State control of administration of un- employment relief and to vote to appropriate the aura of 395,000,000.00 to continue the relief program for the remainder of the current biennium. There being no objections, the communication was ordered filed. 8. From Miss Mabel L. Dewing, 1414 Bay Street, inquiring about the installation by the City of street marker signs along Santa. Clara Avenue. The City Manager reported that sample signs had been ordered for four intersections on Santa. Clara Avenue and if this type proves satisfactory, like signs will be erected along Santa Clara Avenue from Webster Street to Broadway. The City Manager stated he would so advise Miss Dewing. Councilman Morris requested the members of the Council be notified when these signs are installed in order that they may be examined. 9. From Alameda Post No. 9, The American Legion, giving notice of its annual Ameri- canism Meeting to be held Friday evening, February 9, 1940 at the Veterans Memorial Building, Alameda, and inviting the members of the Council and other City officials to attend. Mayor Weichhart urged as many of the City officers as possible to be present at this meeting, stating he felt persons in the audience would also be welcomed. 10. From the Veterans' Welfare Board of the State of California petitioning cancella- tion of certain taxes now appearing on the tax records as a lien against property owned by that Board in the City of Alameda. There being no objections, the petition was re- ferred to the City Attorney. OPENING OF BIDS: 11. REPORTS OF COMMITTEES: 12. From the City Manager, requesting permission to attend the Winter Meeting of the City Managers' Section of the League of California Cities to be held in Stockton, February 22, 23 and 24, 1940 and requesting that a sum not to exceed 450.00 be appro- priated to cover his expenses. Councilman Morris moved that the request of the City Manager be granted, that he be permitted to attend this meeting and that .iP50.00 be appropriated to cover expenses, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 13. From the City Manager, recommending acceptance of contract with Dietz Motor Com- pany for furnishing one 1/2 ton steel cab Pick-Up Truck for use in the Park Department. Councilman Maurer moved that the recommendation of the City Manager be adopted, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 14. From Mayor Weichhart, nominating Mr. Rudolph E. Bosshard to the office of member of the Board of Education for a term expiring rune 30, 1941, to fill the unexpired term of Clarence Nobmann, resigned. There being no objections, this matter was re- ferred to "Resolutions". 13. From the City Planning Board, recommending the granting of a temporary revocable permit to Mr. George Gross to maintain a pattern making shop in the rear of his property known as 1617 Encinal Avenue, with the provision that no machinery be added using greater power than is now in operation and that no signs be permitted on the property. Councilman Godfrey moved that the recommendation of the City Planning Board be adopted, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 16. From the City Planning Board, recommending the granting of a temporary revocable permit to use approximately 65' x 100, of property known as 1715 Webster Street for a used car sales lot, with the understanding that the property be used for no other pur- pose. Councilman Maurer moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 17. From the City Attorney, regarding an offer from Mr. Lucien L. Schwarz to settle and compromise for 335.00 the City of Alameda tax claim against property known as 3264 Fairview Avenue now owned by him but formerly owned by the Veterans? Welfare Board, and recommending that the City accept the compromise and cancel the taxes. There being no objections, the matter was referred to "Resolutions". UNFINISHED BUSINESS: 18. Councilman Morris inquired of the City Manager what the latest developments are regarding the experimental type of green globe street light standards erected for ex- perimental purposes, suggested that the Bureau of Electricity make a light meter test and that the City Manager report back results. The City Manager stated he would take care of the matter. NEW BUSINESS: 19. Councilman Godfrey stated it had been called to his attention that a safety hazard exists on Thompson Avenue due to the possibility of children darting out into the way of passing automobile traffic while playing in the parking strip located in the center of the street and he suggested signs might be erected aJong Thompson Avenue such as "Caution - Children at Play", etc. The City Manager stated he would investigate the matter. RESOLUTIONS: 20. Councilman Morris introduced and moved the adoption of "Resolution No. 2448 Appointing Member of the School Board" Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 21. Councilman Morris introduced and moved the adoption of "Resolution No. 2449 Cancelling City Taxes on Real Property Acquired by the Veterans' Welfare Board of the State of California." Councilman Carrington seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. 22. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2450 Designating That Certain Highway Commonly Known as Industrial Highway as "Atlantic Avenue." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 23. Councilman Carrington introduced and moved the adoption of iTesolution No. 2451 Cancelling Taxes Levied Under Double Assessment on Property Owned by Eva L. Musser." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 24. Councilman Carrington introduced and moved the adoption of "Resolution No. 2452 Accepting an Indeterminate Revocable Permit from the United States of America to Use an Area of 648 Square Feet in the Northeasterly Corner of the Naval Air Station as a Highway; and Authorizing the City Manager to Accept and Execute Such Permit on Behalf of the City of Alameda." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 25, Councilman Morris introduced and moved the adoption of "Resolution No. 2453 Accepting Offer of Lucien L. Schwarz to Compromise City's Claim for Taxes on Certain Real Property in the City of Alameda and Directing that Unpaid Por- tion of Taxes be Cancelled." Councilman Godfrey seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES P SED: 26. "Ordinance No. 705 New Series Accepting Conveyance from the Regents of the University of California of Certain Lands for Highway Purposes." Councilman Maurer moved that the Ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 27. Affidavit from The Pacific Telephone and Telegraph Company re gross receipts for 1939 - amount due City, $8,137.71. 28. Auditor's Balance Sheet - Month ending January 31, 1940. 29. Financial Report of Bureau of Electricity for December, 1939 - Goodell & Henry. 30. Report of Alameda County Mosquito Abatement District - year 1939. BILLS: 31. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Department, $4,600.88. Police Department, $414.06; Civil Service Department, $10.00; Pound Department, $26.86; Fire Department, $707.98; Street Department, $2,274.25; Health Department, $343.56; Recreation Department, $128.23; Park Department, 030.97; Golf Course Department, $306.21; Store Department, ,1286.13; Social Service Department, $214.86; Initiative Relief Fund, $128.50; Street Improvement Fund, $1,216.63; Gas Tax No. 2 Fund, $13.84; East Bay Municipal Utility District, $2,293.06; Subaqueous Tunnel Fund, $500.18. A motion was made by Councilman Maurer, seconded by Councilman Morris, that the claims and bills against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on February 6, 1940 , and presented to the Council at this meeting, be allowed and paid.
