1940-02-20 Regular CC MinutesREGULAR MEETING OF THE.COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, FEBRUARY 20, 1940 The meeting convened at 8 :00 o'clock P. M. with President Weichhart presiding. ROLL CALL: 1. The roll was called and Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4), were noted present. Absent: Councilman Morris, (1). MINUTES: 2. The minutes of the regular meeting of the Council held February approved as transcribed. 1940 were WRITTEN COMMUNICATIONS: ✓ 3. From Faulkner, Oakes and Faulkner, Certified Public Accountants of Los Angeles, requesting an opportunity to submit a proposal covering auditing services for the City of Alameda. There being no objections, the communication was referred to the Committee of the Whole. REPORTS OF C OMMITTEEES : 4. From the Mayor, City Manager and Auditor, reporting that count of money and seeuri ties of the City of Alameda was held February 14, 1940 and there was found under the control of the City Treasurer the amount of 496,245.87 which sum was the amount that should have been at the time in the City Treasury according to the Auditor's books. The amounts of money on deposit with the various banks, the cash on hand in the Trea- surer's office and the money and bonds in the Bureau of Electricity Fund, Pension Fund and the Employees' Retirement Fund were also stated. There being no objections, the report was ordered filed. 5. From the City Manager advising that two warning signs have been ordered to be erected on Thompson Avenue, the purpose of these signs being to protect the safety of children from passing traffic while playing on Thompson Avenue. There being no objec- tions, the communication was ordered filed. 6. At this point, Councilman Morris arrived at the meeting and was noted present. 7. From the City Manager, reporting on the matter of the petition signed by merchants of Park Street between Encinal and San Antonio Avenues who requested that parking in that area be limited to one hour, this matter having been referred to the City Manager at the regular meeting held February 6, 1940. The City Manager recommended this area be limited to the requested one hour parking, also that the area on Lincoln Avenue from Park Street east approximately two hundred feet be included in this parking limit. There being no objections, the matter was referred to "Ordinances" and the communica- tion ordered filed. 8. From the City Planning Board, unanimously recommending that a temporary revocable permit be issued to allow a Vapor Bath business to be conducted as a . "home occupation" in dwelling known as 2204 Santa Clara Avenue. Councilman Godfrey moved that the recommendation of the City Planning Board be approved, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 9. From the City Manager, recommending that contract be awarded to the Signal Oil Com- pany for the furnishing of Gasoline, Kerosene and Lubricating Oil to the City of Alameda for the fiscal year ending June 30, 1941 at prices as stated in its proposal. The City Manager addressed the Council, explaining reasons for this recommendation. Councilman Maurer moved that the recommendation of the City Manager be approved and that con- tract for Petroleum Products be awarded to the Signal Oil Company and that checks be re- turned to the unsuccessful bidders. The motion was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES ,INTRODUCED: 10. The following ordinance was introduced by Councilman Godfrey, after which it was laid over under provision of the law and the Charter: "Ordinance No. New Series Amending Section 17 -341 of the Alameda Municipal Code by Adding Subsections (11) and (12) Thereto." 11. The following ordinance was introduced by Councilman Maurer, after which it was laid over under provision of the.law and the Charter: "Ordinance No. New Series Accepting Grant of Easement From Alameda Belt Line in and over Certain Lands for Highway Purposes." UNFINISHED BUSINESS: 12. Councilman Godfrey asked the City Manager what progress has been made on the survey of the proposed Subaqueous Tunnel paralleling Posey Tube. The City Manager explained the survey has been completed and a rough draft of the report made which will be adopted at a meeting to be held Monday, February 26, 1940. At this time any minor changes will be taken care of, then the report put into final form and mimeographed copies prepared for distribution. 1 :. The City Manager reported to the Council on the proposed operation of bus service in the Fernside District, explained the routes suggested and recommended that the buses turn off Santa Clara Avenue at Gibbons Drive, run on Gibbons Drive to Northwood Drive, up Northwood Drive to Cambridge Drive, on Cambridge Drive to Fernside Boulevard, along Fernside Boulevard to High Street, down High Street to Encinal Avenue. The return trip will be made over the same route. The City Manager was authorized to request the Key System to put this service into operation immediately. 1'44. Councilman Morris asked if the street lights carrying the partially green colored globes had as yet been metered for light test and was informed by the City Manager that the meters on hand by the Bureau of Electricity were inadequate for the light spread as given by these street lights and a meter adequate to take care of the light volume was being procured in order that the tests could be made in the near future. 12. Councilman Godfrey asked about the street marker signs and the City Manager replied that these signs had been installed for inspection purposes on the corners of Santa Clara Avenue and 9th Street, Grand Street and Walnut Street NEW BUSINESS: 16. Councilman Morris brought up the matter of publicity recently given to the Boeing Aviation Company's desire to obtain a location for its plant in the City of Alameda. The City Manager stated it was his understanding that sites had been offered the Boeing Company both by the Port of Oakland and the City of San Francisco and he believed the City of Alameda had no property of sufficient size to be adequate for the Boeing Company's purposes. The City Manager said he would get in touch with the Port of Oakland and the Boeing people, submitting information and maps showing city owned property and also pri- vate sites which might be desirable and offering assistance and cooperation of the City in securing a desirable location. Councilmen Maurer and Carrington suggested that the Alameda Chamber of Commerce be contacted also regarding this matter. 1). Councilman Carrington again brought to the attention of the Council the matter of the handbill ordinance which prohibits the distribution of handbills, etc., requested by Ur. Kofman, Publisher of the Alameda Times -Star. The City Manager was requested to take up this matter at the City Managers' Section of the League of California Cities at its meeting to be held in Stockton, February 22, 23 and 24 and ascertain the reasons for ordinances of this type being adopted, reactions of the residents, what the various cities' policies might be and what is accomplished by having such an ordinance and the reaction of the public toward same. The City Manager stated he would get a full report on this matter. Mayor Weichhart told Mr. Korman, who was present at the meeting, that after the City Manager's report had been made the Council would be better able to consider the pro- posed handbill ordinance from every phase. RESOLUTIONS: 18. Councilman Maurer introduced and moved the adoption of "Resolution No. 2454 Accepting Grant of Easement From Alameda Belt Line in and Over Certain Lands for Highway Purposes and Consenting to the Recordation Thereof." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 19. Councilman Carrington introduced and moved the adoption of "Resolution No. 2455 Dedicating Certain Tide Lands in the City of Alameda as a Public Highway." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 20. Councilman Morris introduced and moved the adoption of "Resolution No. 2456 Designating Certain Lands Dedicated for Highway Purposes as "Main Street "." Councilman Godfrey seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 21. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2457 Changing Name of a Portion of Main Street to "Central Avenue "." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 22. Councilman Maurer introduced and moved the adoption of "Resolution No. 2458 Designating Certain Streets in the City of Alameda as Streets of Major Importance." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 23. Councilman Morris introduced and moved the adoption of "Resolution No. 2459 Transferring $2,724.00 from the General Fund to Budget Account 70 -b." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 24. Councilman Maurer introduced and moved the adoption of "Resolution No. 2460 Transferring :1,600.00 from the General Fund, Street Maintenance Account 22 -j to Gasoline Tax No. 1 Fund." Councilman Carrington seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 25. Councilman Morris introduced and moved the adoption of "Resolution No. 2461 Creating Position of Labor Supervisor of Golf Course and Fixing Salary Thereof." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 26. Councilman Morris introduced and moved the adoption of "Resolution No. 2462 Cancelling City Taxes on Real Property Acquired by the Veterans' Welfare Board of the State of California." Councilman Carrington seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 27. Councilman Maurer introduced and moved the adoption of "Resolution No. 2463 Adopting Specifications for the Construction of Galvanized Chain Link Fence in Public Parks and Playgrounds of the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Carrington seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. An itemized list of claims against the City of .Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $5,111.64; Police Department, $212.49; Civil Service Department, $11.32; Pound Department, $ .11; Fire Department, $1,765.76; Street Department, $1,453.96; Health Department, $223.74; Recreation Department, $39.15• Park Department, $2,242.57; Golf Course Department, $441.60; Store Department, $165.78; Social Service Department, $83.89• Initiative Relief Fund, $110.50; Street Improvement Fund, $353.96; School Fund, 1,108.o9; Krusi Park Fund, 129.20. A motion was made by Councilman Carrington, seconded by Councilman Maurer, that the claims and bills against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on February 20, 1940, and presented to the Council at this meeting, be allowed and paid. On roll call the motion carried by the follow- ing vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 32.
