HELD TUESDAY EVENING FEBRUARY 17 - 1942
The meeting convened at 8:00 o'clock P. M. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President
Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held February 3, 1942, and the adjourned
regular meeting held February 10, 1942, were approved as transcribed.
WRITTEN COlaUNICATIONS:
2. Communication was presented from Mrs. Romie Burger, requesting consideration by
the Council of the advisability of installing stop signs on Northwood and Southwood.
Drives at their northern junction with Gibbons Drive, to alleviate the hazardous
traffic condition existing at this point.
The City Manager explained that installation of stop signs at this location has been
considered over a period of years but the matter did not seem to be acceptable to the
majority of residents in the vicinity. However, the ordinance to be introduced at
this meeting, authorizing stop signs to be installed on Gibbons Drive between High.
Street and Lincoln Avenue will take care of this situation.
REPORTS OF UOMMITTEES:

3. From Mr. F. J. Croll, City Auditor and Assessor, requesting the Council to con-
sent to the sale at public auction of a certain parcel of land known as Lot 14 and
the east four feet of Lot 13, Block "C" in Haight Tract, Alameda. The Tax Collector
of the County of Alameda, with the approval of the County Board of Supervisors, has
offered this property for sale. There being no objections, the matter was referred
to "Resolutions".
ORDINANCES INTRODUCED:
4. Councilman Branscheid introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Section 17-431 of The Alameda
Municipal Code by Adding Subdivision (18) Thereto."
RESOLUTIONS:
5. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2721
Creating Position of Field Deputy Assessor in the
Office of the Auditor and Assessor of the City of
Alameda."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer
and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
6. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2722
Consenting to Sale at Public Auction of Certain
Tax Deeded Lands."
The motion to adopt said resolution was seconded by Councilman Jones and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer
and President Godfrey, (5). Noes: None, Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
7. "Ordinance No.
New Series
An Ordinance Leasing Certain Tide and Submerged
Lands to United Engineering Company, Ltd., a
Corporation; Approving the Form and Terms of
Said Lease and Authorizing Execution Thereof."
Councilman Branscheid moved that consideration and passage of this ordinance be con-
tinued until the next regular or adjourned regular meeting of the Council. The motion
was seconded by Councilman Howe and unanimously carried.

New Series
An Ordinance Amending Section 8 of Ordinance No.
642, New Series, Entitled "An Ordinance Establishing
and. Regulating the Civil Service System of the City
of Alameda."
Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded
by Councilman Maurer and on roll call carried by the following vote. Ayes: Council-
men Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent:
None.
FILING:
9. Copy of Annual Report for 1941 of the Alameda County Mosquito Abatement
District.
BILLS:
10. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $11,222.08, Police Department, $975.85; Civil Service Department,
$9.44; Pound Department, $48.43; Fire Department, $1,336.95; Street Department,
$1,766.24; Health Department, $408.69; Recreation Department, $86.70; Park
Department, $456.19; Golf Course Department, $1,242.95; Store Department, $566.70;
Social Service Department, $165.30; Initiative Relief Fund, $128.75; Street
Improvement Fund,$801.33.
Councilman Maurer moved the bills and claims against the City in the amounts listed
and itemized in the List of Claims filed with the City Clerk on February 17, 1942,
and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Branscheid and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes:
None. Absent: None.
11. At this time Councilman Branscheid and the City Manager discussed the station
shed on Lincoln Park property facing Fernside Boulevard. The City Manager stated the
Army has requested that it be allowed to remain there as it may be made into a tem-
porary executive office.
12. President Godfrey inquired whoe duty it was to take down the Christmas tree lights
which are still up on Park and. Webster Streets. He was informed by the City Manager
that this was the responsibility of the Bureau of Electricity but the work has been so
heavy in that department the dismantling of these lights has of necessity been neglected.
ADJOURMENT:
13. Councilman Branscheid moved the Council adjourn to assemble in adjourned regular
meeting on Wednesday afternoon, February 25, 1942, at 5:00 o'clock P. M. The motion
was seconded by Councilman Howe and unanimously carried.
