HELD WEDNESDAY AFTERNOON_, FEBRUARY 25, 1942
The meeting convened at 5:00 o'clock P. M. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones and President Godfrey,
(4), were noted present. Absent: Councilman Maurer, (1).
WRITTEN COMMUNICATIONS:
1. Communication was presented from Ford. E. Samuel, Postmaster of the City of Alameda,
with regard to the possibility of the City constructing a branch Post Office building
in the western section of the City to be leased to the Federal Government for such
purpose.
A resume was also read, compiled by President Godfrey, of Council participation in 1937
regarding the establishment of a west end branch Post Office.
There being no objections, the matter was referred to "New Business".
ORAL COMMUNICATIONS:
2. Mr. Lee Cavanaugh, President of the Alameda Rowing Club, addressed the Council
with regard to the possibility of moving the present rowing clubhouse now situated at
the north end of Chestnut Street to some other location, due to the fact that the
Chestnut Street location is soon to be required for Government purposes.
President Godfrey stated the Council would be very glad to cooperate in this matter if
a way can be found to do so. The matter was referred to the City Manager for further
investigation and negotiation with Mr. Cavanaugh.
3. At this time Councilman Jones presented a matter which had been brought to his
attention regarding the hazardous traffic conditions at the intersection of High Street
and Fernside Boulevard. This inquiry was prompted by an accident to a bicycle rider.
The City Manager stated he would investigate.
4. Councilman Branscheid also referred to various traffic conditions in this same
area.
REPORTS OF COMMITTEES:
5. Report, was submitted from the Mayor, City Manager and Auditor regarding the count
of money and securities in the City Treasury, held February 18, 1942. There was at
that time $620,132.97 in the Treasury which was the correct sum according to the
Auditor's books.
There being no objections, the report was ordered filed.
6. From Mayor Godfrey, advising that he had on February 19, 1942, appointed Rix Maurer
Sumner Graham, Maynard Morris and Chas. R. Schwanenberg as members of a Transportation
Committee composed of representatives from the Cities of Oakland, Piedmont, Berkeley,
San Leandro, Emeryville, El Cerrito, Albany, Hayward, Richmond and Alameda.
There being no objections, the communication was ordered filed.
NEW BUSINESS:
7. Councilman Branscheid spoke of the need for repair work to be done on Clement
Avenue along the Belt Line Tracks.
The City Manager informed the Council that the Belt Line is going to entirely recon-
struct its tracks from Oak to Grand Streets.

8. The matter was then presented regarding Postmaster Samuel's communication con-
cerning the establishment of a west end branch Post Office.
President Godfrey stated that if there were no objections, he would request the City
Clerk to reply to Postmaster Samuel and advise him that while the Council is still in
hopes the branch Post Office can be secured to serve the west end of the City of Alameda,
the City does not own any property which can be utilized for such purpose and is not
interested in acquiring any for the erection of a building.
RESOLUTIONS:
9. "Resolution No. 2723
IN :IETIORY AND APPRECIATION OF THE LATE
HENRY A. WE1CMHART."
WHEREAS, Almighty God, in his wisdom, has seen fit to call our
friend and esteemed citizen, Henry A. Weichhart, from our midst; and
WHEREAS, Henry A. Weichhart served for many years as a Councilman
and as Mayor of the City of Alameda; and
WHEREAS, his loyal and generous character, his public spirit and
his faithful and upright conduct as a public servant have endeared him
to his friends and to the people of this community:
NOW, THEREFORE, BE IT RESOLVED that we, the members of the Council
of the City of Alameda, in adjourned regular meeting assembled, hereby
express and record our deep sorrow and regret for the loss which the
community has sustained by reason of the untimely death of Henry A.
Vleichhart.
RESOLD, FURTHER, that we here extend to the members of his be-
reaved family our deepest and heartfelt sympathy and the assurance that
the recollection of his many virtues, and the record of his long and
useful career, shall be long treasured in the hearts and memories of
our citizens.
RESOLVED, FURTHER, that this resolution be spread in full on the
minutes of the City Council and a copy be sent to 'uhe family of the
deceased.
RESOLVED, FURTHER, that when this Council adjourns this meeting
such adjournment shall be out of respect to the memory of our fellow
citizen and friend, Henry A. Weichhart. ft
President Godfrey stated that if there were no objections, he would consider this
resolution adopted by unanimous vote.
ORDINANCES FOR PASSAGE:
10. "Ordinance No 791,
New Series
An Ordinance Leasing Certain Tide and Submerged
Lands to United Engineering Company, Ltd., a
Corporation; Approving the Form and Terms of
Said Lease and. Authorizing Execution Thereof."
Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded
by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones and President Godfrey, (4). Noes: None. Absent: Councilman
Maurer, (1).
11. "Ordinance No. 792,
New Series
An Ordinance Amending Section 17-431 of The Alameda
Municipal Code by Adding Subdivision (18) Thereto."
Councilman Howe moved the ordinance as read be adopted. The motion was seconded by
Councilman Branscheid and on roll call carried by the following vote. Ayes: Council-
men Branscheid, Howe, Jones and President Godfrey, (4). Noes: None. Absent:
Councilman Maurer, (1).
12. At this time, Councilman Jones spoke about the seemingly extensive lack of ade-
quate street signs throughout the City and was informed that the Council had previously
adopted a uniform type of sign to be installed as needed, but due to present defense
demands the signs now on order have not been delivered. It is still believed advisable
to adhere to the former plan of maintaining uniform signs rather than filling in with
other types.
The City Manager stated he would endeavor to make whatever repairs were necessary to
the present signs.
ADJOURNMENT:
13, The Council now adjourned out of respect to the memory of former Mayor Henry A.
Weichhart, in accordance with the resolution adopted, to meet in regular session on
Tuesday evening, March 3, 1942, at 8:00 o'clock P. M.
