HELD. TUESDAY EVENING, MAY 19,_ 1942
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President
Godfrey, (5) , were noted present. Absent: None.
MIITUTES:
1. The minutes of the regular meeting held Lay 5, 1942, were approved as transcribed.
ITTEN UOLI:UNICATIONS:
2. From the Board of Supervisors, County of Alameda, requesting the Council's recom-
mendation on the proposed sale by the County Tax Collector, for delinquent taxes, of
certain property in the City of Alameda, known as lots 7 and 8, Block 137, Man of
Bishop and Hart Tract.
Councilman Branscheid moved that as the Council is of the opinion that such property
is worth the combined taxes, penalties and costs which all the taxing agencies have
against it and should be sold for a sufficient sum that, when the amounts are prorated
between such agencies, the City of Alameda will receive its full share of such taxes,
penalties and costs, which in this instance, is 525.34. If the sale can be made so
that the City of Alameda will be paid the above amount, permission is given by the
Council so to do. The motion was seconded by Councilman Jones and unanimously carried.

3. From The Alameda Forum, extending an invitation to the Council and other City
officials to attend its meeting to be held May 20, 1942, at which :dr. Richard Graves,
Executive Secretary of the League of California Cities, will speak.
There being no objections, the communication was ordered filed.
ORAL COMMUNICATTONS:
4. Er, Frank Gottstein addressed the Council with reference to transportation matters
in general and expressed the hone that certain existing tracks and unused cars might be
utilized to facilitate the acute transportation problem of workers reaching the defense
centers in this locality.
The City Manager stated certain representatives of the California Railroad Commission
were now in Washington working on this identical problem.
5. Er. Gottstein also stressed the need for sentry protection at the entrances to
and in the Posey Tube.
ORDINANCES FOR INTRODUCTION:
o. Councilman Branscheid introduced the following ordinance,
over under provision of law and the Charter:

Renewal Lease Between the City of Alameda and Harbor
Tug and Barge Company of Certain Lands in the City
of Alameda and Directing the Execution Thereof."
RESOLUTIONS:
7. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2741
Authorizing City Manager to Sell Scrap Materials."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
FILING:
8. Financial Statement - Goodell, Byers & Henry - City of Alameda, as of
April 30, 1942.
9. Form of Lease - Between City of Alameda and Harbor Tug and Barge Company.
10. -At this point the Mayor requested the City Manager to keep the Council informed as
to what progress the Railroad Commission makes with regard to the possible establishment
of rail transportation system to serve the defense plants in this area.

11. Councilman Branscheid again commented upon the poor condition of the track area
of the Alameda Belt Line on Clement Avenue and was advised by the City Manager that
this line is too continuously used at the present time to tie up the tracks for
repair, even though the money is appropriated and the contract for the work awarded.
It is the intention of the Alameda Belt Line to completely rebuild the tracks, when
possible.
BILLS:
12. An itemized. List of Claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $10,178.84; Police Department, $857.41; Civil Service
Department, “5.37; Pound. Department, $58.74; Fire Department, $602.34;
Street Department, $994.07; Health Department, $251.60; Recreation Department,
$46.86; Park Department, $716.01; Golf Course Department, $574.75; Store
Department, $311.06; Social Service Department, $73.77; Initiative Relief Fund,
147.50; Street Improvement Fund, $858.63; East Bay Municipal Utility District
Fund, $2,373.40.
Councilman Maurer moved the bills and claims against the City in the amounts listed
and itemized in the List of Claims filed with the City Clerk on May 19, 1942, and
presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Branscheid and on roll call carried by Ghe following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes:
None. Absent: None.
ADJOURNMENT:
13. There being no further business to transact, the Council adjourned to assemble
in regular session on Tuesday evening, June 2, 1942, at 8:00 p. m.
