1942-10-20 Regular CC MinutesREGULAR =TING OF THE COUNCIL OF THE CITY OF AL=DA HELD TUESDAY EVENING, OCTOBER 20, - - 1942 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President Godfr y, (5), were noted present. Absent: None. IUTES: 1. The minutes of the regular meeting held October 6, 1942, were approved as transcribed. WRITTEN. COLUNICATIONS: V 2. From the East Bay Division, Leaue of California Cities, giving notice of its next bi-monthly dinner meeting to be held at the Hotel Claremont in Berkeley, November 6, 1942, at 7:00 p. Mayor Godfrey urged all who could to be present at this meeting and to notify the City Clerk in order that the necessary reservations could be made. v/ From Mrs. Margaret Hoffman, suggesting that an investigation be made regarding the utilization of vacant stores as dormitories and apartments to house defense workers. There being no objections, this communication was ordered. filed. ORAL COMMUNICATIONS: 4. Mr. Frank Gottstein addressed the Council with regard to the vacancy of the office of Chief of Police and expressed the hope that a man will be appointed who is now in the Police Department and that no outsider will be brought in to fill this position. REPORTS OF C-"MITTEES: 5. From the City Planning Board, recommending that the four parcels of property covered by petitions presented to the Board at its meeting held October 14, 1942, lying generally between the westerly'termination of the present "C" Multiple Dwelling District on the north line of Santa Clara Avenue and running thence westerly to the corner of Santa Clara Avenue and running thence westerly to the corner of Santa Clara Avenue and Paru Street, be reclassified from the "B" Two-to-Four Family Dwelling District, to the "C" Multiple Dwelling District. Councilman Jones moved the recommendation of the Planning Board be adopted and that the property above referred to be reclassified to the "C" Multiple Dwelling District. The motion was seconded by Councilman Howe and unanimously carried. The matter was referred to "Ordinances for Introduction" 6. From the City Planning Board, recommending the denial of a pe ition presented from the Cohen Estate Company to reclassify Lots 88 and 89 in Tract 526, situated on the south side of Windsor Drive, beginning 166.19 feet, more or less, westerly from High Street, with frontages of 43.10 and 40 feet, respectively, from the "A" One-family Dwelling Dis- trict to the "A-1" One-family Dwelling District, for the purpose of constructing three duplexes on a four-lot frontage. Two of these lots are now in the "C" Multiple Dwelling District and need no reclassification for the proposed use . Mr. E. S. Agnew, realtor, addressed the Council in favor of this petition. I. S. Denerd and Mr. Frank Smith addressed the Council in opposition to the requested reclassification. After discussion, Councilman Maurer moved this matter be turned back to the City Planning Board for further consideration and subsepuent recommendation. The motion was seconded by Councilman Branscheid and unanimously carried. 7. From the City Planning Board, recommending the denial of a petition presented from MarP7aret and Foster Weeks for the reclassification Of property known as 1033 Pacific Avenue, from the "A-1" One-family Dwelling District, to the "3" Two-to-Four Family Dwelling District, to permit the remodeling of the ground floor into two apartments, making the dwelling into a three-family. unit. The Board also requested that upon motion of the Council the drawings attached to the petition. for re-zoning filed by Yr. Weeks be returned to him. Councilman Branscheid moved the recommendation of the City Planning Board be adopted and that the drawings above referred to be returned to their owner. The motion was seconded by Councilman Maurer and unanimously carried. 8. At this time, Mr. P. F. Duclos, representing the Apartment House Association of Alameda County, addressed the Council to register a protest in general against low-cost housing in Alameda. ORDINANCES FOR IBTRODUCTION: 9. Councilman Howe introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance of the City of Alameda Relating to Restricted. Lighting." 10. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Reclassifying Property by Adding Section 19 to Ordinance No. 725, New Series." N-Er BUSINESS: J 11. From the City Attorney, requesting permission to take his annual two weeks' vacation beginning October 26, 1942. Councilman Branscheid moved the request of the City Attorney be granted. The motion was seconded by Councilman Howe and unanimously carried. RESOLUTIONS: 12. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2800 Creating Position of Junior Typist-Clerk in the Office of Civilian Defense of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor de- clared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2801 Creating Position of Traffic Sergeant in the Police Department of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2802 Disapproving the Closing of the United States Employment Office in Alameda." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. V 15. At this time, Councilman Maurer addressed the Council, stating that as the City had recently lost a valuable member of its personnel in Chief of Police Vern Smith, he wished to offer a resolution of condolence to his family and appreciation of his past record as Chief of Police and that when this meeting,' adjourn, it does so in memory and commemoration of former Chief Vern Smith and he would so move. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. ORDINANCES FOR PASSAGE: 16. "Ordinance No. 811, Hew Series An Ordinance Leasing Certain Portions of Lincoln Park, a Portion of the City of Alameda Nursery, a Portion of Club House Roof at Alameda Municipal Golf Coarse and a Portion of the Alameda Mole to the United States of America." Councilman Maurer moved the ordinance be adopted as read. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Council- men ,rahscheid, Lowe, Jones, —aurer and President Godfrey, (5) . Noes: None. Absent: Lone. 17. "Ordinance No. 812 New Series An Ordinance Amending The Alameda Municipal Code by Adding Subdivisions. (8) and (9) to Section 17-333 Thereof." Councilman Howe moved the ordinance be adopted as read. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen 3ranscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. 18. "Ordinance NO. 313, New Series An Ordinance Amending The Alameda Municipal Code by Adding Subdivision (25) to Section 17-341 Thereof." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Eranscheid and on roll call carried by the following vote. Ayes: Council- men Branscheid, Howe, Jones, Maurer and President Godfrey, 5) . Noes: None. Absent: None. FILING: 1 • Financial Statement - Goodell, Byers & Henry - City of Alameda, as of September 30, 1942. BILLS: 20. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4,982.71; Civilian Defense Department; $2,636.39; Police Department, $790.64; Civil Service Department, $10.36; Pound Department, 44.94; Fire Department, $285.75; Street Department, $1,723.48; Health Department, $309.64; Recreation Department, $153.70; Park Department, $1,001.76; Golf Coarse Department 01,080.81; Store Department, $149.91; Social Service Department, $113.94; Initiative Relief Fund, '45.00; Street Improvement 'Fund, ,540.86; Gas Tax No. 2 Fund, $8,124.18. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on October 20, 1942, and pre- sented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. 21. At this time, Councilman Jones spoke regardin transportation difficulties in the City and stated he would like to be assured by some means that the City of Alameda is getting its full and proper share of transportation facilities. He suggested that possibly a survey should be conducted by the City in this regard in order to ascertain the true facts. There is a question in his mind that all the trouble we are now ex- seriencing is due wholely to the war effort. Councilman. Jones stated he did not believe other localities in the East Bay area were experiencing like difficulties. The City Manager stated he believed the condition in this City is unavoidable at this time and that some neighboring localities will soon be entirely without bus transporta- tion. Mayor Godfrey stated he believed the City Manager will continue to look out for the interest of the City of Alameda in this regard. AD J OURIIMENT : 22. Counoilman Maurer moved the Council adjourn in respect to the memory of former Chief of Police Vern Smith., and that it assemble in regular session on Wednesday evening, November 4, 1942.
