1938-05-24 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 24th . . . . . . . . . . . . 1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Presi- dent Weichhart, (5), were noted present. Absent: None. 1. Councilman Morris moved that the regular order of business be suspended, and the Council proceed with order of business beginning with "Ordinances for Introduction", seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES FOR INTRODUCTION: 2. Councilman Morris introduced. "Ordinance No. New Series Accepting Certain Conveyances to the City of Alameda" and the ordinance was laid over under provision of the Charter. RESOLUTIONS: 3, Councilman Maurer introduced and moved the adoption of "Resolution No. 2249 Transferring Funds", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 4. Councilman Carrington introduced and moved the adoption of "Resolution No. 2250 Resolution of Acceptance and Consent to Recordation", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Cariington, Godi'rey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None, 5. Councilman Morris introduced and moved the adoption of "Resolution No. 2251 Resolution of Acceptance and. Consent to Recordation", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None, Absent: None. 6. Councilman Maurer moved that the reading of the following resolutions be suspended, and that they be read by title only, seconded by Councilman Morris and unanimously carried. 7. Councilman Carrington introduced and moved the adoption of "Resolution No. 2252 Resolution of Acceptance and Consent to Recordation", Councilman Godfrey seconded the motion, and on roll call carried by-the following vote: Ayes: Councilmen Carrim-ton, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 8. Councilman Morris introduced and moved the adoption of "Resolution No. 2253 Resolution of Acceptance and Consent to Recordation", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).Noes: None. Councilman Maurer introduced and moved the adoption of "Resolution No. 2254 Resolution of Acceptance and Consent to Recordation:, Councilman Godfrey seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart,(5). Noes: None. Absent: None, 10. Councilman Carrington introduced and moved the adoption of "Resolution No. 2255 Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ■/11. A report was presented from the City Manager and the Superintendent of Schools, recommending that the elementary school program and the City recreation program be combined under one head and that each department share equally the salary of the director, the plan to be effective July ist,1938. Councilman Maurer moved that the recommendation of the City Manager and the Superintendent of Schools be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Councilman Morris introduced and moved the adoption of "Resolution No. 2256 Fixing Salary of Superintendent of Recreation", Councilman Godfrey seconded the motion and on roll call carried by tie following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart,(5). Noes: None. Absent: None. ORDINANCES PASSED: 12, BOrdinance No. . New Series Authorizing the Appropriation and expenditure of Public Moneys for Advertising Purposes", Councilman Carrington moved that the ordinance as read be adopted, seconded by Council- man Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 13. Councilman Morris moved that the reading of "Ordinance No. . New Series An Ordinance Establishing and Regulating the Civil Service System of the City of Alameda", be dispensed with, seconded by Councilman Maurer and unanimously carried. The City Manager reported that the Civil Service Board had held a meeting with representatives of employees and all groups who were interested in the passage of the ordinance, and the City Attorney reported on the changes that have been made since the first draft of the ordinance was presented by the Civil Service Board. John Y. O'Dea, member of the Public Utilities Board, requested the exemption of the Secretary and the General Manager of the Board from the provisions of the ordinance. Councilman Carrington moved that the ordinance be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 14. "Ordinance No, New Series Reclassifying Property, (Property Known as 1520 Santa Clara Avenue)", Councilman Maurer moved that the ordinance as read be adopted,seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 15. "Ordinance No. New Series Reclassifying Property (Property Known as 1819 Central Avenue)", Councilman Carrington moved that the ordinance as read be a dopted, seconded by Council- man Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 16. Councilman Maurer moved that the Council revert back to "Opening of Bids", second- edby Councilman Carrington and unanimously carried. OPENING OF BIDS: The following bids for the improvement of Broadway in the 0ity of Alameda from the northerly line of Otis Drive to the southerly line of Encinal Avenue were opened: 17. Noes: None. Absent: None. 23. Councilman Maurer moved that the Council proceed with the order of business under "Written Communications", seconded by Councilman Carrington and unanimously carried. WRITTEN COMMUNICATIONS: /24. A communication, was presented by Dr. Alice B. Burke, member of the Board of Educa- tion, requesting a leave of absence from June 21st to August 10th, 1938. Councilman Maurer moved that the leave of absence be granted,seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Consulting Engineer, /25. A report was presented from Lester S. Ready,/on Major Appliance Merchandising Program of the Bureau of Electricity. Councilman Morris proceeded to question Mr. Ready on various items of the report and persons in the audience also asked questions, all of which were answered by the Engineer. Councilman Godfrey moved that the report be referred to the Committee of the Whole, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 26. Resolution No. 22649 - Board of Supervisors. 27. Resolution No. 28820 - Board of Supervisors. 28. Resolution No. 32381 - Board, of Supervisors. BILL: 29. A claim against the City of Alameda and the General Department therafin the sum of $447.68 was presented to the City Council. Councilman Maurer moved, seconded by Councilman Godfrey, that the claim presented to the Council at this meeting be allowed and paid. on roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None, 30. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday evening, June 7th, 1938, at 8 o'clock P.M.
