1938-07-19 Regular CC MinutesREGULAR MEETING OF TEE COUNCIL OF TBE CITY OF ALAMEDA HELD. TUESDAY EVENING, JULY 19th, 1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Maurer, Morris and President Weich- hart, (4), were noted present. Absent: Councilman Godfrey, (1). MINUTES: 1. The minutes of the - regular meeting of July 5th, 1938, were approved as transcribed. EN COMMUNICATIONS: v2. A communication was presented from T. Bowen, requesting permission to construct a fence seven feet high on property belonging to him at the extreme end of Encinal Avenue, east. The City Manager informed the Council that he had examined the location and recommended that a revocable permit be granted. Councilman Carrington moved that the recommendation of the City Manager be adopted and the motion was seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). ;i3. From Pacific Coast Association of Fire Chiefs, requesting that the Council grant permission to the Chief of the Alameda Fire Department to attend the 45th Annual Conference of Pacific Coast Fire Chiefs, to be held in Salt Lake City September 19 to 22 inclusive. Councilman Morris moved that the Fire Chief be granted permission to attend the conference and authorized to incur the expenses of the trip not to exceed $100.00, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington Maurer, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). v4. From the City of Albany enclosing copy of resolution passed by the Albany City Council requesting the City of Oakland to extend invitation to League of California Municipalities to hold 1939 convention in Oakland area. The communication was ordered filed. w'5. From Frank A. Gottstein, calling attention to the g poor condition of Lincoln Avenue in the area which the Southern Pacific Company is required to keep in repair under its franchise. The City Manager reported that he had frequently contacted representa- tives of the Railroad Company concerning this condition and that the company had, within the last few days, put a considerable force of men to work repairing the road- bed, that he would watch the progress of the work and continue to contact the Rail- road Company frequently to insure its progress. The communication was ordered filed. 16. From the Alameda Dahlia Society, requesting an appropriation of $250.00 to assist in advertising and conducting its annual show, to be held in this City on August 20th and 21st. Councilman Maurer moved that an appropriation of $250.00 be granted, second- ed by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). From G. C. P. Archibald of Oakland, requesting a gratuitous license to sell floor coverings on the ground that he is an honorably discharged disabled veteran. The petition was referred to the City Manager. REPORTS OF COMMITTEES: 8. From the Auditor and Assessor, submitting the assessment figures of the City of Alameda for the year 1938, and notifying the Council there was a gain in the assessment roll over last year of $467,075.00. The communication was ordered filed. /9. From the City Attorney, submitting a report on the status of the telephone franchises in the City of Alameda. The communication was ordered filed. 10. From the City Manager, informing the Council he had filed with the City Clerk speci- fications for supplying gasoline to the City for the fiscal year ending June 30,1939, recommended that the specifications be adopted and :requesting the City Clerk be author - ized to advertise for bids. Councilman Morris moved that the Council approve the recommendation of the City Manager, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes.: Councilmen Carrington, Maurer and President Welch- hart,(4). Noes: None.,Absent :,Councilman Godfrey,(1). /11. From the City Manager, notifying the Council that he had filed with the City Clerk specifications for supplying Portland cement for the fiscal year ending June 30,1939, and recommending that the specifications be adopted and that the City Clerk be authorized to advertise for bids, Councilman Maurer moved that the Council approve the r ecomnendaticis of the City Manager, seconded by Councilman Carrington, and on roll call carried by the following voter Ayes: Councilmen Carrington,Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). /12. From the City Manager submitting a summary of activities of the City for the month of June 1938. The report was ordered filed. ,'13. From Paul S. Neumann, member of Public Utilities Board, requesting a leave of absence from the State of California for a period of six weeks commencing within ten days from the date of the request. Councilman Morris moved that the request be granted, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). UNFINISHED BUSINESS: v14. Councilman Morris addressed the Council in reference to the communication sent by the Council to the Public Utilities Board recommending that the Board's general merchandising plan be discontinued as the report from Lester S. Ready indicated the activity was unprofitable, and requested information from the City Manager as to why the Council's recommendation had not been acknowledged and whether the Board intended to have made a survey on its own account, with an engineer other than Mr. Ready. He was informed by the City Manager that such a survey had been discussed, but that no action had as yet been taken by the Board. /15. Councilman Morris said he believed that the Board should begin to create a fund which nght be used for needed arterial lighting. RESOLUTIONS: 16. Councilman Maurer introduced and moved the adoption of "Resolution No. 2274, Approving and Ratifying Contract with Jordan & Ticoulet ", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 17. Councilman Morris introduced and moved the adoption of "Resolution No. 2275 Adopting Specifications for Purchasing First Grade Premium and Ethyl Gasoline for the City of Alameda and Directing the City Clerk to Advertise for Bids", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 18. Councilman Carrington introduced and moved the adoption of "Reso3ution No. 2276 Adopting Specifications for Purchasing Portland Cement for the City of Alameda and Directing City Clerk to Advertise", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). ORDINANCE PASSED i9. "Ordinance No. New Series Consenting to the Establishment of Portion of High Street as Part of the System of Highways of Alameda County ", Councilman Morris moved that the ordinance as read be adopted, seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). FILING: 20. Financial Statement - Jordan & Ticoulet, as of June 30,1938. BILLS: 21. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $3123.92; Police Department $215.74; Pound Department, $1.58; Fire Department, 382,26; Street Department, $102.32; Health Department, $193.39; Golf Course Department, 635.79; Recreation Department, 165.07; Park Department, $702.14; Store Department, 236.18; Social Service Department; $86.17; Initiative Relief Fund, $116.00; Street Improvement Fund, $101.49. Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on July 19th, 1938, and presented to the Council at this meeting, be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). 22. Mrs. Epstein addressed the Council and asked what action had been taken on a petition requesting the Council to pass an ordinance regulating the vocational school, which had been submtted to the Council at its meeting of June 21, which was referred to the Committee of thA Whole at that meeting.
