1938-09-20 Regular CC MinutesREGULAR. MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, SEPTEMBER 20th . . . . 1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. MINUTES: The minutes of the regular meeting of September 6, 1938, were approved as transcribed. 1. Councilman Maurer then moved that when the meeting adjourns it do so in respect to the memory of Paul Neumann, President of the Public Utilities Board, seconded by Council- man Carrington and unanimously carried by a rising vote of the Council. Mayor Weichhart then requested all present to rise and briefly eulogized Mr. Neumann. WRITTEN COMMUNICATIONS: j2. A communication was presented from I. S. Shattuck, accepting the invitation of the Council to meet with the Committee of the Whole following the regular meeting of Tuesday, September 20, 1938, in order to discuss the new zoning plan and ordinance for the City of Alameda. The communication was referred to the Committee of the Whole. v5, From the Alameda Dahlia Society,expressing its thanks to the Council for a donation of $250.00 to help defray the expenses of the recent dahlia show. The communication was ordered filed. From the Committee appointed by the Mayor to investigate the need and possible location of a municipal yacht harbor. The communication was referred to the Committee of the Whole. ORAL COMMUNICATIONS: ,46. The City Manager reported on the communication of the Disabled American Veterans of the World War, requesting permission to install pipe receptacles in the sidewalks in, the business districts, which communication was received at the regular meeting of the Council on September 6,1938, and referred to the City Manager. He reported that many installations of this sort were already in place and recommended that the Veterans be authorized to install additional ones. Councilman Godfrey moved that the recommendation of the City Manager be approved, seconded by Councilman Carrington and unanimously carried. HEARINGS: /6. In the matter of abatement proceedings at 1530 Lincoln Avenue and 1732 Buena Vista Avenue, Councilman Morris suggested that the hearing be continued until the next regular meeting of the Council and it was so ordered. REPORTS OF COMMITTEES: ,A7• The City Manager presented a summary of City activities for the month of August 8, which was ordered filed. 8. From the City Planning Board, recommending the reclassification of property known as 1834 San Jose Avenue., from Residential District, Class I, to Residential District, Class 1,3/4, for the purpose of remodeling into apartments. Councilman Maurer moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. "9. From the City Planning Board, recommending that the petition of Mrs. Effie Johnson for a temporary revocable permit to operate a rest home at 891 Union Street be denied and the temporary revocable permit be not granted. After the Clerk had read a communi- cation from Mrs.. H. F. Cartee, Councilman Maurer moved that the recommendation of the Planning Board be adopted and the permit be denied, seconded by Councilman Godfrey. After the Council had been addressed by the legal representative of Mrs. Johnson and Mr. A. C. Keane, representing the property owners opposing the petition, the motion was carried on roll call by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: Councilman Morris, (1). Absent: None. ORDINANCES INTRODUCED: 10. Councilman Carrington introduced "Ordinance NO. New Series Authorizing the Acquisition of Certain Lands", which was then laid over under provision of the law and the Charter. RESOLUTIONS: 11, Councilman Carrington introduced and moved the adoption of "Resolution No. 2287 Adopting Specifications for Furnishing Vitrified Ironstone Sewer Pipe to the City of Alameda, Calling for Bids and. Directing the City Clerk to Advertise +Inc. Q,.mr. Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen _Carrington., Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 12. Councilman Maurer introduced and moved the adoption of "Resolution No. 2288 Establishing Certain Positions of Employment in the City of Alameda and Fixing the Salaries and Rates of Compensation for Such Positions and for All Charter Offices and Positions under the Jurisdiction of Said City", Councilman Carrington seconded the motion, and on roll call carried by the following vote; Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES PASSED: 13. "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1834 San Jose Avenue)", Councilman Maurer moved that the ordinance be adopted, seconded by Councilman Carring- ton, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 14. "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Situated on the West Side of Broadway 150 Feet South of San Jose Avenue)", Councilman Carrington moved that the ordinance be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None. 15. "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1535 Everett Street)", Councilman Maurer moved that the ordinance be adopted, seconded by Councilman Carrington and on roll call carried by the .following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and fresident Weichhart, (5). Noes: None. Absent: None. 16. "Ordinance No. IMMII■•■■ New Series RECLASSIFYING PROPERTY (Property Known as 1244 Broadway, Councilman Carrington moved that the ordinance be adopted, seconded by Councilman Maurer, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 17. Financial Statement, Jordan & Ticoulet, as of August 31, 1938. 18. Specifications for Furnishing Sewer Pipe to the City for the Fiscal Year 1938-1939. BILLS: 19. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General - Departments, $2938.77; Civil Service Department, $45.00; Police Department, $231.10; Pound Department, $1.08; Fire Department, $179.92; Street Department, $768.65; Health Department, $183.32; Recreation Department, $52.84; Park Department, §755.34; Golf Course Department, $1303.19; Store Department, $219.59; Social Service Department, $126.74; Initiative Relief Fund, $64.00 and Street Improvement Fund, $1002.55. Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills against the City in the amounts as listed and itemized in the list of claims filed with the City Clerk on September 20,1938, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 20.
