1939-01-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JANUARY 3rd, . . . . . 1939 • The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Presi- dent Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of December 20, 1938, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. From C, Cackett of Oakland, making application for a gratuitous license to sell insecticide on the grounds he is a disabled veteran. The communication was referred to the City Manager. ORAL COLTMTICATIONS: . Mr. Frank Gottstein addressed the Council in reference to traffic conditions on Webster Street and in the Posey Tube. Councilman Morris recommended that some steps be taken to restrict the operation of slow speed trucks through the Posey Tube. The City Manager promised to make a survey of the operation of trucks in the Tube and report back to the Council. /4. Mr. David Graves and Mr. Crutcher, representing the Alameda High School Dads' Club, expressed thanks in behalf of that organization for the cooperation of the Council and City officials in making a success of the recent dance given under the auspices of the Dads' Club, OPENING OF BIDS: /5. The following bids were received for one standard two door coupe for the use of the Health Department: Chaplin Motor Sales Co. 1032.15 Accompanied by certified check in amount of $105.00 Dietz Motor Company 705.55 Accompanied by certified check in amount of 71.00 Henry & Bischoff 960.00 Accompanied by certified check in amount of $ 96.00 Wetmore Chevrolet Co. 695.97 Accompanied by certified check in amount of $ 70.00 The bids were referred to the City Manager who, after consideration, recommended that the contract be awarded to the Wetmore Chevrolet Co., the low bidder. Councilman Godfrey moved that the recommendation of the City Manager be adopted and the contract awarded to the Wetmore Chevrolet Co., at a total price of $695.97, and that the certified checks be returned to the unsuccessful bidders, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. REPORTS OF COYMITTEES: (6. From the City Manager, recommending that the contract be awarded to the Wetmore Chevrolet Co. for a LI Ton Dump Truck, bids for which were opened at the Council meeting of December 20, 1938. Councilman Maurer moved that the recommendation of the City Manager be adopted and that the contract for one dump truck be awarded to the Wetmore Chevrolet Co., on their bid of $1098.50 and that checks be returned to the unsuccessful bidders, seconded by Councilman Norris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 7. From the City Manager, recommending that Lieutenant A. P. Olsson be assigned to attend the first Pacific Coast Traffic Officers' Training School to be held at the University of California January 9 to 21, 1939, inclusive, at a tuition cost of $20.00. Councilman Morris moved that the recommendation of the City Manager be adopted aid the authorization granted at a tuition cost not to exceed $20.00, seconded by Councilman Carrinton and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. v8. From Jordan & Ticoulet, informing the Council that, in accordance with the Charter, an examination had been made of the records and accounts of the Bureau of Electricity for the month of November 1938; t'a.t a detailed audit of the cash receipts and expen- ditures had been made and the balance verified and reconciled with the accounts of the City Treasurer, and that the books had been kept in accordance with the regulations of the California Railroad Commission. The communication was ordered filed. /9. From the City Planning Board, recommending that an ordinance be passed restricting the width of entrances to service stations. The communication was referred to the Committee of the Whole. /' 10. From the City Planning Board, recommending the reclassification of property situated on the west side of Grand Street between Santa Clara Avenue and Lincoln Avenue, from Residential District, Class I, to Residential District, Class Councilman Morris moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 11. From the City Planning Board, recommending the reclassification of property situated on the northeast corner of Paru Street and Alameda Avenue, from Residential District, Class I, to Residential District, Class II, to permit remodeling into apartments. Councilman Maurer moved that the recommendation be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ' 12. From the City Planning Board, recommending the approval of a tentative map of sub- division of portions of Teutonia Park and Homestead Association and Encinal Park Tract, accompanied by copy of the tentative map. Councilman Maurer moved that the recommendation of the City Planning Board be adopted and the tentative map be approved, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES INTRODUCED: 13. Councilman Godfrey introduced the following ordinances: "Ordinance No. New Series RECLASSIFYING PROPERTY (Property on the Northeast Corner of Paru Street and Alameda Avenue)". "Ordinance No. New Series RECLASSIFYING PROPERTY (West Line of Grand Street, 140 Feet from Santa Clara Avenue)". UINISHED BUSINESS: 14. Councilman Morris read a letter he had received from the City Manager in reference to the painting of traffic lines. The City Manager reported on contemplated improve- ments in traffic regulations. /15. Councilman Morris requested the City Attorney to draft a resolution to be presented to the Board of Supervisors requesting that more signals be installed in the Posey Tube to warn motorists in the operation of their headlights. 116. Councilman Carrington asked information of the Mayor as to sewerage regulations and the Mayor reported that efforts were being continued to bring about a correction of the present conditions. /17. Councilman Godfrey addressed the Council in reference to the repairs to street crossings over the Southern Pacific Company's tracks. RESOLUTIONS: /18. Councilman Maurer introduced and moved the adoption of "Resolution No. 2318 Establishing Position of Personnel Technician and Fixing the Salary Thereof," Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. Councilman Maurer moved that the position of Personnel Technician be exempted from Civil Servicr requirements, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 19. Affidavit of City Manager and Chief of Police re moneys of Police Secret Fund. 20. Auditor's Balance Sheet, as of December 31st,1938. BILLS: 21. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, 07234.42; Civil Service Department, $4557; Police Department, $410.18; Fire Department, 099.40; Street Department, 383.85; Health Department, $88.72; Recreation Department, 0305.70; Park Department, 3435.13; Golf Course Department, 498.90; Store Department, $30.59, Social Service Department, 4189.82; Initiative Relief Fund, $62.00. Street Improvement Fund, 142.16; East Bay Municipal Utility District Payments Fund, 2500.88; Gas Tax Fund #1, ,16.03. Councilman Godfrey moved, seconded by Councilman Carrington, that the claims and bills against the City in the anounts as listed and itemized in the List of Claims filed with the City Clerk on January 3, 1939, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the followin vote: Ayes: Council- men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 22.
