HELD TUESDAY EVENING, FEBRUARY 21, 1939
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Godfrey, Maurer, Morris and President Weich-
hart, (4), were noted present. Absent: Councilman Carrington,(1).
The minutes of the regular meeting of February 7, 1939, and the minutes of the
adjourned regular meeting of February 14, 1939, were approved as transcribed.
WRITTEN COMMUNICATIONS:
1. From Mrs. A. G. Otero, with thirteen other signatures attached, requesting that
steps be taken to secure bus service in the eastern portion of the City. After the
City Manager had reported that he had already begun an investigation of the possibil-
ity of such service, the communication was ordered filed.
From East Bay Division of League of California Municipalities, again calling
attention to a meeting to be held in San Leandro on Friday evening, February 24,1939.
The communication was ordered filed.
3. From Mrs. Wilhemina C. Griffen, recommending that steps be taken to arrange for
transfer service from the Key System busses to the trains in Oakland of that system,
crossing the Bay Bridge. The City Manager reported that he has already commenced
negotiations for expanding the bus service if possible, and the communication was
ordered filed.
4. From the League of California Municipalities, in reference to the League dues for
the year 1939. The communication was referred to the Committee of the Whole.
/5. From Burnett Hamilton, as the City's representative on the Board of Trustees of
the Alameda County Mosquito Abatement District, enclosing report of the District's
activities during the year 1938. The communication was ordered filed.

v b. From the North Side Protective Club, requesting permission to use the Council
Chambers for a special meeting on Wednesday, March 8, 1939, at 8 o'clock P.M., to
which council candidates will be invited to appear and address the members and the
public. Councilman Maurer moved that permission be granted, seconded by Councilman
Morris and on roll call carried by the following vote: Ayes: Councilmen Godfrey,
Maurer Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carring-
ton,(1).
,7. From Frank T. Correia, V. Sands, H. F. Latter and P. J. Bowee, requesting that
certain lots in Block "Z" in the Fernside Tract be rezoned on the Council's own
motion from Business District, Class III, to Residential District, Class 11-. Council-
man Maurer moved that the applicants be instructed to take the proceedings provided
for in the zone ordinance, in order to bring the matter before the Planning Board,
seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes ;
Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington,(1).
ORAL COMMUNICATIONS:
8. Frank Gottstein addressed the Council in reference to transportation, and requested
that an estimate be obtained of the cost of a municipally operated ferry service. The
City Manager reported that he had some estimates of the cost and would check them with
the records of the Railroad Commission and furnish an estimate to the Council as soon as
possible.
HEARINGS:
4. Abatement proceedings against building in the rear of 1530 Lincoln Avenue. After
the Building Inspector and the Chief of Police had testified, and Mr. Ferretti had
addressed the Council on the condition of the building in question, the matter was
referred to "Resolutions".
REPORTS OF COMMITTEES:
AO. From the Public Utilities Board, requesting that Commissioner Charles M. Romano-
witz be granted permission to absent himself from the State of California for a period
of not over six weeks. Councilman Godfrey moved that the request be granted, and
Commissioner Charles M. Romanowitz be permitted to absent himself from the State for
a period of not over six weeks, commencing March 5, 1939, seconded by Councilman
Maurer and on roll cal carried by the following vote: Ayes: Councilmen Godfrey, Maurer,
Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington,(1).
v11. From the City Manager, submitting summary of activities ofthe City of Alameda
for the months of December 1938 and January 1939. The reports were ordered filed.
/12. From the Mayor, the City Manager and the Auditor, reporting that a count had been
made of tie money and securities in the City Treasury oh February 16 1939 and it was
found there was under the control of the City Treasurer the sum of $447,984.86, which
amount agreed with the records of the City Auditor. The communication was ordered
filed.
13. From the City Manager, accompanied by a certificate of acceptance from the City
Engineer for the construction of streets, curbs, gutters, sewers and sidewalks on Cambridge
Drive, Marina Drive and Windsor Drive in Tract 526, the work having been completed accord-
ing to terms agreed upon between the City of Alameda and George and Martha Windsor, Council-
man Godfrey moved that the report of the City Engineer be adopted and that the work be
accepted, seconded by Councilman Morris and on roll call carried by the following vote:
Ayes: Councilmen Godfrey Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington, (1).
RESOLUTIONS:
14. Councilman Morris addressed the Council in reference to the proposed legislative bill
for the extension of closing time of establishments dispensing alcoholic beverages, follow-
ing which he introduced and moved the adoption of
"Resolution No. 2334
Opposing Extension of Closing Time of Establishments Dispensing
Alcoholic Beverages",
Councilman Godfrey seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Godfrey Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington, (1).
15. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2335
Declaring Building Situated at the Rear of Dwelling Known as No.
1530 Lincoln Avenue, Alameda, California, to be a Public Nuisance",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington,(1).

16. Report on Bureau of Electricity, Jordan & Ticoulet, as of Fecember 1938.

17. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: GerBral De-

Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on February 21, 1939, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes:.

18. There being no further business to transact, the Council adjourned to meet in regular
session on Tuesday evening, March 7, 1939, at 8 o'clock P.M.
