1939-06-29 Regular CC MinutesADJOURNED REGULAR_ MEETING_ OF THE COUNCIL OF THE CITY OF HELD THURSDAY AFTERNOONi JUNE 29, MEDA 1939 The meeting convened at 5:01 o'clock P.M. with President Weichhart presiding. The roll was called and Councilmen Carrington, Maurer, Morris and President Weichhart, (4), were noted present. Absent: Councilman Godfrey. (1). WRITTEN COMMUNICATIONS: "1. From George B. Middleton & Co., Accountants and Auditors, Alameda, California, submitting proposal for investigating the transactions and auditing accounts of the City of Alameda 'for the fiscal year 1939 -1940. There being no objections, the communication was referred to the Committee of the Whole. REPORTS OF COMMITTEES: 2. From Thomas M. Lane, Chief of the Fire Department, requesting an appropriation of $50.00 as Alameda's share of the expense of a scenic tour to entertain the wives of the fire chiefs who attend the International and Pacific Coast Fire Chiefs? Associations Convention, which will be held in San Francisco from September 18 to 23, 1939, inclusive. There being no objections, this matter was referred to the Committee of the Whole. 3. From Vern Smith, Chief of Police, submitting report of stolen, lost and unclaimed property now in the possession of the Police Department, and which will within the next thirty (30) days be turned over to the Treasurer of the City of .Alameda, in accordance with the law. There being no objections, the report was ordered filed. /4. From the City Manager recommending that Inspector Lloyd Wendland, of the Alameda Police Department, be sent to Washington, D.C., to attend the Federal Bureau of Investigation School and that he be allowed his actual traveling and living expenses - no tuition fees being involved. Councilman Carrington moved that the City Manager's recommendation be adopted and that the amount allowed for transportation and living expenses during the term of schooling - namely, July 10 to September 30, 1939 - not exceed 4700.00. The motion was seconded by Councilman Maurer, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Welch- hart, (4). Noes: None. Absent: Councilman Godfrey. (1) From Mayor Weichhart nominating Mr. Winthrope J. Branscheid as a member of the Public Utilities Board for a term commencing July 1, 1939, and expiring June 30, 1943. The matter was referred to "Resolutions ". RESOLUTIONS: 6. Councilman Carrington introduced and moved the adoption of "Resolution No. 2380 Transferring $10,345.13 From the Alcoholic Beverage Control Fund to the General Fund." The motion was seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) 8. Councilman Maurer introduced and moved the adoption of "Resolution No. 2381 Transferring 421,089.19 089.19 From the In Lieu Tax Fund to the General Fund of the City." The motion was seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) 9. Councilman Maurer introduced and moved the adoption of Council filed: "Resolution No. 2382 Fixing Salary of Deputy Auditor and Senior Account Clerk." n Morris presented and read the following statement and requested that it be "At this time I wish to make it a part of the record that I urge no action be taken towards filling the position designated as Senior Account Clerk - until a thorough trial has first bee ix had under operations by whoever is appointed to the position of Deputy Auditor. "In this specific instance, assuming Mr. Clark succeeds to the position being vacated by Mr. Clintsman, if Mr. Clark's old position were abolished no one would be thrown out of a job and the taxpayers would be saved a considerable sum of money. "And incidently, saving money for the taxpayers, who on the average have only a fraction of the incomes formerly received, is my idea of what should be our No. 1 objective." Absent: Councilman Godfrey.(1) 10. Councilman Morris introduced and moved the adoption of "Resolution No. 2383 Appointing Member of Public Utilities Board." The motion was seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) 11. Councilman Maurer introduced and moved the adoption of "Resolution No. 2384 Authorizing the Making of Certain Work and Improvements Without Contract." The motion was seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) 12. Councilman Maurer introduced and moved the adoption of "Resolution No. 2385 Adopting Specifications for Furnishing Street Lighting Standards to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion was seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President.Weichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) 13. Councilman Carrington introduced and moved the adoption of "Resolution No. 2386 Calling for Bids for Legal Advertising for the City of Alameda for the Fiscal Year 1939-1940." The motion was seconded by Councilman Maurer and on roll call carried by the following vote: Ayes*: Councilmen Carrington, Maurer, Morris and President eichhart, (4). Noes: None. Absent: Councilman Godfrey. (1) FILING: 14. The following papers were presented for filing: Affidavit of Publication - Delinquent Tax List - City of Alameda. Report of Goodell & Ticoulet - Bureau of Electricity - Month of May, 1939. Specifications - Street Lighting Standards - as per Specifications MS-7-3910. BILLS: 15. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, 0239.86; Civil Service Department, 049.27; Police Department, $291.04; Pound Department, 21.49; Fire Department, $993.40; Health Department, 0138.19; Store Department, 60.02; and East Bay Municipal Utility District Payments Fund, $2,503.12, Councilman Maurer moved, seconded by Councilman Morris, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on June 29, 1939, and presented to the Council at this meeting, be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey.(1) 16.
