1939-07-05 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY EVENING, JULY 5th 1939 The meeting convened at 8:00 o'clock P.M. with President Weichhart presiding. The roll was called and. Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of June 20, 1939, and of the adjourned regular meeting of June 29, 1939, were approved as transcribed. 2. Councilman Morris moved that the regular order of business be suspended, seconded by Councilman Carrington and unanimously carried. NEW BUSINESS: 3. Councilman Godfrey suggested the time for opening of bids be set at an earlier hour on the agenda than has been set in the past, namely, 8:15 o'clock P.M., as this time frequently necessitates changing of the regular order of business. The City Attorney explained that change of time for opening bids can be taken care of when advertising for bids, and suggested the hour of 8:05 o'clock P.M. RESOLUTIONS: 4. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2387 AUTHORIZING CERTAIN WORK AND ILTROVEMENTS WITHOUT CONTRACT ON PARU STREET SEWER." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5 Noes: None. Absent: None, 5. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2388 PROVIDING FOR THE AMOUNT PER DIEM FOR OFFICERS AND EMPLOYEES OF THE CITY OF ALAMEDA FOR TRAVELING EXPENSES." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 6. Councilman Maurer introduced and moved the adoption of "Resolution No. 2389 AUTHORIZING CERTAIN WORK AND IMPROVEMENTS WITHOUT CONTRACT ON SANTA CLARA AVENUE AND GRAND STREET." Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 7. Councilman Carrington introduced and moved the adoption of "Resolution No. 2390 TRANSFERRING $1,158.11 FROM THE RELIEF FUND TO THE GENERAL FUND." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 8. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2391 TRANSFERRING $1,000.00 ,FROM THE GENERAL FUND TO THE RELIEF FUND." • Councilman Carrington seconded the motion and on roll call -carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 9. Councilman Maurer introduced and moved the adoption of "Resolution No. 2392 AUTHORIZING EXECUTION AND FILING ON BEHALF OF THE CITY OF ALAMEDA OF A DISCLAIMER IN THE CASE OF "CARRIE L. MILLER, Plaintiff, vs. CITY OF ALAMEDA, a Municipal corporation, et al., Defendants", No. 153839 IN THE SUPERIOR COURT OF THE STATE OF CALIFORNIA IN AND FOR THE COUNTY OF ALAMEDA." Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. At this point Councilman Morris requested that the Council revert back momentarily to "New Business". There being no objection, Councilman Morris requested the City Clerk to bring to the attention of the City Manager the advisability of removing the Stop Sign on the north side of Fernside Boulevard at Pearl Street and, also, to investigate the need for the Stop Sign now on the south side of Fernside Boulevard on Pearl Street. 11. Councilman Carrington moved that the Council now return to the procedure of "Opening of Bids", seconded by Councilman Maurer and unanimously carried. OPENING OF BIDS: 2. A bid from the Alaneda Times-Star was presented and opened concerning legal advertising for the fiscal year 1939-1940, as follows: 1st insertion . $1.50 par square; 2nd insertion $1.00 per square; 3rd and subsequent insertions . . . 75¢ per square. There being no objections, the bid as referred to "Resolutions", and on motion of Councilman Morris, seconded by Councilman Carrington and unanimously carried, the Council continued under that heading. RESOLUTIONS (continued): 13. Councilman Morris introduced and moved the adoption of "Resolution No. 2393 AWARDING CONTRACT OR LEGAL. ADVERTISING TO TIMES- STAR PUBLISHING COMPANY FOR FISCAL YEAR 1939-1940." Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES PASSED: 14. "Ordinance No. 688 New Series RECLASSIFYING PROPERTY (Property Known as 2421 and 2425 Buena Vista Avenue)". Councilman Maurer moved that the ordinance as read be adopted, seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 15. The following papers were presented for filing: Affidavit of the City Manager and Chief of Police regarding expenditures of fiscal year 1938-1939 from Police Secret Fund. Affidavit of Publication - Notice to Bidders - for Legal Advertising for the fiscal year 1939-1940. Affidavit of Publication - Notice to Bidders - Street Lighting Standards. Auditor's Balance Sheet - as of June 30, 1939. Form of Contract between the City of Alameda and the Times-Star Publishing Company for Legal Advertising for fiscal year ending June 30, 1940. BILLS: 16. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $1,399.86; Street Department, $2,389.40; Health Department, $122.73; Recreation Department, $118.83; Park Department, $440.98; Golf Course Department, p173.11; Social Service Department, $228.76; Initiative Relief Fund, $60.00; and Street Improvement Fund, $111.00. Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills against the City in the amounts as listed ana itemized in the List of Claims filed with the City Clerk on July 5, 1939, and presented to the Council at this meeting, be allowed and paid. On roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
