1939-10-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, OCTOBER 12, 1939 The meeting convened at 8 :00 o'clock P. M. with President Weichhart presiding. ROLL CALL: The roll was called and Councilmen Godfrey, Maurer and President Weichhart, (3), were noted present. Absent: Councilmen Carrington and Morris, (2). MINUTES: 1. The minutes of the regular meeting of meeting of October 10, 1939, were approved At this point Councilman Morris arrived at REPORTS OF COMMITTEES: : 2. From the City Planning corner of Willow Street and Residential District, Class building. October 3, 1939 and the adjourned regular as transacribed . the meeting and was noted present. Board, recommending the reclassification of the southwest Santa Clara Avenue from Residential District, Class 1, to 2, for the purpose of constructing a professional office Councilman Maurer moved that the recommendation of the City Planning Board be adopted, seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). r - 3. From the City Planning Board, recommending the reclassification of property known as 1510 Benton Street from Residential District, Class 1, to Residential Dis- trict, Class 1.3/4, for the purpose of remodelling into apartments. Councilman Godfrey moved that the recommendation of the City Planning Board be adopted, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 4. From the City Manager, recommending that contract with the Taper Tube Pole Co. be accepted for furnishing seven street lighting standards on Lincoln Avenue, this work having been completed. Councilman Maurer moved the recommendation of the City Manager be adopted and contract of the Taper Tube Pole Co. be accepted, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (13. 5• From the City Clerk, requesting consent of the Council to be absent on vacation for a two weeks' period between this regular meeting and the next regular meeting of the Council to be held Wednesday evening, November 8, 1939. Councilman Maurer Moved that the request of the City Clerk be granted, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Council- man Carrington, (1). 6. Councilman Maurer moved that Mrs. t Shirley A. Tennier, employee of the City Clerk's Office, be appointed Acting City Clerk during the absence of the City Clerk on vacation, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). ORDINANCES INTRODUCED: 7. Councilman Maurer introduced the following ordinances, after which they were laid over under provision of law and the Charter. "Ordinance No. New Series RECLASSIFYING PROPERTY (Southwest Corner of Willow Street and Santa Clara Avenue)" "Ordinance No. New Series RECLASSIFYING PROPERTY own as 1510 Benton Street)" 8. ( UNFINISHED BUSINESS: 9. Councilman Morris inquired of the City Manager what had been done about the Posey Tube Traffic survey and Mr. Schwanenberg stated the survey will be made during the coming week. 10. Councilman Morris also inquired what progress had been made on plans for the pro- posed Tube paralleling the Posey Tube under the Estuary and how the construction of the East Shore Highway was progressing. There has been no definite news regarding the pro-- posed Tube and new rights -of -way have been purchased along the highway. ✓y 11. Mr. Gottstein addressed the Council regarding transportation in the Posey Tube. RESOLUTIONS: 12. Councilman Maurer introduced and moved the adoption of "Resolution No. 2424 Transferring Funds from Budget Account 70 -b to Budget account 178." Councilman Godfrey seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman'Carrington, (1) ORDINANCES PASSED: 13. "Ordinance No. 696 New Series RECLASSIFYING PROPERTY (Known as. 1019 Morton.Street)" Councilman Godfrey moved that the ordinance as read be adopted, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 14. "Ordinance No. 697 New Series Amending Subsection (6) of Section 17 -431 of the Alameda Municipal Code." Councilman' Maurer moved that the ordinance as read be adopted, seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). FILING: 15. Report of City Manager as of September, 1939. BILLS: 16. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4,666.67; Police Department, $275.20• Civil Service Depart- ment, 111.82; Pound Department, $34.9; Fire Department, $719.57; Street Depart- ment, 1,620.80; Health `Department, $166.7.4; Recreation Department, $142.07; Park Department, $667.94; Golf Course Department, $2,728.45; Store Department, $86.60; Social Service Department, $79.90; Initiative Relief Fund, $120.00; Street Improvement Fund, $393.93; School General Fund, $339.41 A motion was made by Councilman Maurer, seconded by Councilman Godfrey that the claims and bills against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on October 17, 1939, and presented to the Council at this meeting be allowed and paid. On roll call the motion carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 17.
