1939-11-21 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 21, 1939 The meeting convened at 8 :00 o â–ºclock P. M. with President Weichhart presiding. ROLL CALL: The roll was called and Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4), were noted present. Absent: Councilman Morris, (1). MINUTES: 1. The minutes of the regular meeting of November 8, 1939 were approved as transcribed. WRITTEN COMMUNICATIONS: 2. From the Alameda County Industrial Union Council with attached resolution regarding SRA projects and civil service. There being no objections, the communications were ordered filed. 3. At this point, Councilman Morris arrived at the meeting and was noted present. 4. From the Board of Supervisors of Alameda County notifying the Council that after the City Manager of the City of Alameda had discussed with it the question of traffic control through the Posey Tube, it was the conclusion of the Board that although the County is required to maintain the Tube, the regulation of traffic comes under the jurisdiction of the respective City Councils of the cities of Oakland and Alameda, and suggesting that ordinances be adopted by these cities which will govern Tube traffic. There being no objections, the communication was referred to the Committee of the Whole. OPENING OF BIDS: 5. Bids were presented and opened for furnishing one four -door sedan to the Street Department as follows: From F. H. Bids were presented and opened for furnishing five two -door sedans to the Police Department as follows: From F. H. REPORTS OF COMMITTEES: 7. From the City Attorney regarding cancellation of city taxes on real property owned by the Veterans' Welfare Board of the State of California and giving the opinion that general municipal taxes on real property owned by the Veterans' Welfare Board, which were levied before the Board acquired title and which remained unpaid, should be cancelled upon the application of the Board and the proper showing that the Board is the owner of the property in question. There being no objections, this communication was referred to the Committee of the Whole. UNFINISHED BUSINESS: 8. The matter was presented, ex Committee of the Whole, concerning the request by E. B. McMurray for a lease on or a temporary revocable permit to occupy a certain piece of property adjacent to the United States Naval Air Base for the purpose of operating a restaurant. The City Manager stated an investigation had been made in this regard and it is his opinion that it would be unwise for the City to lease any property near the Naval Air Base at this time and does not consider this proposed restaurant necessary as the Naval Authorities permit portable lunch wagons to enter the Naval Air Base property. The possible insanitary situation arising out of the operation of the restaurant, and the necessity of an eighty foot right of way running in front of the piece of property on which the restaurant is desired to be permitted to locate, were additional reasons why, in the City Manager's opinion, this request should be denied. Mr. McMurray then addressed the Council in his own behalf. Councilman Morris stated it is his belief that the reasons given by the City Manager against the granting of the request were sufficient to move the denial of the request and he would so move. The motion was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. NEW BUSINESS: 9. Councilman Morris suggested the City Manager make an investigation regarding the necessity and practicability of continuing the maintenance of the green lights at street intersections, believing that this matter had been considered before from time to time but to his knowledge no definite report had ever been submitted on the question. Coun- cilman Godfrey stated he also remembered the matter being brought up at various times but could not recall any report having been made and it was his opinion that there was some merit to requesting a survey of the situation. Mayor Weichhart then requested the City Manager to prepare this report. FILING: 10. Statement of Treasurer's Receipts and Budget 11. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $6,307.16; Police Department, 468.17; Civil Service Department, $3.08; Pound Department, $10.30; Fire Department, $357.25; Street Department, $705.21; Health Department, $152.12; Recreation Department, $32.81; Park Department, $678.08; Golf Course Department, $1,706.84; Store Department, $127.93; Social Service Depart- ment, $50.43; Initiative Relief Fund, $114.00; Street Improvement Fund, Gas Tax Fund No. 2, $534.13; East Bay Municipal Utility District Payment Fund, $2,498.41; Retirement Fund, $.25. On roll call the motion carried by the following Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, None. Absent: None. 14.
