The meeting convened at 9 o'0,1cck P.M. 'with 7a7esident Murray presiding.
The roll was called and Councilmen Bruzzone, Eschen and President Murray
were noted present. Absent: Councilmen Morris and Tiedenann (2)
The minutes of the regular meeting of July 17th, 1934, and the minutes of the
special meeting of July 25th, 1934 were read and approved.
WRITTEN COMMUNICATIONS:.
v/ 1.1' From the City Manager, in reference to the contract between the City of Alameda
and the Alameda Scavengers' Association, for the collection of garbage, recommending
that the City Council instruct the City Clerk to advertise for bids for the sale of
wet garbage, as permitted under the terms of the contract. On motion of Councilman
Eschen, seconded by Councilman Bruzzone and unanimously carried, the recommendation
was adopted and the City Clerk instructed to advertise for bids for the sale of wet
garbage.
/ 2./ From Ford E. Samuel, Acting Postmaster, requesting that an ordinance be adopted
making Federal Street a one-way street with the entrance from Park Street. On motion
of Councilman Eschen, seconded by Councilman Bruzzone and unanimously carried, the
City Attorney was requested to draft the ordinance,
3. From the East Bay Municipal Utility District, also requesting that Federal Street
be made a one-way street. The communication was ordered filed.
4./ From the Alameda Improvement Club, requesting that a flagpole be installed at
the armory at Washington 'Park, and that a flag be also provided. The Mayor announced
that the flagpole had been installed and the flag furnished. The communication was
ordered filed.

1/5. From the City Manager, accompanied by a report from the Jones Gas Process Corp-
oration, on the advisability and desirability of the City of Alameda operating a
gas distributing system as a municipal utility and recommending that, in view of the
necessity of raising 0950,000.00 for such a purpose, that no further action be taken
on the subject at the present time. On motion of Councilman Eschen, seconded by
Councilman Bruzzone and unanimously carried, the report was received and ordered
filed, and the recommendation of the City Manager adopted*
6.1 From the City Manager, supported by the recommendation of the Chief of the Fire
Department, recommending that the request of Arthur Krause, Jr., for permission to
install an underground storage tank of 125 gallons capacity for his private use be
granted. On motion of Councilman Bruzzone, seconded by Councilman Eschen and unani-
mously carried, the recommendation was accepted and a council permit for the instal-
lation granted.
V' 7./ From Mrs. Bianca Conti Royce, informing the Council that she is willing to sell
her house and lot adjoining Franklin Park for the sum of 0500.00. The communication
was ordered filed.
8,1 From Mrs. N. B. Meller, requesting permission to build steps from her property
at 1218 Eagle Avenue projecting onto the sidewalk. As such construction would be
on City property and the City would be liable for any personal injury sustained
by reason of the construction, the petition was denied, on motion of Councilman
Eschen, seconded by Councilman Bruzzone,and unanimously carried.
V 9.4 From Earl Warren, District Attorney, thanking the municipal authorities for
the cooperation given him during the recent strike, and particularly the assistance
rendered by Vern Smith, Chief of Police the Mayor and the City Manager. The com-
munication was ordered filed.
1// 10.j From the Alameda Airport, Inc., in reference to its lease with the City of
Alameda, requesting that the annual rental be reduced from $12001.00 to $6001.00,
beginning August 1st, 1934. . On motion of Councilman Eschen, seconded by Councilman
Bruzzone and unanimously carried, the request was denied.
RESOLUTIONS:
V 11. Councilman Bruzzone 'introduced and moved the adoption of
"Resolution No. 1855
Creating the Position of Relief Telephone Operator
and Stenographer in the Fire and Police Departments
and Building Inspector's Office of the City of
Alameda and Establishing the Rate of Compensation"
Councilman Eschen seconded the motion and on roll call it was carried unanimously.
12. Councilman Eschen introduced and moved the adoption of
"Resolution No. 1856
Transferring $7500.00 to the Library Fund and 1500.00
to the Initiative Relief Fund from the General Fund."
Councilman Bruzzone seconded the motion and on roll call it was carried unanimously.
Councilman Eschen introduced and moved the adoption of
"Resolution No. 1857
Transferring all Surplus Moneys to the General Fund.
Councilman Bruzzone seconded the motion and on roll call it was carried unanimously.
ORDINANCE FOR PASSAGE:
The following ordinance was presented for passage:
"Ordinance No. , New Series.
An Ordinance Regulating the Beaching or Abandonment
of Vessels and Water-craft upon Tidelands and Sub-
merged Lands within the Harbor of the City of Alameda,
Providing for the Removal or Elimination of Abandoned
Vessels and. Water-craft and for the Assessment and.
Collection of the Cost of Such Removal or Elimination
Thereof, and. Imposing Penalties for the Violation of
this Ordinance."
Councilman Eschen moved that the ordinance as read be adopted, seconded by Council-
man Bruzzone, and on roll call carried unanimously,
ORDINANCE INTRODUCED:
V715. The following ordinance was introduced and laAd over under provision of the
Charter:
"Ordinance No. New Series.
Ordinance Regulating Use of Devices, Appliances, Equipment
or Apparatus which Interfere with the Reception of Radio
Broadcast Signals, and Providing Penalties for the Violation
Thereof."
