1934-09-04 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING w;rx.PABER 4,1934 The meeting convened at 8 o'clock P.M. with President Murray presiding. The roll was called and. Councilmen Bruzzone, Eschen, Morris and. President Murray, (4) were noted present. Absent: Councilman Tiedemann, (1). The minutes of the regular meeting of August 21st, 1934, were read and approved. WRITTEN COMMUNICATIONS: / 11 A communication was received from L. Waters, offering to purchase some old locks, and lock trim removed from City property, at 6 cents per lb, for the brass part and 1 cent per lb. for the cast iron and brass. On motion of Councilman Eschen, seconded by Councilman Bruzzone and unanimously carried, the offer was accepted and the City Manager authorized to effect the sale. 1," 2.%/' From the Board of Supervisors, accompanied by copy of Resolution adopted August 21st, 1934, declaring the number of miles of track and assessed value per mile, and the total assessed value of main track of various railways lying within the City of Alameda. The communication was ordered filed. v. 3. 7 From the Alameda Charter League, presenting a petition for certain proposed amendments and additions to the Charter of the City of Alameda. On motion of Council- man Eschen, seconded by Councilman Bruzzone, the petition was referred to the City Clerk for certification, and he was authorized to nploy the necessary assistance to check the signatures with the County records. V 4.7 From Margaret Conneau, requesting the Council to reconsider her previous request for the reclassification of the southwest corner of Park Street and Lincoln Avenue, from a Business District, Class 111, to a Business District, Class V, which had previously been denied by the Council. The communication was ordered filed. 5• From T. A. Short, requesting permission to install a 250 gal. underground storage tank on the premises at 3214 Fairview Avenue, for the purpose of storing stove oil for heating purposes. On motion of Councilman Eschen, seconded by Councilman Morris and unanimously carried, the petition was granted, the installation having the approv- al of Fire Chief Thomas M. Lane and. Building Inspector E. H. Rogers. 6. From Hollywood Post No, 939, Veterans of Foreign Wars, requesting that the flag on the City Hall fly at half mast upon the death of any veteran in the %ity, and to continue to so fly until the deceased has been interred. Due to the fact that the City is provided with a Veterans Memorial Building, which is considered the proper place for such a mark of respect, on motion of Councilman Eschen, seconded by Councilman Bruzzone, and unanimously carried, the request was denied. 7 From the Gity Manager, submitting the budget for the fiscal year 1934-1935, informing the Council that upon the basis of the budget as submitted the tax rate will be ;1.33 per ;100.00 of assessed valuation, this being a 2 cent reduction under the tax rate prevailing in the previous fiscal year. On motion of Councilman Morris, seconded by Councilman Bruzzone and unanimously carried, the budget was received and filed. V 8 From Ira Judson Coe, submitting a lease agreement for drilling and dredging of shells from that portion of San Francisco Bay owned by the City of Alameda. The communication was referred to the City Manager and the City Attorney for investiga- tion and report. NEW BUSIMESS: v' 9.'1 In view of the fact that it became necessary for the City Manager to absent htm self from the City, the City Clerk, D. Elmer Dyer, was appointed Acting City Manager on motion of Councilman Eschen, seconded by Councilman Bruzzone, and unanimously carried. RESOLUTIONS: 10. Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1864 Fixing the Salary of the Deputy Treasurer and Deputy Tax Collector" Councilman Morris seconded the motion and on roll call it was carried unanimously. 11. Councilman Bruzzone introduced and moved the adoption of "Resolution No. Authorizing Survey of Old. Vessels in Alameda Hc,rbor and Appropriating Certain the Expenses Thereof". Councilman Morris seconded the motion and on 1865 Hulks and Abandoned as an SERA Project Sums of Money to Defray roll call it was carried unanimously. 12. Councilman Eschen introduced and moved the adoption of "Resolution No. 1866 Approving and Adopting a Budget for the Fiscal Year 1934-1935; Appropriating Certain Moneys for the Expenditures Provided in Said Budget for said Fiscal Year, and Ratifying Certain Expenditures Heretofore Made." Councilman Morris seconded the motion and on roll call it was carried unanimously. 13. CouncilmRn Morris introduced and moved the adoption of "Resolution No. 1867 Fixing the Rate and Levying a Tax on All Real and Personal Property in the City of Alameda for the Fiscal Year 1934-1935, and Apportioning the Same Among the Several Funds of the City" Councilman Bruzzone seconded the motion and on roll call it' was carried unanimouly. /iA. Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1868 Resolution of Intention to Change Zone on Council's Own Motion." Councilman Morris seconded the motion and on roll call it was carried unanimously. ORDINANCES FOR PASSAGE: t 15. The following ordinances were presented for passage: "Ordinance No. ____ Series Establishing Federal Street ase-way Street and Providing Penalties for the Violation Thereof." Councilman Eschen moved that the ordinance as read be adopted, seconded by Council- man Bruzzone, and on roll call carried unanimously. V 16. "Ordinance No. New Series Reclassifying Property (Southwest Corner of Union Street and Eagle Avenue Counciltan Bruzzone moved that the ordinance as read be adopted, seconded by Councilman Eschen,and on roll call carried unanimously. ORDINANCE INTRODUCED:. V17. The following ordinance was introduced and laid over under provision of the Charter: "Ordinance No. New Series An Ordinance Prohibiting the Sale, Display, and Advertising of Contraceptive Devices, Prophylactic Rubber Goods and. Articles for the Prevention of Venereal and Other Diseases and. Infections or any Sex Inciting Device or Contrivance, Except by Registered Pharmacists, and Providing a Penalty for the Violation Thereof" BILLS: 18.
