1934-11-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 20th, ...... 1934 The meeting convened at 8 o'clock P.M. with President Murray presiding. The roll was called and Councilmen Eschen, Morris, Tiedemann and President Murray (4) were noted present. Absent: Councilman Bruzzone, (1). The minutes of the regular meeting of November 7th, 1934, and the Adjourned Regular Meeting of November 15th, 1934, were read and approved. v' 1./ The Clerk presented to the Council Resolution No.28335 of the Board of Super- visors of Alameda County, California, certifying the results of the General Mun- icipal Election to fill the offices on the City Council, and of the Special Election on proposals for amending the City Charter, which were consolidated with the Gen- eral State Election held on November 6th, 1934. On motion of Councilman Eschen seconded by Councilman Morris and unanimously carried, the regular order of business was suspended and the following resolution introduced: "Resolution No. 1888 Declaring Result of General Municipal Election" Councilman Eschen moved that the resolution be adopted and also that the resolution of the Board of Supervisors of Alameda County, California, declaring the result of the election be accepted and filed, seconded by Councilman morris and on roll call unanimously carried. 2.v The newly elected Councilmen, Hans W. Roebke and obn Tiedemann, were adminis- tered the Oath of Office by the Clark. v/3. On motion of Councilman Eschen, seconded by Councilman Morris and on roll call unanimously carried, the Council then resumed the regular order of business. WRITTMT COYMUNICATIONS: 4.v From F. P. Lucas, thanking the Council for their consent to waive the provis- ions of Ordinance No. 357, New Series, concerning bicycle riding on sidewalks, as far as children are concerned, and recommending that school zones be extended to include the street intersections on either side of the schools. The recommendation was referred to the City Manager for action. /From the League of California Municipalities, requesing a contribution of $100.00 toward a special legislative fund for the carrying out of plograms at the 1935 session of the State Legislature. The communication was ordered filed. / 6,' A petition was received from a number of residents concerning the peace and health conditions on the northwest corner of Lincoln Avenue and Walnut Street, which was referred to the City Manager for attention. r 7. ( From the Alameda Taxpayers, League, requesting the Council to pass a resolu- tion to be forwarded to Assemblyman Chas. J. Wagner and Senator Wm. F. Knowland, asking their assistance for the establishment of a free employment burea.1.. at Benton Airbase. After it had been pointed out that the Airbase was Government property, permission was granted to withdraw the communication. 8,v From the Mayor, City Manager and Auditor reporting the Count of Money in the City Treasury on November 15th, 1934, disclosing there was under control of the City Treasurer 051,429,58, which was the amount according to the Auditorts books should have been at that tine in the City Treasury. The communication was ordered filed. RESOLUTIONS: 9, Councilman Eschen introduced and moved the adoption of "Resolution No. 1889 Declaring Result of Election on Proposals for Amending the Charter of the City of Alameda, Held on November 6, 1934" Councilman Tiedemann seconded the motion and on roll call it was c*rried unanimously. The reading of the various proposals included in the resolution was waived, on motion of Councilman Eschen and seconded by Councilman Morris, and unanimously carried. k 10. Councilman Morris introduced and moved the adoption of "Resolution No, 1890 Accepting Bid and Awarding Contract to Independent Construction Company, Ltd., for the Improvement of Webster Street." Councilman Tiedemann seconded the motion and on roll it carried by the following vote: Ayes: Councilmen Eschen, Morris, Tiedemann and. President Murray (4). Noes: None. Absent: None. Not Voting: Councilman Roebke, (1). 11. Councilman Morris introduced and moved the adoption of Councilmsn ing vote: Noes, None - "Resolution No. 1891 Accepting Bid and Awarding Contract to Heafey-Moore Co., for the Improvement of Maitland Drive" Eschen seconded the motion and on roll call it was passed by the folio Ayes, Councilman Eschen, Morris, Tiedemann and President Murray, (4). Absent, None. Not Voting, Councilman Roebke, (1). V/ 12. Councilman Eschen introduiced and moved the adoption of "Resolution No. 1892 A Resolution of the City Council of the City of Alameda, California, Engaging the Legislative Reporting and Information Service of the League of California Municipalities During the 1935 Session of the California State Legislature and Ordering Payment of the Cost of Such Service." Councilman Tiedemann seconded the motion and on roll call it was carried unnimously. ORDINANCE PASSED: 13. The following ordinances were presented for passage: "Ordinance No. New Series Reclassifying Property (Block bounded by Park Street, Lincoln Avenue, Oak Street and Bank Alley, on Council's own motion)" Councilman Eschen moved that the ordinance as read be adopted, seconded by Council man Morris. ad on roll call carried unanimously. 14. *Ordinance No. New Series Reclassifying Property (Known as 891 Union Street) Councilman Tiedemann moved, seconded by Councilman Morris, that it be not passed, and on roll call failed of passage by the following vote: Ayes: Councilmen Esehen, Morris, Tiedemann and President Murray (4). Noes: None, Absent: None. Not Voting: Councilman Roebke (1). FILING: V/ 15. The Clerk stated that since the last ing papers had been received for filing: Affidavit of Publication - Notices of Affidavit of Publication - Delinquent Resolution Bd, of supervisors Alameda V BILLS: 16. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was, presented to the City Council: General Departm nts, 47210.84; Police Department, $122,43; Fire Depart ment,4)134.24; Street Department, 01317,99; Health Department, 497$,35; Golf Course Department, 4677.38; Park Department, 4938,80; Store Department, $3324.19; Social rvice- Recreation Department, 452,41; Initiative Relief Fund, $56,00; Street provement Fund, 2.78; East Bay Mun.Utility Dist.Payments Fund,4)2478.39; Unempl yment Fund, 1819.50. Councilman Morris moved, seconded by Councilman_ Tiedemann, and on roll call passed unanimously, that the claims and bills against the City in the several amounts as listed and itemized in the. List of Claims against the City of Alameda, filed with the City Clerk on November 20th, 1934, and presented to the City Council, at this meeting, be allowed and paid. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday evening, December 4th, 1934, at 8 o'clock P.M. regular meeting of the Council the folloW- Taxes, 1934-1935 Property Sold County, Declaring Result of Election.
