1935-02-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, FEBRUARY 19th, .......... 1935 The meeting convened at 8 o'clock P.M. with President Murray presiding. The roll was called and Councilmen Eschen, Roebke and President Murray, (3) were noted present. Absent: Councilman Tiedemann, (1). The minutes of the Regular Meeting of February 5th, 1935, and of the Adjourned Regular Meeting of February 13th, 1935, were read and approved. ORAL COMMUNICATIONS: ie-1. //Councilman Roebke read to the Council a letter addressed to him by Irene Simp- son in reference to the service at the Emergency Hospital. The communication was referred to the City Manager for attention. WRITTEN COMMUNICATIONS: v2. /From Mrs. Bianca C. Royce in reference to the sale of her property, adjacent to Franklin Park, for park purposes. The communication was referred to the City Man- ager for investigation. 3 From the City Planning Commission, recommending to the Council the reclassifica- tion of 2426 Webb Avenue, from a Residence District, Class I, to a Residence District Class II, for the purpose of conducting a Boarding Home. On motion of Councilman Eschen, seconded by Councilman Roebke and unanimously carried, the recommendation cif the Planning Commission was adopted. KT4. V From the City Planning Commission, recommending to the Council the reclassifica- tion of 1537 Santa Clara Avenue, from a Residence District, Class I, to a Residence District, Class 1 3/4, to permit a two-family dwelling. On motion of Councilman Eschen, seconded by Councilman Roebke and unanimously carried, the recommendation was adopted. 5.7 From the North Side Protective Club, requesting permission from the Council for the use of the hall in the McKinley Park Club House for meetings on the evening of the fourth Thursday of each month, instead of the second Tuesday, as at present. On motion of Councilman Eschen, seconded by Councilman Roebke and unanimously carried, the request was granted, provided it does not interfere with any other meetings held at the club house. From former City Manager Ralph M. Bryant, attaching his final report and refer- ring to his resignation of February 5th, requesting the City'Clerk to be instructed to file the report as part of his resignation. The communication and report were ordered filed. V7. v From the City Manager, Walter P. Koetitz, accompanied by a communication from the Chief of Police in reference to an ordinance governing the regulating of "pin and ball" machines. The communication was ordered filed. /8• / From E. H. Richardson, requesting permission to move a building from the south- east corner of Pearl Street and Clay Street, to the property known as 2306 Central Avenue. On motion of Councilman Eschen, seconded by Councilman Roebke and unani- mously carried, the permission was granted provided the applicant complies with the ordinances and code of the City of Alameda regulating such an operation. UNFINISHED BUSINESS: V9 A letter from the City Planning Commission, recommending to the Council that a petition be disallowed for the reclassification of No. 3116 Central Avenue and 1363 High §treet, from a Residence District, Classes I and II, to a Business District, Class V for the purpose of constructing and maintaining a gasoline service station, Which had been presented to the Council at its regular meeting of December 20th, 1934, and at which time action was postponed until the second meeting in February. An undated communication was received from John F. Ward, requesting a postponement of action for a period of thirty days, and also a communication, accompanied by a resolution, from the Fernside Home Owners' Association, requesting the Council to restrict further rezoning of property for business purposes. On motion of Council- man Eschen, seconded by Councilman Roebke and unanimously oarried, the recommenda- tion of the Planning Commission was adopted, and the petition denied. NEW BUSINESS: 10. Councilman Eschen made a motion, seconded by President Murray and carried that when the Council adjourn it do so to meet in Adjourned Regular Session on Monday evening, February 25th, 1935, at 8 o'clock P.M. RESOLUTIONS: V 11. Councilman Eschen introduced and moved the adoption of "Resolution No. 1908 Transferring $31,500.00 from the Electric Light Fund to the General Fund." Councilman Roebke seconded the motion and on roll call it was carried unanimously. V 12. Councilman Eschen introduced and moved the adoption of "Resolution No. 1909 Transferring $4,604,29 from the Electric Light Fund to the General Fund." Councilman Roebke seconded the motion and on roll call it was carried unanimously. 13. Councilman Eschen introduced and moved the adoption of - "Resolution No. 1910 Resolution of Acceptance and. Consent to Recordation" (Pye Property) Councilman Roebke seconded the motion and on roll call it was carried unanimously. ORDINANCES INTRODUCED: 14. The following ordinances were introduced and laid over under provision of the Charter: 15. V 16. FILING: 17. The Clerk been received: BILLS: "Ordinance No. New Series RECLASSIFYING PROPERTY (Property known as No. 2426 Webb Avenue) "Ordinance No. , New Series, RECLASSIFYING PROPERTY (Property known as 1537 Santa Clara Avenue) - "Ordinance No. , New Series Regulating the Operation of Pin and Ball Games and Providing a Penalty for the Violation Thereof." stated that since the last regular meeting the following paper had Financial Statement, as of January 31,1935, submitted by Jordan & Ticoulet, Special Auditors. 18. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the,City Council: General Departments, $3883.09; Police Department, $24.57; Fire Department, 304.94; Street Department, 41401.30; Health Department, 01002.23; Park Department, 4898.15,, Golf Course Department, 4401.72; Store Department, $2734.13; Social Service De- artment, $55.42; Initiative Relief Fund, $8.00; Compensation Insurance Fund, 11.50; Pension Fund, $10.00. Councilman Eschen moved, seconded by Councilman Roebke, and on roll call passed unanimously, that the claims and bills against the City in the several amounts as listed and itemized in the List of Claims against the City of Alameda, filed with the City Clerk on February 19th, 1935, and presented to the City Council at this meeting, be allowed and paid. 19. There being no further business to transact, the Council adjourned to meet in Adjourned,Regular session on Monday evening, February 25th, at 8 o'oloek P.M. Respectfully submitted, 2 Clerk.
