The roll was Roebke, (5), were The minutes of May 29, 1935, called and Councilmen Broyles, noted present. Absent: None. of the regular meeting of May 2 were read and approved. ORAL COMMUNICATIONS: Eschen, Morris, Munro and President 1935, and of the special meeting 1. Councilman Eschen addressed the Coun�ll in regard to a conference between the Mayor and Mr. H.D.Maynard, Unemployment Director. 2./ Mr. Alameda, seconded C. C. Howard presented and read a resolution from the Taxpayers' League of protesting against the threatened recall. It was moved by Councilman Broyles, by Councilman Munro and unanimously carried, the the communication be filed. 3.v/ Mr. Lemar Black, War Veteran, addressed the Council in regard to donation enabling the drill team to represent the City of Alameda at Bakersfield on June 16th, 1935. The matter was referred to the City Attorney for an opinion. 4. Mr. Frank Gottstein addressed the meeting regarding transportation, and a sub- aqueous tube. v5. Mr. Lochiel M. King addressed the Council on the sub-aqueous tunnel, and present- ed a communication regarding the same, which was ordered filed. WRITTEN COMMUNICATIONS: From the City Manager, relative to the employment of J Franklin Smyth to invest- igate various matters, under the supervision of the City Manager. On motion of Council man Broyles, seconded by Councilman Munro, the communication was concurred in by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2), Absent: None. Roll call was taken on this vote. 4. From the City Manager, regarding request of Louis A. Alexander for permission to drive his automobile into Washington Park for the purpose of selling popcorn, candies etc., and recommending that the request be denied. On motion of Councilman Morris, seconded by Councilman Eschen and unanimously carried, the recommendation of the City Manager was approved. 8 , From the Board of Library Trustees, calling the Council's attention to the urgent need of a building for the Branch Library at the West End, and requesting a meeting between the Library Board and the Council to discuss the matter. Councilman Broyles moved, seconded by Councilman Munro, that the matter be referred to the City Manager for investigation. Councilman Morris offered an amendment, seconded by Councilman Munro, that the Trustees of the Library Board_meet with the Council for purpose of discussing the new building, and on roll call the amendment carried unanimously. 9./ From Burnham & Marsh, in San Francisco, urging the reclassification to Class II of 891 Union Street, to be used as a Rest Home. The matter was deferred until "Un- finished Business." r10.," From John Eckhardt, regarding publication of delinquent taxpayers' names. The communication was ordered filed. ,11.,"From the Building Trades Council, submitting prevailaing wage scale which is in effect in the building industry in Alameda County at the present time. On motion of Councilman Broyles, seconded by Councilman Munro and unanimously carried, the matter was referred to the City Manager to ascertain if the wage scale has been approved by the Board of Supervisors of Alameda County. ,'2.v"From the Board of Police and Fire Commissioners, stating that the ordinance pending before the Council regulating the Council Order of Business violates, in a provision, Section 3 of Article 7a of the City Charter, and in event this proposed ordinance is passed, the Board of Police and .Fire Commissioners must ignore that provision. The communication was ordered filed. V/ 13. From Eugene C. Maillot, Sanitary and Plumbing Inspector of the City of Alameda, appealing for a retirement pension. On motion of Councilman Munro, seconded by Councilman Broyles and unanimously carried,the matter was referred to the City Attorney, v14.VA petition protesting the reclassification of 891 Union Street, to Class II, and signed by thirty-six property owners in the .vicinity. Councilman Eschen moved, second- ed by Councilman Morris, that the petition be received and filed. On roll call the motion carried unanimously. ,15 From the Mayor, notifying the Council that he had appointed Mr. H. W. Glover, 2032 Clinton Avenue, as a member of the Board of Free Library Trustees, for a term expiring in 1936. Councilman Broyles moved, seconded by Councilman Munro, that the appointment be confirmed, and on roll call the motion carried by the following vote: Ayes, Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2) Absent: None. A6.1 From the Mayor, notifying the Council that he had appointed Mr. S. M. Estabrook, 3308 Monte Vista. Avenue, as a member of the Board of Free Library Trustees, for term expiring in 1940. Councilman Munro moved, seconded by Councilman Broyles, that the appointment be confirmed by the Council, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 17. From Police Officer B. C. Bridges, expressing his appreciation for the Council's and the Gity Manager's cooperation in making it possible for him to attend the annual convention of fingerprint experts and criminologists held recently in Stockton. The communication was ordered filed. UNFINISHED BUSINESS: A communication from the City Planning Commission recommending that the Council deny the reclassification to Class II of 891 Union Street. On motion of Councilman Eschen, seconded by Councilman Morris, and on roll call carried unanimously, the rec- ommendation of the City Planning Commission was adopted. NEW BUSINESS: 19. Councilman Morris addressed the Council on the matter of the appointment of the City Clerk. RESOLUTIONS: 20. Councilman Munro introduced and moved the adoption of "Resolution No. 1955 Thanking Governor Merriam for Approving the Measure Granting the Cities an Additional Quarter Cent of the Gas Tax" Councilman Broyles seconded the motion, and on roll call carried unanimously. 21. Councilman Broyles introduced and moved the adoption of "Resolution No. 1956 Instructing the City Attorney to Make Application to the Railroad Commission for Approval of the Recommendations of the Joint Transportation Committee of Engineers", Councilman Munro seconded the motion and on roll call carried unanimously. 22. "Resolution No. 1957 Resolution Authorizing the City Manager to In- vestigate Matter of Acquiring Taylor Property for Park Purposes," was presented, and Councilman Broyles moved, seconded by Councilman Munro, that the matter be referred to the Gity Manager, with directions that it be kept in mind by the City Manager in preparing the next budget. Councilman Eschen moved an amendment to this motion, seconded by Councilman Morris, that this resolution be denied, and on roll call the amendment was lOst by the following vote: Ayes: Councilmen Eschen and Morris, (2). Noes: Councilmen Broyles, Munro and President Roebke, (3). Absent: None. The original motion was then put, and passed by the following vote: Ayes: Councilman Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. ORDINANCES PASSED: 23. "Ordinance No. New Series An Ordinance Prescribing the Order of Business and Rules of Order for Council Meetings, and Repealing Sections 2-115 and 2-116 of the Alameda Municipal Code." .Councilman Eschen moved, seconded by Councilman Munro, and on roll call carried unanimously that above ordinance be laid over for two weeks. 24. "Ordinance No. New Series Reclassifying Property (Property known as 1310 Central Avenue) Councilman Munro moved that the ordinance as read be adopted, seconded by Councilman Broyles and on roll call passed unanimously. 25. "Ordinance No. New Series Amending Section 2-492 of the Alameda Municipal Code Relating to Property Sold for aiinquent Taxes," Councilman Broyles moved that the ordinance as read be adopted, seconded by Councilman Munro and on roll call passed unanimously. ORDINANCE INTRODUCED: 26 The following ordinance was introduced, and laid over under provision of the Charter: "Ordinance No. New Series Amending Sec. 17-323 of the Alameda Municipal Code so as to Permit Diagonal Parking on the Southern Side of Central Avenue between Oak and Walnut Streets," BILLS: 27. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $860.16; Street Department, $1740.00; Health Department, $125.81; Park Department, $1014,75; Golf Course Department, $443.52; Store Department, $1235.68; Social Service-Recreation Department, $26.87; Initiative Relief Fund, $8.00; Compensa- tion Insurance Fund, $211.50; School General Fund, $1174.49. Councilman Munro moved, seconded by Councilman Eschen, and on roll call unanimously carried, that the claims and bills against the City in the amounts as listed and item- ized in the List of Claims against the City of Alameda, filed with the City Clerk on June 4th, 1935, and presented to the Council at this meeting, be allowed and paid. 28. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday evening, June 18th, 1935, at 8 o'clock P.M.
