THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 4th, 1933
The meeting convened at 8 0/clock with Council-president Murray presiding.
The roll was called and. Councilmen Leydecker, Morris, Shanly and President
Murray (4) were noted present. Absent, Councilman Schaefer, (1).
The minutes of the regular meeting of March 2Ist, 1933, were approved as read.
ORAL COMMUNICATIONS
1. Judge R. B. Tappan addressed the Council on the question of passing an ordin-
ance regulating the flight of aeroplanes over the City, and was informed that the Council
-already has the matter under consideration.
k 2. Mr. Wm. R. Caicutt adressed the Council with reference to contemplated expend-
itures by the County Board of Supervisors from Gas Tax funds, and the necessity of re-
placing the Park Street Bridge.
WRITTEN COMMUNICATIONS
The following communications were received:
3. An application from James N. Hatch for employment as engineer to check over the
Park Street Bridge. The comrminication was referred to the Committee of the Whole.
4. vi From the Building Inspector, Sanitary Inspector and Chief of the Fire Department
that the building located at 510 Haight Avenue is fit for human occupancy, is in fair
sanitary condition and is not a fire hazard. The reports were referred to the City Man-
ager, without objection.
1/- 5. i From Alamedans Associated, recommending and approving the passage of an ordinance
to license and regulate distributors of hand bills in the City of Alameda. Communication
was without objection referred to the Committee of the Whole.
v 6. i FromAlamedans Associated, requesting that the Council pass an ordinance providing
for licensing and regulating itinerent vendors,peddlers and solicitors without permanent
places of business in Alameda. As the Council has under consideration the passage of
such an ordinance, the communication was referred to the Committee of the Whole.
V 7• From Jordan and Ticoulet, Certified Public Accountants, submitting regular
monthly report showing the receipts and expenditures for the City of Alameda for the
fiscal year 1932-33, as of February 28th, 1933. Communication ordered filed.
8. From the Alameda Improvement Club, recommending that proposed charter amend-
ments recently recommended by the Charter Revision Committee, be placed on the ballot
at the anticipated election in June, and also that the pension ordinance defeated
at the last General Municipal Election, be resubmitted at the June election. The
communication was ordered filed.
V 9•,/ From West End Merchants Association, with reference to licensing and regulat-
ing itinerent vendors, peddlers and solicitors. The communication was referred to the
Committee of the Whole.
ki 10.7 From Band and Drum Corp Committee, American Legion Post No. 9, requesting
permission of the Council to hold amateur boxing bouts in the City of. Alameda, under
supervision of the State Boxing Commission and according to rules of the A.A.U. Com-
munication was ordered filed.
MN BUSINESS
n.1 Councilman Leydecker addressed the Council in reference to Ordinance Nos. 132
passed on May 23, 1876, and Ordinance No. 164, passed on January 23, 1877, granting
a franchise to James L. Bissell, his associates and assigns, to lay pipes and supply
gas to the inhabitants of the Town of Alameda, and pointed out that the Pacific
Gas and Electric Company were still operating under these franchises. The question
was, without objection, referred to the City Manager.
RESOLUTIONS:
12. Mr. Shanly introduced and moved the adoption of
"Resolution No. 1738
Granting Permit to Alameda Post, American Legion
to Hold Amateur Boxing Contest"
The motion was seconded by Mr. Leydecker and on roll call carried unanimously.
13. Mr. Morris introduced and moved the adoption of
"Resolution No. 1739
Urging Continuance of Annual Army and Navy Football
Game at Memorial Stadium, Berkeley, California"
The motion was seconded by Mr. Shanly and on roll call carried unanimously.

14. Mr. Shanly introduced and moved the adoption of
"Resolution No. 1740
Opposing Senate Bills 79 and 80, Now Before
the State.-Legislature"
The motion was seconded by Mr. Leydecker and on roll call carriedunandmously.

Ratifying a Contract Between the Great Western
Power Company, a Corporation, and the City of
Alameda by and through its Board of Public
Utilities for the Purchase of Electric Energy"
Mr. Morris moved that the ordinance as read be adopted, seconded by Mr. Shanly and
on roll call carried by the following vote: Ayes: Councilmen Morris, Shanly and
President Murray, (3). Noes: CouncilmRn Leydecker, (1). Absent: Councilman Schaefer,
(1).
