1933-04-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 18th, 1933 The meeting convened at 8 o'clock with Council-president Murray presiding. The roll was called and Councilmen Eschen, Leydecker, Morris Shanly and President Murray(5) were noted present. Absent: None. The minutes of the regular meeting of April 4, 1933, were approved as read. The minutes of the adjourned regular meeting of April 5, 1933, were approved as read. The minutes of the special meeting of April 7, 1933, were approved as read. NEW BUSINESS The City Clerk administered the oath of office to the newly elected Councilmen, James N. Eschen, Charles B. Morris and James M. Shanly. /2. / The Council proceeded to reorganize. President Murray relinquished the chair to the City Clerk, who called for nominations for President of the Council. Mr. Leydecker placed in nomination for President Mr. James N. Eschen, who declined the nomination. Mr. Morris placed in nomination for President, Mr. Murray. The nomination was seconded by Mr. Shanly, Mr. Eschen adding his second, Mx, Shanly moved that the nominations for President of the Council be closed , seconded by Mr. Eschen and the Council proceed- ed to ballot with the following result: Ayes: Councilmen Eschen, Morris and Shanly, (3). Noes: Council- man Leydecker, (1): Not Voting: CouneilmianMurray, (1); Absent: None., resulting in the election of Mr. Murray to the office of President of the Council, after which the City Clerk administered the Oath of Office. , The chair was then taken over by newly elected President, who called for nominations for Vice- president of the Council. Mr. Morris placed in nomination for the office of Vice-president of the Council Mr. James N. Eschen. The nomination was seconded by Mr. Shanly. Mr. Morris moved that the nominations for Vice-president be closed, seconded by Mr. Shanly and carried unanimously. On roll call the ballot was as follows: Ayes: Councilmen Leydecker,-Merris; Shanly and President Murray (4): Noes; None. Not Voting, Councilman Eschen, (1). Absent: None. The nominee was declared elected to the office of Vice-president of the Council. /6. Retiring Councilman Victor L. Schaefer extended his congratulations to the new Council-president and the newly elected Councilmen. From The Taxpayers' League of Alameda, tareference to employment of outside engineers for inspection of the Park Street Bridge. The communication was ordered filed. From the City Manager, recommending against passage of proposed ordinance restricting parking on Central Avenue between Oak and Park Streets. The City Manager's recommendation was unanimously adopted by motion of Mr. Morris and seconded by Mr. Eschen, 1/10. From the City Manager, recommending the adoption of a resolution rescinding portion of Resolution No. 1679, regulating payment of salaries of Park and Street Departments. The recommendation was ,unanimously adopted upon motion of Mr. Shanly and seconded by Mr. Morris. r/11. From Mrs. W. A. Musser, requesting temporary revokable permit to conduct a pre-kindergarten play, school at her residence, 1004 Grand Street. The communication was, without objection, referred to the City Planning Commission. 1 ./ From the City Planning Commission, recommending a change be made in the globes on streetlight standards in the business district of Webster Street. The present ones are requested to be replaced by globes similar to those on Santa Clara and Central Avenues. The recommendation was, without objection, referred to the Board of Public Utilities. April 18, 1933. UNFINISHED BUSINESS 13. The following communications were taken out of the Committee of the Whole and ordered filed. • Alamedans Associated, and West End Merchants, re regulating peddlers, etc. • Northside Protective Club, re replacing Park Street Bridge. Alamedans Associated, re hand bill ordinance National Committee for Trade Recovery, re Assembly Bill 980. RESOLUTIONS 14. Mr. Eschen introduced and moved the adoption of "Resolution No. 1741 Rescinding Portion of Resolution No. 1679" The motion was seconded by Mr. Shealy and on roll call carried unanimously. 15. Mr. Leydecker introduced and moved the adoption of "Resolution No. 1742 Transferring 01,875.00 From Electric Light Fund to Interest and Redemption Fund". The motion was seconded by Mr. Morris and on roll call carried unanimously. 16. Mr. Eschen introduced and moved the adoption of V 17. "Resolution No. 1743 Transferring 44,188.81 from the Electric Light Fund to the General Fund" The motion was seconded by Mr. Leydecker and on roll call carried unanimously. Mr. Eschen introduced and moved the adoption of "Resolution No. 1744 Urging Construction of New Bridge in Place of Present Park-Street Structure" The motion was seconded by Mx. Morris and on roll call carried unanimously. v 18. Mr. Leydecker introduced and moved the adoption of "Resolution No. 1745 Requesting Board of Supervisors to Make a Survey of Present Lighting System in Posey Tube and Condition be Corrected and Proper Lights or Lighting System Installed".
