1933-05-16 Regular CC MinutesREJLAR LEETING OF THE COUICIL OF THE CITY OF ALAEEDA HELD TUESDAY EVENING, MAY 16,1933 The meeting convened at 8 o'clock with Council-president Murray presiding. The roll was called and Councilmen Eschen, Leydecker, Shanly and President Murray, (4) were noted present. Absent: Councilman Morris, (1). ORAL 001,170-NI0ATIOKS: *1. Mr. Calcutt addressed the Council advocating submission to the, voters of the question of constructing an electric power generating plant. President. Murray informed the speaker that the proposal he advanced has been and is now under con- ideration by the Council. /2. Mr. Ferretti addressed the Council advocating construction of the electric Power generating plant without submission to the electors. /3. Mr. Thomas Adams addressed the Council with reference to machinery for the generation of electric energy. Er. F. Ray informed the Council that he was appearing at the suggestion of Supervisor Hamilton, requesting that wood stored in the Corporation Yard be delivered to indigent citizens. WRITTEN CO=NICATIONS: From the City Manager reporting the result of a meeting on May 2nd, 1933, in the Committee Room of the Board of Sunervisors, indicating action would be taken to provide the funds and proceed with the work of reconstructing the Park Street Bridge. The communication was ordered filed. From the City 1;anager informing the Council of a reouest submitted to him that the City subscribe 100.00 to the California Flower Festival, Ltd., and recom- mending that the reouest be denied in view of the present economic conditions. On motion of Councilman Shanly, seconded by Councilman Eschen and unanimously carried, the recommendation of the City Manager was adopted. 7. From Mayor William F. Murray, informin the Council of the reappointment of Er. M. C. Godfrey as a member of the City Planning Commission, for a term ending December 31st, 1937. Communication ordered filed. 8. / From the City Eanager referring to the oral communication of Judge R. B. Tappan, addressed to the regular meeting of the Council on April 4, 1933, in reference to the low flying of air craft over the City, informing the Council that he had been corresponding with the Bureau of Aeronautics at Washington D. C., and with Er. E. E. IJouton, Superintendent of the Oakland Airport, in reference to the conplaint,and had been nromised cooperation in remedying objectionable flying. From the East Alameda Improvement Club, requesting that the Council regulate street parades, street shows, band concerts, etc., to be held on the Sabbath, and decree a quiet zone one block on each side of every church in the City of Alameda. The communication was referred to the City Manager for attention. From North Side Protective Club, requesting the Council's Termiesion to use the Council Chambers on Monday evening, June 12th, 1933, in order to hold a meet- ing at which may be discussed the proposed charter amendments and the program of street tree planting. Upon motion of Councilmen Leydecker, seconded by Councilman Eschen and unanimously carried, the permission was granted. . / From 1,:r. James J. Searle recently appointed a member of the Police and Fire Board of Appeals, informing the Council that on his physician's advice, it will be impossible for him to act in that capacity. On motion of Councilman Shanly, seconded by Councilman Eschen and carried unanimously, aPplications of the following for On sale of alcoholic beverages were approved: George Whitson 1219 Lincoln Av. W.A.Martin 1431 Webster St. Terminal Cafe Jan and Buena Vista Wm.G.Schmidt 554 Central Av. On motion of Councilman Shanly, seconded by Councilman Eschen and carried unanimously, application of the following for Off sale of alcholic beverages was approved: Eva LeBlanc 1543 Lincoln Av. 14. v On motion of Councilman Shanly, seconded by Councilman Leydecker, and un- animously carried, Mr. Henry C. Hacke was appointed a menber of the Police and Fire Board of Appeals of the City of Alameda. . Councilman Leydecker presented to the Council, end requested the Clerk to read a communication against Mr. Howard Baxter, President of the Board of Public Utilities. President Murray informed Councilman Leydecker that such a communication was not a matter for Council attention, and offered to cooperate with him in in- vestigating the charges and accompany him to the proper County authorities to whOm they should be made. President Murray called the Council's attention to,an attempted interfer- ence with placinc,7 on the ballot the proposed charter amendments, to be voted upon at the special election June 27th,;933, to the extent that an unknown party representing himself to be the City Clerk, telephoned the lefice of the TIMES- STAR to withhold publication of the proposed charter amendments which the City Clerk had ordered published on Saturday, May 13th, 1933, apparently in the hope that this action would ;prevent the publication within the time permitted by law in order to secure presence of the amendments on the ballot. Also, that after the proof of the printed matter had been read and approved in the office of the City Clerk, the printed matter was disarranged so as to make unintelligible two of the propositions submitted. RESOLUTIONS: 18. Councilman Eschen introduced and moved the adoption of "Resolution No. 1750 Authorizing Quitclaim Deed to Alice impson" The motion was seconded by Councilman Shanly and on roll call carried unanimously. 19. Councilman Shanly introduced and moved the adoption of "Resolution No. 1751 Authorizing Quitclaim Deed to Antionio Val- lerga and Marguerita Vallerga". The motion was seconded by Councilman Leydecker and on roll call cafried unanimously. 20. Councilman Eschen introduced and moved the adoption of "Resolution No. 1752 Authorizing Quitclaim Deed to Enrico Giusso and Catherine Giusso" The motion was seconded by Councilman Leydecker, aid on roll call carried unanimously. 21. Councilman Shanly introduced and moved the adoption of "Resolution No. 1753 Authorizing Quitclaim Deed to J. H. Bruns and A. C. Bruns." The motion was seconded by Councilman Leydecker, and on roll call carried unanimously. 22, Councilman Shanly introduced and moved the adoption of "Resolution No. 1754. Consolidating Special Municipal Election with Special State Election to be Held June 27,1933." The motion was seconded by Councilman Eschan, and on roll call carried unanimously. Councilman Eschen introduced and moved the adoption of "Resolution No. 1755 Fixing Salaries of Election Officers,D. The motion was seconded by Councilman Leydecker,and on roll call carried unanimously. 0117)TANCE PA:73SED: 24.
