CITY OF ALAMEDA HELD TUESDAY EVENING, JUNE 6th, 1933
The meeting convened at 8 o'clock with Council-president Murray presiding.
The roll was called and. Councilmen Eschen, Leydecker, Morris, Shanly and Pres-
ident (5) were noted present. Absent: None.
ORAL COMMUNICATIONS:
V 1. Mr. W. R. Calcutt addressed the Council and urged reconsideration of the dis-
missal of certain members of the Fire Department.
2. Mr, Frank Gottstein addressed the Council in reference
Francisco Bay Bridge. (See minutes of succeeding meeting
WRITTEN COMMUNICATIONS:
v 3•7 From Mr. H. G. Hacke, accepting the appointment as member of Police and Fire
Board of Appeals, and expressing thanks to the Council. Communication ordered filed.
4. From the City Manager referring to a question previously presented to the
Council by Councilman Leydecker, concerning Ordinances Nos. 132 and 164 of the Town
of Alameda, granting a franchise to James L. Bissell and his assigns, under which
franchise the Pacific Gas and Electric Company is operating at the present time,
and recommending that if there are no legal obstacles, the Oity Attorney be direct-
ed to confer with the Pacific Gas and Electric Company for the purpose of obtain-
ing compensation from them for the use of the franchise. Recommendation of the
City Manager was adopted and communication referred to the City Attorney.
5./7 From the City Manager requesting. that he be authorized to expend 425.00 to
defray the expenses of Fire Chief Thos. M. Lane in attending the meeting of North
and South Fire Chief's Clubs, at Fresno, June 9 and 10, under the auspices of the
Division of Fire Safety. On motion of Councilman Shanly, seconded by Councilman
Esdhen, the request was, on roll call, authorized.
6./ From the Mayor, City Manager and Auditor of the City of Alameda, informing
the Council that they had counted the money and securities on May 25th, 1933, and
found that the amount on hand was correct according to the Auditor's books. The .
communication was ordered filed.
7./ From Mr. Randal F. Dickey, in reference to a complaint against Chief of
Police, Vern Smith, the original of which had previously been filed with the City
Manager. Mr. Arthur B. Dunn addressed the Council in reference to this communica-
tion following Which, on motion of Councilman Shanly, seconded by Councilman Morris,
and unanimously carried, the communication was referred to the City Manager.
y S./ From Mr. Earl S. T. Clifford, requesting that Ordinance No. 500, New Series,
regulating the sale of alcoholic beverages, be amended to permit the off-sale until
one o'clock A.M. In view of the fact that such an amendment has been under con-
sideration by the Committee of the Whole, the sommunication was ordered filed.
9.7 From the City Manager, recommending that the compensation of City Historian
Ghas.R. Smith be fixed at the sum of $50.00 per month. The communication was
ordered filed.
10./1 From Jordan & Ticoulet, submitting a monthly report of receipts and expen-
ditures of the City of Alameda for the fiscal year 1932-33, as of April 30th, 1933.

pa 11./ From H. W. Sheid, application of disabled war veteran living at 1211 Regent
Street, for a gratuitous license under section 489 of the Municipal Code. On motion
of Councilman Eschen, seconded by Councilman Morris and unanimously carried, the
application was granted.
12.e From the City Planning Commission, recommending the denial of petition for
reclassification of northwest corner of High and Van Buren Streets, from a Res-
idence District, Class I, to Business District, Class V, for the purpose of erect-
ing a gasoline service station, on the grounds that the Commission had previously
voted against similar petitions and that there were apparent valid objections
to reclassification of this property. Mr. Allen Hibbard addressed the Council,
requesting favorable consideration of the petition, following which on motion
of Councilman Shanly, seconded by Councilman Morris and unanimously carried, the
recommendation of the Commission was adopted.
' 13. From the Alameda Improvement Club, in reference to widening and improving
Webster Street and the installation of electroliers on that street south of the
Segregation Line. The communication was referred to the City Manager.
14. 7 From the Alameda Improvement Club, petitioning the Council for installa-

the change of light fixtures on Webster Street. The communication was ordered filed.
17./ Petition from Mr. J. Cattucci, for permission to substitute broken rock, or
stone known as "quarry run" for the broken stone specified in the standard specifica-
tions for street work of the City of Alameda. This is for improvement of Regent
Street 141 feet southwesterly from the southwestern line of Otis Drive. Mr. Johnson
addressed the Council in behalf of the petitioner, and it appeared that the substi-
tution had the approval of the City Engineer. On motion of Gouncilman Eschen,
seconded by Councilman Shanly and unanimously carried, the petition was granted.
4/ 18.1 From Mayor William F. Murray, requesting the Council for leave of absence
from the City of Alameda and State of California for the period aC June 15th to-,Tuly
22nd, 1933. On motion of Councilman Shanly, seconded by Councilman Morris, the
petition was unanimously granted.
/ 19.1 From Mr. H. W. Glover, 2032-i Clinton Avenue, requesting permission to add a
4 foot lattice addition to the present dividing fence on his property. Upon motion
of Councilman Leydecker, seconded by Councilman Shanly, the communication was
unanimously referred to the Building Inspector.
NEW BUSINESS:
20./ Councilman Leydecker referred to the oral communication of Mr. W. R. Calcutt
and added his request that the city Manager reconsider the dismissal of certain mem-
bers of the Fire Department.
v/ 21./ Councilman Shanly called the Council's attention to the possibility of tha
City assuming the distribution of gas to consumers and made a motion which was sec-
onded b7 Councilman Leydecker, that the City Manager ba requested to make an investi-
gation of the possibility of the City taking over the gas distribution system now
operated by the Pacific Gas & Electric Company. The motion was unanimously carried.
22./ On motion of Councilman Eschen, seconded by Councilman Shanly and carried
unanimously, application for license to sell alcoholic beverages was approved in
the name of the B. and S. Distributing Company for Off-sale.
RESOLUTIONS:
23. Councilman Morris introduced and moved the adoption of
' "Resolution No. 1758
Transferring $53,644.89 from the Electric
Light Fund to the General Fund".
The motion was seconded by Councilman Eschen and on roll call carried unanimously.
V 24. Councilman Leydecker introduced and moved the adoption of
"Resolution No, 1759
Authorizing an Allowance of Fifty Dollars
per Month to Charles R..Smith to Complete
United States Veterans Honor Roll."
The motion was seconded by Councilman Shanly and on roll call carried unanimously.
25. Councilman Eschen introduced and moved the adoption of
"Resolution No. 1760
Rescinding the Positions of Superintendent
of Clinic and Office Manager of the Social
Service Board and Establishing the Position
of Director and Secretary of the Alameda
City Department of Social Service and the
Position of Storekeeper of the Store Depart-
ment of the G,ity of Alameda."
The motion was seconded by Councilman Morris and on roll call carried unanimously.
ORDINANCE PASSED:

Councilman Eschen moved that the ordinance as read be adopted, seconded by Councilman

There being no further business to transact, the Council adjourned to meet in regular
session on Tuesday evening, June 20th, at 8 o'clock.
