1933-07-18 Regular CC MinutesREGULAR MEETING OF TEE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 18th11933 The meeting convened at 8 o'clock with Vice-president Eschen presiding. The roll was called and Councilmen Leydecker, Morris, Shanly and Vice-president Eschen, (4), were noted present. Absent: President Murray, (1). The minutes of the regular meeting of July 5th, 1933, and the minutes of the special meeting of July 10th, 1933, were read and approved. WRITTEN COM-AUNICATIONS: / /1. / From the Street and Electrical Railway Employees of America, Division 192, rela- tive to transbay rate agitation. The communication was, without objection, ordered filed. /2. From the Street and Electrical Railway Employees of America, Division 818, rela- tive to transbay rate agitation. The communication was, without objection, ordered filed. /3. / From Mr. B. F. Lamborn, in reference to transfers of funds from the Electric Light Fund to various other funds. Communication ordered filed. /4. it' From California Municipal Utilities Association, in reference to taxation of mun- icipal receipts. The communication was referred to the City Manager for attention. I/5.7 From Pacific Coast Building Officials Conference, requesting attendance of the Building Inspector to the conference to be held in Monterey, California, August 23 to 26, inclusive. On motion of Councilman Shanly, seconded by Councilman Morris and on roll call unanimously carried, the Building Inspector was authorized to attend the conference and an allowance of $50.00 authorized for his expenses. /6.',/ From Mr. T. A. Pack, a War Veteran, requesting a gratuitous license to sell hand made flower stands in the City of Alameda. On motion of Councilman Morris, seconded by Councilman Leydecker.and unanimously carried, the petition was granted. y77.7. From the City Assessor, submitting the assessment figures for the City of Ala- meda for the year 1933. The communication was, without objection, referred to the City Manager. /8./ From the Alameda Improvement Club, requesting information concerning the present status of the new municipal code for the City of Alameda, which is in process of be- . ing compiled. The City Clerk was instructed to answer the communication, giving the desired information. A. From J. Catucci, requesting permission to construct sanitary sewer with necessa- ry branches and laterals, etc., and certain improvements within the ALAMEDA MARINA. On motion of Councilman Morris, seconded by Councilman Shanly and unanimously carried, permission for the improvements was granted, subject to the approval of the City Engineer. v/10./From R. F. Dickey, presenting charges against the Chief of Police. On motion of Councilman Shanly, seconded by CoUncilman Morris, the City Clerk was instructed to return the charges to Mr. Dickey, as the Council has no jurisdiction. The motion carried by the following vote: Ayes: Councilmen Morris, Shanly and Vice-president Eschen, (3)Whoting: Councilman Leydecker, (1). Absent: President Murray, (1). NEW BUSINESS: 7'11: On motion of Councilman Morris, 'seconded by Councilman Leydecker, the following applications for licenses to sell alcoholic beverages were approved: B. F. Gibson - On and Off license - 1211i Park Street Ernest E. Boyd Off license 1532 Buena Vista Avenue Sophia Frichette Off license 1518 Buena Vista Avenue. The motion was unanimously carried. RESOLUTIONS: /-12. Councilman Morris introduced and moved the adoption of . "Resolution No. 1775 Transferring $7500.00 to the Library Fund and $1500.00 to the Initiative Relief Fund from the General Fund." Councilman Shanly seconded the motion and on roll call it carried unanimously. V13. Councilman Shanly introduced and moved the adoption of "Resolution No. 1776 Transferring $5,000.00 per Month to Unemployment Fund." July 18, 1933. Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Morris, Shanly and Vice-president Eschen, (3). Noes: Coun cilman Leydecker, (1). Absent: President Murray, (1). v7 14. Councilman Shanly introduced and moved the adoption of "Resolution No. 1777 Transferring All Surplus Moneys to the General Fund." Councilman Morris seconded the motion and on roll call it carried unanimously. V 15. Councilman Shanly introduced and moved the adoption of "Resolution No. 1778 Opposing State Taxation on Sales to or by Municipalities, or upon Receipts of Mun- icipal Corporations." Councilman Morris seconded the motion and on roll call it carried unalimously. 16. Councilman Morris introduced and moved the adoption of "Resolution No. 1779 Requesting County of Alameda through its Board of Supervisors to Join the City of Alameda in Proceedings before Railroad Commission for Purpose of Securing Reduction of Transbay Ferry Rates." Councilman Shanly seconded the motion and on roll call it carried unanimously, ORDINANCE PASSED: vi 17. The following ordinance was presented for passage: "Ordinance No. New Series RECLASSIFYING PROPERTY (Northeast corner of Park and Central Avenues)" Councilman Shanly moved that the ordinance as read be adopted, seconded by Councilman Morris and on roll call carried unanimously. ORDINAECE INTRODUCED: The following ordinances were introdaced aid laid over under provision of the Charter: 18. V 19. "Ordinance No. , New Series An Ordinance Providing for the Erection of Traffic Stop Signals on Both Sides of Santa Clara Avenue Between Webster and. Third Streets at all Intersecting Streets, and Requiring the Drivers of All Vehicles to Come to a Full Stop at Street Intersections Before Crossing Said Avenue." "Ordinance No. New Series Providing for the Reorganization of the Fire Department of the City of Alameda, and. Specifying the Two-platoon System, and Re- pealing all Ordinances in Conflict Herewith, Including Ordinances No. 180 N.S. and 491 N.S.fl FILING: The Clerk stated that since the last meeting of the Council the following paper had been filed: 20. Resolution of Board of Supervisors of Alameda County, giving canvass of vote of election of June 27th, 1933.
