1933-08-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, AUGUST 15th, 1933
The meeting convened at 8 o'clock with Council President Murray presiding.
The roll,was called and Councilmen Eschen4Leydecker, Morris, Shanly and President
Murray, (5) were noted present. Absent: None.
The minutes of the regular meeting of August 1st, 1933, were read and approved.
WRIT4N COMVUNICATIONS:
+7 1. From the City Manager recommending against the installation of traffic signals at
the intersection of Webster Street and Lincoln AvenUe, following an investigation con-
ducted by the,railroad company, Webster Street merchants and State Railroad Commission.
On motion of Councilman Eschen, seconded by Councilman Shanly, and unanimously carried,
the recommendation was adopted.
V/ 2.,// From the,City Attorney, informing the Council he had taken up the matter of fran-
chise tax with the Pacific Gas and Electric Company and was awaiting a reply. The
communication was ordered filed.
v • 3. From Wm.,G. Paden, Superintendent of Schools, requesting that the Council donate
the sum of $75.00 for the purchase of equipment for the Junior Police. On motion of
Councilmen Shanly, seconded by Councilman Morris, and unanimously carried on roll
call, the request was granted and a warrant on the Treasurer ordered drawn for the
amount.
4. / From the City Manager, reerring to request from Unemployed Unit No. 1, to omit
the usual inspection fee of *3.00, and recommending that the fee be waived. On
motion of Councilman Eschen, seconded by Councilman Leydecker, and unanimously car-
ried, the recommendation was adopted.
5./ From Northern California Conference of Seventh-day Adventists, requesting per-
mission to solicit funds in the City of Alameda between the dates of August 15th
and December 31st, 1933. On motion of Councilmen Leydecker, seconded by Councilman
Morris, the request was unanimously granted.
6,1 From V. W. Dennen, suggesting the Council sponsor the N.R.A. program for the
various muxibipal departments. The communication was ordered filed.
7./ From the Board of Utilities, informing the Council it had adopted its budget for
the ensuing fiscal year and declared a dividend of $183,500.00 to the General Fund,
as follows: Refund of City Lighting Bills, $52,000.00 and Cash Dividends, $131,500.00.
The budget also includes a special dividend of $4,000,00 for the Gas System Acqui-
sition investigation, and the special appropriation from surplus of $60,000.00 for
the use of the Unemployment Board. The communication was ordered filed.
8 From the City Clerk, requesting confirmation of the appointment of Mrs. Loreme
R. Beatie as Deputy City Clerk. On motion of Councilman Shanly, seconded by Council-
*man Morris, the request was unanimously granted.
9.7 From the Alameda Taxpayers' League, enclosing a resolution in reference to a
proposed regional park. The communication was ordered filed.
10.i From the Alameda Taxpayers' League, in reference to proposed changes in the
Fire Department. Ordered filed.
iv 11. From the Alameda Taxpayers' League in reference to proposed building of schools.

UNF NEED ]USINESS:
12. Councilman Leydecker addressed the Council in reference to various items taken
from the Auditor's records of the City Manager's Revolving Fund.
NEW BUSINESS:
13, Councilman Leydecker addressed the Council requesting, through the Mayor, for a
statement of all receipts and expenditures of the Unemployment Fund to date.
iCouncilmn Leydecker requested the City Attorney, through the Mayor, to render
an opinion as to the possibility of investigatin the Chief of Police's Contingent
Fund.
15,i Councilman Leydecker informed the Council that twenty-five or thirty machines
are continuously parked all night at the Hotel Alameda, and requested that this con-
dition be remedied.
16.' On motion of CouncilmAn Shanly, seconded by Councilman Eschen, and unanimously
carried, the following applications for On and Off Licenses to sell alcoholic bev-
erages were granted: Teddy's Buffet, 1545 Park Street
Santa Clara Creamery, 2421 Santa Clara Avenue.
V *1.63 From the Alameda Taxpayers' League, re resolution adopted. August 8,1933, in
reference to returns from the distribution of electric energy. Ordered filed.

Councilman Shanly seconded the motion and on roll call it carried unanimously.
/ 18. Councilman Morris introduced and moved the adoption of
"Resolution No. 1784
Transferring $1,000,00 from Electric Light
Fund to,General Fund."
CouncilMan Shanly seconded the motion and on roll call it carried by the following
vote: Ayes: Councilman Eschen, Morris, Shanly and President Murray, (4). Noes:
Councilman Leydecker, (1). Absent: None.
19. Councilman Shanly introduced and moved the adoption of
"Resolution No. 1785
Transferring $10,358.67 from the Electric
Light Fund to the General Fund." '
Councilman Eschen seconded the motion and on roll call it carried unanimously.
v'20. Councilman Morris introduced and moved the adoption of
"Resolution No. 1786
Transferring $2,000.00 from Electric Light
Fund to the General Fund."
Councilman Eschen seconded the motion and on roll call it carried unanimously.
21 Councilman Morris introduced and moved the adoption of
"Resolution No. 1787
Transferring $2,000.00 from the General
Fund to the Municipal Bus Fund."
Councilman Eschen secondedthe motion and on roll call it carried unanimously.
ORDINANCES PASSED:

the participation of the East Bay Railways, Ltd., in the repaving of Park Street,
