1933-09-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, SEPTEMBER 19, 1933.
The meeting convened at 8 o'clock with Council President Murray presiding.
The roll was called and Councilmen Eschen, Leydecker, Morris and President Murray.
(4) were noted present. Absent: Councilman Shanly (1).
The minutes of the regular meeting of September 5, 1933, were approved as
corrected.
ORAL COMMUNICATIONS:
1. Mr. Max trelson addressed the Council, referring to attempted interviews with the
City Manager, Councilman Leydecker also addressed the Council on the subject.
2. Mr. Barker addressed the Council in reference to purchases of City supplies in
Alameda, and:Councilman Leydecker addressed the Council on the subject.
WRITTEN COMMUNICATIONS:
3,1 From Alvin N. Nelson, making application for position of City Attorney. The
communication was ordered filed.
4•/ From Alameda Chamber of Commerce, inviting the Council to the Dedication
Ceremonies on Government Island, September 23, 1933. The communication was ordered
filed.
v 5.7 From City Manager, requesting that the Council authorize the City Clork to
advertise for bids covering the purchase of a one thousand gallon'Pumper Engine for
the Fire Department. Upon motion of Councilman Eschen, seconded'by Councilman Morris,
and unanimously carried, the request was granted and the City Clerk was instructed to
advertise for bids covering the purchase of the equipment to conform with specifi-
cations,furnished by the Fire Department.
k/ 6. From City Manager referring to an offer made by Trask and Squire for the
purchase of seventy (70)single tier loCkers, which are not now in use, at a total price
of $119.00. Upon motion of Councilman Morris, seconded by Councilman Eschen, and
unanimously carried, the recommendation of the City Manager was adopted and he was
authorized to complete the sale.
7. V/ From the Tax Collector and Auditor & Assessor, requesting that the expense of
sending a representative from each of the two offices to the Convention of the League
of California Municipalities be allowed by Council. Upon motion of Councilman Eschen
seconded by Councilman Morris, and unanimously carried, the expense was allowed not to
exceed $50.00 for each representative.
8. From the City Manager recommending that the City Clerk be instructed to advertise
for bids for-the installation of a well and pump unit at Franklin Park. Upon motion
of Councilman Morris, seconded by Councilman Eschen, and unanimously carried, the
recommendation was adopted and the City Clerk was instructed to advertise for bids for
the work, to be performed according to specifications furnished by the City Engineer.
9. From the Superintendent of the Golf Course requesting permission to sell a Hay
Rake, not now in use, to M. Olivero, who offered the sum of 010.00 for the implement.
Upon motion of Councilman Eschen, seconded by Councilman Morris, and carried un-
animously, the City Manager was authorized to complete the sale.
10./ From the City Engineer, recommending that the City Clerk be authorized to
advertise for bids for the construction of two Standard Hard Serviced Tennis Courts at
Franklin Park. Upon motion of Councilman Morris, seconded by Councilman Eschen, and
carried unanimously, the motion was adopted and City Clerk was instructed to advertise
for bids accordingly.
NEW BUSINESS :
v 11. Upon motion of Councilman Morris, seconded by Councilman Eschen, and carried
unanimously, Mr. H. Albert George was appointed City Attorney, effective October 1,
1933, at a salary of $225,00 per month.
RESOLUTIONS:
v 12. Councilman Eschen introduced and moved the adoption of
"Resolution No. 1794
Transferring $2,919.86 from the Electric Light Fund to the
General Fund.
Councilman Morris seconded the motion and on roll call it was carried unanimously.

ORDINANCES PASSED:
13. The following Ordinance was presented for passage:
Ordinance No. New Series.
Prohibiting the use of White Canes by persons other than
the blind, requiring motorists to stop at intersections
when any person or persons enter an intersection carrying
a white cane, and providing a penalty for the violation
thereof.
Councilman Eschen moved that the ordinance as read be adopted, seconded by Councilman
Morris and on roll call carried unanimously.

The following Ordinance was presented for passage:
Ordinance No. , New Series
Repealing Ordinance No. 13, New Series, and amending
Section 548, Chapter V111, article 3 of Ordinance No. 1
New Series, known as the Municipal Code of the City of
Alameda, approved January 14, 1913, by re-enacting
said section as amended.
Councilman Morris moved that the ordinance as read be adopted, seconded by Councilman
Eschen and on roll call carried unanimously.
