1933-10-03 Regular CC Minutes6 REGULAR 1ING OF TI-LE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, OCTOBER 3, 1933. The meeting convened at 8 o'clock with Council President Murray presiding. The roll was called and Councilmen Eschen, Leydecker, Morris and President Murray (4) were noted present. Absent: Councilman Shanly (1). The minutes of the regular meeting of September 19, 1933 were approved as read. ORAL COMWNICATIONS: 1. Mr. Calcutt addressed the Council in reference to the reconstruction of the Paxic Street Bridge and was assured by the Mayor that the City's interests in this respect were being safeguarded. WRITTEN 00181UNICATIONS: 2. From the City Planning Commission recommending that theCouncil investigate the possibility of improving and enlarging Franklin Park. The communication was ordered filed. 3. / From the City Planning Commission recommending that a petition for the re- classification of the property at the North East corner of High Street and San Jose Avenue from Residential District, Class 1, to Business District, Class, V, for the purpose of constructing a gasoline service station, be denied for the reason that the location is not suitable for a gasoline service station and the majority of the residents are opposed to it. In view of the fact that a letter had been received from R. F. Dickey, requesting that the petition be referred back to the City Planning Commission for further consideration on the ground that there are certain things of an equitable nature which should be brought to the attention of the Planning Commission, a motion was made by Councilman Eschen, seconded by Councilman Leydecker, and un- animously carried, that the petition be referred back to the Planning Commission and a copy of Mr. Dickey's letter furnished them. 4. From the Mayor, enclosing a letter from Mr. Frank B. Zanazzi, of the firm of Collins and Zanazzi, referring to a Statement which at a recent Council Meeting was alleged to have been made by him and denying that he had made such a statement. The communication was ordered filed. 5. / From the City Managerreferring to the courageous act of Chief of Police, Vern Smith, during an attempted robbery on September 30, 1933, in which Chief Smith en- gaged in a gun battle with a bandit and was seriously.wounded. On motion of Council- , man Morris, seconded by Councilman Eschen, unanimously carried, the Council went on record as commending Chief of Police, Vern Smith, for his courageous action in personally exposing himself to danger and frustrating the robbery when the duty might have been delegated to one of his men. / 6. From the City Manager in reference to a statement made by Councilman Leydecker at the regular Council Meeting of September 19, 1933, concerning the quality and method of purchase of gasoline for City use, informing the Council that the Macmillan Petroluem Corporation submitted the lowest price when bids were called for aid that the gasoline furnished is in accordance with the United States Government specifica- tions for motor fuel and that the cities of Berkeley and Oakland are using the same fuel with satisfactory results. The communication was ordered filed. r( 7. / From the Mayor, enclosing a letter from the Macmillan Petroleum Corporation denying that the gasoline they are furnishing the City of Alameda is of second quality and asserting that the gasoline furnished is equal in quality and specifica- tions to any gasoline now on the market and stating that they are furnishing similar products to the cities of Oakland and Berkeley and to the East Bay Municipal District. The communication was ordered filed. NEW BUSINESS: 8. i Councilman Leydecker directed some questions to the City Manager concerning his personal conduct and was ruled out of order by the Mayor. Councilman Leydecker also spoke in reference to the commutation fare instigation and the withdrawal of motor fuel for City equipment on Sundays and Holidays. Mr. Calcutt requested permission to address the Council under special order of business in reference to a statement attributed to him, and Mr. Frank Gottstein attempted to address the Council and was declared out of order. V 9.v Upon motion of Councilman Eschen, seconded by Councilman Morris, unanimously carried, an application was granted to Eva La Blanc, 1543 Lincoln Avenue, for an On License. 10.1 Upon motion of Councilman Eschen, seconded by Councilman Morris, unanimously carried, the City Clerk was requested to open bids submitted for a one thousand gallon Triple Combination Pumping Engine for the Fire Department. The following bids were submitted: October 3 The Ahrens-Fox Fire Engine Company: • One Model N-D. T-head motor, twin double piston pump for $12,630.00 F. O. B. Alameda One Model C-T overhead-valve motor, twin triple piston pump for 13,630.00 F. O. B. Alameda. Delivery - 60 days. Accompanied by a certified check for $1,365.00. Mack-International Motor Truck Corporation) Type 95 Mack 1000-gallon Pumper equipped with a Byron-Jackson centrifugal pumping unit. Delivered in Alameda. Type 19 Fire Apparatus Engine, equipped with Byron-Jackson • 1000-gallon centrifugal pump. Delivered in Alameda. Accompanied by certified checks for 1,350.00 and ,;i;40.00. Accompanied by certified check for $1 350.00. Upon motion of Councilman Eschen, seconded by Councilman Morris, unanimously carried, the bids were referred to the City Manager for further study.
