1935-11-19 Regular CC MinutesREGULAR MEETING OF THE COTJNCIL OF THE CITY OF ALAMEDA HELD TUESDAY 'MORNING, NOVEMBER 19th, ........ 1935 The meeting convened at 11:00 o'clock A.M. with President Roebke presiding. The roll was called and Councilmen Broyles, Eschen Munro and President Roebke (4), were noted present. Absent: Councilman Morris, (1). The minutes of the regular meeting of November 5th, of the special meeting of November 12th and of the special meeting of November 13th, 1935, were read and approv- ed. PROTESTS OR PETITIONS: Vi. From twenty persons of the medical profession, protesting against the levying of a tax upon all professional people, including physicians, dentists and lawyers, for the privilege of practicing their various professions in Alameda. Councilman Broyles moved that the protest be filed, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Munro and President Roebke,(4) Noes: None. Absent: Councilman Morris, (1). COMMUNICATIONS: (2.7 From the Mayor, City Manager and Auditor, reporting that money and securities in the City Treasury were counted on November 14th, 1935, and that there was charge- able to and under the control of the City Treasurer the amount of $341,006.45. There being no objection, the communication was ordered filed. /3. / From the Building Trades Council, regarding the wage scale on PWA projects. On motion of Councilmen Broyles, seconded by Councilman Munro, the matter was referred to the City Manager for a report. On roll call the motion carried by the following vote: Ayes: Councilmen Broyles, Eschen, Munro and President Roebke, (4). Noes: None. Absent: Councilman Morris, (1). (4. From the Board of Public Utilities Commissioners, regarding the rezoning of property on Eagle Avenue between Grand and Minturn Streets, for a Sub-Station, also copy of a report from Dr. Leonard F. Fuller. Councilman Broyles moved that the communication and report be filed, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilman Broyles, Munro and President Doebke (3). Noes: Councilman Eschen, (1). Absent: Councilman Morris, (1) '5. From the Alameda Improvement Club, requesting re-survey of that portion of Alameda lying west of Webster Street. Councilman Eschen moved that the communica- tion be filed, seconded by Councilman Broyles and on roll call carried by he follow- ing vote: Ayes: Councilmen Broyles, Eschen, Munro and. President Roebke, (4). Noes: None. Absent: Councilman Morris, (1). 6.' From the Board of Police and Fire Commissioners regarding the installation of a two-way radio communicating system in the Police Department, and requesting appropriation of $350,00 to cover cost. Councilman Broyles moved that the matter be referred to the City Manager for investigation and report, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilman Broyles, Munro and President Roebke, (3). -Noes: Councilman Eschen, (1). Absent Councilman Morris, (1). v7./ From the Board of Police and Fire Commissioners, enclosing copy of resolution, with reference to the payment of extra compensation to police officers for profici- ency in marksmanship. There being no objections, the matter was deferred until RESOLUTIONS. From the Oakland Junior Chamber of Commerce, requesting the sum of $250.00 be appropriated •,by the City of Alameda to defray a portion of the expenses of the Transpacific Airmail Inaugural Celebration. RESOLUTIONS AND ORDINANCES INTRODUCED: 0 Councilman Broyles introduced and moved the adoption of "Resolution No. 2008 Fixing Salary of Chief of Police," the motion was seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilman Broyles, Munro and President Roebke, (3) Noes: Councilmen Eschen, (1). Absent: CouncilmAn Morris, (1). 110. Councilman Munro introduced and moved the adoption of "Resolution No. 2009 Transferring Moneys in Account 24-G to Account 40-E; Also Moneys in Account 26-H to Account 40-E," Councilman Broyles seconded the motion to adopt the resolution and on roll call it was adopted by the following vote: Ayes: Councilmen Broyles, Munro and President Roeble (3). Noes: Councilman Eschen, (1). Absent: Councilman Morris, (1). Councilman Broyles introduced and moved the adoption of "Resolution No. 2010 Authorizing and Providing for Extra Monthly Remuneration for Police Officers Attaining a Certain Proficiency in Marksmanship", Councilman Munro seconded the motion to adopt the resolution and on roll call it carried by the following vote: Ayes: Councilmen Broyles, Eschen, Munro and President Roebke, (4). Noes: None. Absent: Councilman Morris, (1). )2. Councilman Munro introduced and moved the adoption of "Resolution No. 2011 A Resolution Accepting the Offer of the United States to the City of Alameda to Aid by Way of Grant in Financing the Construction of a Branch Public Library," Councilman Broyles seconded the motion to adopt the resolution and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Munro and President Roebke, (4). Noes: None. Absent: Councilman Morris, (L). ,X3. Councilman Munro introduced and moved the adoption of "Resolution No. 2012 Appropriating $250 from the Advertising Fund in re Pan American Airways," Councilman Broyles seconded the motion to adopt the resolution and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Munro and President Ro bke,(4). Noes: None. Absent: Councilman Morris, (1). ORDINACE PASSED: 14. The following ordinance was presented for passage and was read by the Clerk: "Ordinance No. New Series Regulating the Parking of Vehicles on the South Side of Webb Avenue, between Park Street and a Point Ninety Feet Easterly Therefrom," Councilman Broyles moved that the ordinance as read be adopted, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Escheat Munro and President Roebke, (4). - Noes: None. Absent: Councilman Morris, 1 BILLS: 15. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $6412.89; Police Department, $36.29;Health Department, $144.50; Park Department, $63.42; Pound Department, 2.52; Fire Department, $257.41; Street Department, $5.22; Golf Course Department, 264.16; Social Service Department, $3327; Store Department, 44607.42; Street Improvement Fund, $238.55; Library Construction Fund, $931.40 and School General Fund, $402.10. Councilman Broyles moved, seconded by Councilman Munro, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims, filed with the City Clerk on November 19th, 1935, and presented to the Council at this meeting besllowed and paid. Councilman Eschen protested the payment of warrants to Tom King, Carl Werner and the City Manager's Revolving Fund. On roll call the bills were passed by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke,(3). Noes: CounoilmAn Eschen, (1). Absent: Councilman Morris, (1). 16. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday morning, December 3rd, 1935, at 11:00 o'clock A.M.
