HELD TUESDAY MORNING, FEBRUARY 18th 1936
The meeting convened at 11 o'clock A.M. with President Roebke presiding.
The roll was called and Councilmen Broyles, Eschen, Morris, Munro and President
Roebke, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular xneetin g of February 4th, 1936, were read and approved.
COMMUNICATIONS:
1.// From the Building Trades Council of Alameda County, protesting against law violators
who have been given a jail sentance doing work on public buildings, etc. Councilman Atm
moved that a copy of this letter be referred to the Police and Fire Commission and to
the Police Judge, and that the City Manager be requested to explain the conditions there-
of to the Building Trades Council, seconded by Councilman Broyles and on roll call carried
by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes;
Councilmen Eschen and Morris, (2). Absent: None.
2./ From the North Side Protective Club requesting use of McKinley Park Club House on
first Thursday evening of each month instead of fourth Thursday as heretofore. Council-
man Broyles moved that this request be granted, provided it does. not interfere with other
meetings, seconded by Councilman Munro and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5) Noes: None.
Absent: None.
3./ From T.L.E.Haug regarding ferry service between Alameda Mole and San Francisco
and the possibility of establishing a bus service operating through Posey Tube between
Westerly half of Alameda and the Southern Pacific CoMpany's Seventh Street line,Oakland.
Councilman Broyles moved that the matter be'referred to the City Attorney, seconded by
Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles
Eschen„ Morris, Munro and President Roebke, (3). Noes: None. Absent: None.
4.1/ From C. C. Howard, requesting an extension of time allotted to start building on
reclassified property at 1562-1566 Lincoln Avenue. Councilman Munro moved that the
request be granted, seconded by Councilman Broyles, and on roll call carried by the
following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke,
(5). Noes: None. Absent: None.
5. /7 From Geo. W. Smith of Hardware Mutual Casualty Company, requesting privilege of
speaking before the Council with regard to the purchase of insurance premiums through
public mutual institutions on public buildings in Alameda. There being no objections,
it was moved that Mr. Smith be allowed five minutes at the next regular meeting of
the Council.
6./ From the Taxpayers' League of Alameda enclosing copy of resolution regarding con-
struction of substation. There being no objection, the communication and resolution
were ordered filed.
7. / From S. G. Blood, City Clerk, recommending payment of $160.00 which remains in
budget for that purpose toward payment of bill for $300.00 from the League of Cal-
ifornia Municipalities for the calendar year 1936, and the balance thereof to be
paid after provision is made in new budget. Councilman Broyles moved that the Council
concur in this recommendation, seconded by Councilman Munro and on roll call carried
by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President
Roebke, (5). Noes: None. Absent: None.
8:1 From Assemblyman Melvyn I. Cronin, pertaining to liquor control, and notifying
of meeting of Legislative Committees whichwill be held on February 20 and 21,
1936, at the State Building, Los Angeles. Councilman Broyles moved that the City
Attorney be authorized to attend, if his health permitted, seconded by Councilman
Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles,
Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None.
9. From the City Manager, B. Ray Fritz, regarding complaint from the Key System
that they have been unable to obtain from Chief Vern Smith information regarding
accidents wherein busses are involved, and recommending that the Council go on
record condemning this practice, and that the Chief of Police be compelled, if
possible, to furnish such information. Councilman Broyles moved that the Council
concur in the recommendations of the City Manager, seconded by Councilman Munro and
on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and Presi-
dent Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None.
10. From Thomas M. Lane, Chief of the Fire Department, requesting the sum of $75.00
be appropriated to help defray cost of entertaining Northern California Fire Chiefs'
Club which will hold its convention in this city on March 28 and 29. There being
no objections, this matter was ordered to be taken up with the Chamber of Commerce
by the City Attorney and the City Manager and if possible this money obtained from
the advertising fund of the Chamber of Commerce.

11. /The City Manager stated that he had a communication from the Architect on the
new Branch Library Building regarding extra work, and that it was essential that he
have an opinion from the City Attorney in regard to the matter, as it involved some
of the regulations of the Federal Government, and that he expected this information
by 2 o'clock this afternoon; thereupon, Councilman Broyles moved that the meeting
adjourn until 3 o'clock this afternoon when this information would be available,
seconded by Councilman Munro and on roll call carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris,
(2). Absent: None.
