1936-03-03 Refgular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY MORNING, MARCH 3, . . . . . . 1936 The meeting convened at 11 o'clock A.M. with President Roebke, presiding. The roll was called, and Councilmen Broyles, Eschen, Morris, Munro and President Roebke (5) were noted present. Absent: None. NUTES: The minutes of the regular meeting of February 18th, 1936, and of the adjourned regular meetings of February 18th, 19th and 24th, 1936, were read and approved. OPENING OF BIDS: 1../ Bids were opened for furnishing underground valves and rotating sprinkler heads for the Alameda Municipal Golf Course, as follows: Buckner Manufacturing Company ............ $ 2958.75 Sales Tax 40 **** 4■0*************4 OOOO OO 440 88.76 $ 3047.51 Accompanied by Cashiers Check for $305.00 Hanna Irrigation Systems Coupling Valves ........... Bolr,,nder which contained a communica- tion, but no bid submitted. Councilman Broyles moved that the bids be referred to the City Manager for check and recommendation, seconded by Councilman Munro. Councilman Eschen offered an amendment that the City Engineer be included in the investigation, seconded by Councilman Morris, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. The original motion was then voted on and carried, as follows: Ayes Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. CODEMICATIONS: 2./ The City Manager requested authorization to apply to W.P.A. for grant for a mun- icipal stadium. Councilman Broyles moved, seconded by Councilman Munro, that the City Manager be authorized to file an application for grant of $385,000.00 With W.P.A. for a municipal stadium, as per tentative plans. On roll call the motion carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 3. V A copy of Resolution adopted by the Board of Free Library Trustees, was presented, commending the Council for cooperation received in connection with the planning of the new Branch Library. There being no objection, the resolution was ordered filed. // 4. From West End Merchants Association, recommending the building of the proposed municipal stadium at the foot of Pacific Avenue. There being no objections, the com- munication was ordered filed. 5• From Alameda High School Traffic Commission, relative to the installation of traffic control in front of the Alameda High School. Councilman Broyles moved that the matter be referred to the City Manager, seconded by Councilman Munro and on roll ' call carried by the following vote: Ayes; Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 6/ From T.L.E.Haug, relative to Bay Bridge transportation and bus feeder service connecting western Alameda with the Southern Pacific Seventh Street line via the Posey Tube. There being no objections, the communication was referred to the City Attorney. 7. / From W. L. Ridout, extending appreciation for excellent cement work which was put in front of his residence. There being no objection, the communication ordered filed. 8.v From Alameda most No. 9, American Legion, extending invitation for meeting in the Veterans' Memorial Building, on Friday, March 6th, at 8:15 o'clock P.M. There being no objection the communication was ordered filed, and the City Clerk requested to send a letter of thanks for this invitation. 9.v/ From the City Manager, regarding installation of curbing throughout the City and recommending- that, on account of the fact that comparatively so few property owners have signified their willingness to have this work performed, we do not file a project at this time, the work to have been done by W.P.A. labor. There being no objections, the communication was ordered filed. 10. From Councilmen James N. Eschen and Bert W. Morris, protesting against morning and adjourned regular meetings. There being no objections, the communication was ordered filed. RESOLUTIONS: 11. Councilman Munro introduced and moved the adoption of "Resolution No. 2040 In Re, Land Acquired for Branch Public Library", Councilman Broyles seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. FILING: 12. The Clerk presented for filing the following: Financial Report of the City of Alameda submitted by Jordan & Ticoulet, as of January 31st, 1936. BILLS: 13. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City,Council: General Departments, $3199.32; Police Department, $,46; Pound Department, $1.51; Fire Department, $80.75;- Street Department,$3.-78; Health Department, 59.1O, Park Department, $4.95; - Golf Course Department, $78.15; Store Department, $1282.27; Social Service Departmer3, $64.90; Initiative Relief Fund, $300.00; Gas Tax Fund, $13.25; Library Construction Fund, $250.57;Street Improvement Fund, $64.52; East Bay Municipal Utility District Payments Fund, $2493.41, Councilman Munro moved, seconded by Councilman -Broyles, that the claims and bills against the City in the amounts as listed and itemized on the List of Claims filed with the City Olerk on March 3,- 1936, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Broyles, Munro and President. Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 14. There being no further business to transact, the Council adjourned to meet in adjourned regular session on Tuesday evening, March 3rd, 1936, at 7:30 o'clock P.M.
