1936-05-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY MORNING, MAY 6th 1936 The meeting convened at 11 o'clock A.M. with President Roebke presiding. The roll was called and Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5), were noted present. Absent: None. IVIINUTES: The minutes of the Adjourned Regular Meeting of April 24th, 1936, were read and approved. COMMUNICATIONS: / 1. From Mayor Hans W. Roebke, advising that he had reappointed "Mr. H. W. Glover as a member of the Board of Free Library Trustees for the term expiring in April 1941. Councilman Broyles moved that this appointment be concurred in, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 2.v/ From the City Attorney, . J.-Locke, advising that he does not find any municipal ordinance prohibiting Hollywood Post No. 939, Veterans of Foreign Wars from sponsoring certain shows to raise funds to carry on charitable activities. There being no object- ion, the communication was ordered filed. 3.7 From Hollywood Post No. 939, giving dates on which that organization proposes to sponsor shows for Winter charity purposes, namely, June 16th to 21st. Councilman Munro moved, seconded by Councilman Eschen, that the request to sponsor shows on these dates be granted, provided that the shows be held on property within Zone VII. Councilman Broyles offered an amendment that in event the shows be deemed or considered a circus, any license required to be paid therefor be refunded to Hollywood Post No. 939, second- ed by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. The original motion was then 'offered and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 4./ From the City Manager, regarding transferring of $1,000 as a loan from Account No. 82 to the Special Gas Tax Fund, in order that construction work on Santa Clara Avenue gutters may proceed. There being no objections, the matter was deferred until "Resolutions." 5. ` From the Board of Education of the City of Alameda submitting Elementary School Budget for fiscal year 1936 -1937. There being no objection, the budget was referred to the City Manager. 6.f From Mrs. Bianca Conti Royce relative to her property located at Franklin Park and requesting the City of Alameda to purchase same for the sum of $6,500, This matter was referred to the City Manager with the recommendation that purchase price of this property be included, if possible, in budget for the coming fiscal year. 7.7' It was moved by Councilman Broyles, seconded by Councilman Eschen, that the City Manager investigate the conditions regarding the enforcement of Oakland ordinance prohibiting left -hand turns by northbound traffic at the Oakland entrance of Posey Tube, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. RESOLUTIONS: 8. Councilman Broyles introduced and moved the adoption of "Resolution No. 2049 Transferring $1,000 as a Loan from Account No. 82, Employment Bureau, to the Special Gas Tax Fund ", Councilman Morris seconded the motion and on roll call earried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 9. Councilman Munro introduced and moved the adoption of "Resolution No. 2050 Re Improvement of Maitland and Otis Drives ", Councilman Broyles seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. FILING: The following papers were offered for filing: 10. Certificate of third payment of $307.08 for Branch Public Library Contract 11. Financial Statement of Jordan & Ticoulet, Special Accountants, as of March 31st,1936. BILLS: 12. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $1537.33; Police Department, $7.87; Pound. Department, $1.20; Fire Department, $43.81; Street Department, $.15; Health Department, $159.10; Park Department, $12.68; Store Department, $4238.17; Social Service Department, $53.54; Initiative Relief Fund, $72.00; Library Construction Fund, $4334.51, and School General Fund, $1746.33. Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on May 6th, 1936, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the 'following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 13. There being no further business, the Council adjourned to meet in regular session on Tuesday morning, May 19th, 1936, at'll o'clock A.M.
