HELD TUESDAY EVENING, OCTOBER. 20th 1936
The meeting convened at 8 o'clock P.M. with President Etchen presiding.
The roll was °ailed, and Councilmen Morris, Weichhart and President Eschen
were noted present. AbsentCGouncilmen Carrington and Godfrey, (2).
MINUTES:
The minutes of the Adjourned Regular Meeting of October 6th, 1936, were read and
approved.
WRITTEN COMMUNICATIONS:
71. A communication was presented from E. F. Hutchings, Regional Secretary, extending an
invitation to the regular Fall meeting of the East Bay Regional League of the California
League of Municipalities. The communication was ordered filed.
/2. From Fish & Game Development Association, in reference to proposed legislation reg-
ulating the take of sardines for reduction purposes. The communication was ordered filed.
13: From the Mayor of the City of Glendale, L. E. Olson, in reference to proposed amend-
ment to Article IV of the State constitution. The communication was ordered filed.
OAT, COMMUNICATIONS:
V4• Judge E. J. Silver addressed the Council in reference to the prospect of the
purchase of property known as 1519 Broadway, for the extension of Webb Avenue. After
discussion with the Council, consideration was postponed until the regular meeting of
November 4th, 1936, in order that all of the members of the Council might be present.
REPORTS OF COMMITTEES, OFFICIALS, etc;
/5• From the City Planning Commission, approving the action of the Council in reclas-
sifying upon its own motion the northeast corner of Central Avenue and Union Street,
from Business District, Class V, to Residential District, Class II. The communication
was ordered filed.
/6. From the City Manager, in reference to a petition protesting the erection of sign boards on property at the northwest corner of Central Avenue and 8th Street, informing
the Council that his investigation disclosed that the petitioners objected to the
advertising matter on the sign rather than to the presence of the signboards, and
that the objectionable sign had been removed; also that in the future no signs of an
objeotionable nature will be posted on the streets of Alameda. The communication was
ordered filed.
From the Building Inspector, E. H. Rogers., submitting a report of his attendance
at the Building Inspectors' Conference held in San Francisco October 7th and 8th, and
including a list of expenses incurred by him totaling tz.84. The communication was
ordered filed.
18. From the City Manager, Chas. R. Schwanenberg, recommending the appointment of
a General Foreman in the Parks and Playgrounds Department at a salary of $175.00 per
month. Action was deferred to come up under the subject, "Resolutions", and the
communication was ordered filed.
4 9. ' From Councilman Bert W. Morris, recommending improvement of the bathing beaches
on the south shore of Alameda. The communication was referred to the City.Manager
for investigation.

10. The following ordinances were introduced and laid over under provision of the
Charter:

NEW BUSINESS:
11. The Mayor informed the Council that a meeting was to be held in the Governor's
office at Sacramento on October 22nd, to discuss the tolls to be charged on the San
Francisco-Oakland Bay Bridge. On motion of Councilman Weichhart, seconded by Council-'
man Morris and unanimously carried, the City Manager and the City Attorney were
instructed to attend the meeting as representatives of the City.

12. Councilman Morris introduced and moved the adoption of

16. President Eschen requested Vice-President Morris to assume the Chair, and then
introduced and moored the adoption of

Airport, Inc.,"
Councilman Weichhart seconded the motion, and on roll call carried by the following vote:

20. Resolution of the County Board of Supervisors regarding consolidation of Mun cipal
Election to be held in the City of Alameda on November 3,1936, with General State
election to be held on the same date.

21. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General De-
partments, $3056.32; Police Department, $144.92; Pound Department, $.05; Fire Department,
$268.22; Street Department, $278.11; Health Department, $160.40; Park Department, $423.46;
Golf Course Department, $555.60; Store Department, $276.50• Social Service; Department,
$47.70• Street Improvement Fund, $ 1,96; Gas Tax Fund #1, 120.00; Library Construction
Fund, #2, $2429.05.
Councilman Morris moved, seconded by Councilman Weichhart, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on October 20th, 1936, and presented to the Council at this meeting be al-
lowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen
Morris, Weichhart and President Eschen, (3). Noes: None. Absent: Councilmen Carrington
and Godfrey, (2)
