1937-04-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 20TH, 1937 The meeting convened at 8 o'clock p.m. with Vice President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Vice President Weichhart, (5), were noted present. Absent: None. 1. Henry A. Weichhart was placed in nomination for President of the Council by Council- man Maurer. The nomination was seconded by Councilman Godfrey and on roll call the nominee was declared elected to the office by the following vote: Ayes: Councilmen Car- rington, Godfrey,Maurer, Morris (4). Noes: None. Not voting; Vice President Weichhart, (1). Absent: None. Thereupon Councilman Morris congratulated the newly appointed Presi- dent. V2, Councilman Carrington placed in nomination for Vice President of the Council Council- man Milton C. Godfrey, seconded by Councilman Maurer and on roll call the nominee was declared elected by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Not Voting: Councilmen Godfrey, (1). Absent: None. MINUTES: 3. The minutes of the regular meeting of April 6th, 1937, were approved as t ane ribed. WRITTEN COMMUNICATIONS: 4, A communication was presented from the Alameda Improvement Club, endorsing the recommendation of the Board of Police and Fire Commissioners, concerning restoration of salaries and increase of the minimum entrance salary to members of the Police and Fire Departments. The communication was ordered filed. /5. From Helen L.C.Lawrence, Secretary of East Bay Division of the League of California Municipalities, extending invitation to a meeting to be held in Richmond on April 30th, 1937. Mayor Weichhart urged that as many of the officials as can,attendflthe meeting. 16. A resolution from the Oakland City Council supporting the City of Alameda in its efforts to secure more direct rail transportation connecting with the Bay Bridge. The City Clerk was instructed to forward a copy to the Interurban Transportation Committee, and a letter of acknowledment to the Oakland City Council. /7. From Harry G. Williams, Auditor and Assessor of the City of Oakland, enclosing copy of Assembly Bill No. 2808, adding Section 1098 to the Political Code relating to elec- tions. On motion of Councilman Morris, seconded by Councilman Maurer,the communication was ordered filed. v8. From Alameda Parlor No. 47, Native Sons of the Golden West, asking that when the bell is removed from the City Hall Tower it be installed in one of the City parks. The com- munication was referred to the City Manager. OPENING OF BIDS: V 9• Bids for the improvement of High Street from the High Street Bridge south to the southerly line of San Jose Avenue were opened, as follows: Independent Construction Co., Ltd. 000 ***** $25,520.51 Accompanied by certified check in amount of $2,700.00 Heafey-Moore Co. 25,797.72 Accompanied by certified check in amount of 03,000.00 Ransome Company 26,676.00 Accompanied by certified check in amount of $2,800.00 Councilman Godfrey moved that the bids be referred to the City Manager, the City Engineer and the State Highway Department for recommendation, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. REPORTS OF COMMITTEES, ETC: ,10. From the Board of Public Utilities, endorsing the recent action of the City Council in eliminating the cost to the Soft Ball League for flood lights in public parks, and suggesting that the Council extend the same courtesy to tennis players who use the City parks tennis courts. On motion of Councilman Morris, seconded by Councilman Car- rington and unanimously carried, the communication was referred to the City Manager. ill. From the City Planning Commission, recommending that Hoppert & Bergesen who are operating a used oar sales lot at 2435 Central Avenue under a temporary revocable permit be instructed to improve the condition and appearance of the premises. On motion of Councilman Maurer, seconded by Councilman Morris and unanimously carried, the communica- •ion was referred to the City Manager with power to act. 12. From the City Planning Commission, recommending the reclassification of property known as 1252 Broadway, from Residential District, Class I, to Residential District, Class 1 3/4, to Permit the construction of flats. On motion of Councilman Morris, seconded by Councilman Godfrey and unanimously carried, the recommendation was adopted. r 713. From the City Planning Commission, recommending the reclassification of property known as 1038 Santa Clara Avenue from Residential District, Class I, to Residential Dis- trict, Class 1 3/4, to permit remodeling into flats. On motion of Councilman Maurer, seconded by Councilman Morris and unanimously carried, the recommendation was adopted. X14. From the Board of Police and Fire Commissioners, recommending the removal of the five- year probationary period and full restoration of salaries to those of the fiscal year 1931 -1932. Consideration was deferred until the time for fixing the budget for the fiscal year 1937 -1938. ✓5. From the City Manager, recommending that the sum of $3,092.21 be transferred from Account 70 -C, Contingent Fund, to Account 126 -E, Police Radio Equipment. On motion of Councilman Morris, seconded by Councilman Carrington and unanimously carried, the recommen- dation as adopted. /16. From the City Manager, recommending that contract of Roy K. Hanna for furnishing undeg ground valves and sprinkler heads at the Municipal Golf Course be accepted. Councilman Maurer moved that the contract be accepted, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent None. 17. From the City Manager, recommending that the-contract for the removal of the City Hall Tower be awarded to the low bidder, George Swanstrom, for $3192.00. Counciim.an Morris moved, seconded by Councilman Maurer, and unanimously carried, that the recommendation be adopted. ✓18. From the City Manager, recommending that an ordinance be drawn regulating automobile wrecking yards in the City of Alameda. The recommendation was referred to the City Attorney and the Fire Chief. /19. From the Board of Police and Fire Commissioners, requesting that Police Officer B. C. Bridges be allowed expenses not'to exceed $50.00, to attend the State Convention of International Association of Identification, to be held at Santa Cruz on May 27th to 30th, inclusive. Councilman Godfrey moved that the request be granted and expenses rat to exceed $50.00 allowed, seconded by Councilman Morris, and on roll call carried by the fol- lowing vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES INTRODUCED: 20. The following ordinances were introduced and laid over under /rovision of the Charter: "Ordinance No. New Series Designating Lincoln Avenue from the Easterly Line of Park Street to the Westerly Line of Gibbons Drive a Through Highway, Providing for the Erection of Traffic Stop Signs at all Intersecting Streets, and Requiring Drivers or Operators.of all Vehicles to Come to a Full Stop at Street Intersections," "Ordinance No. New Series Reclassifying Property Property Known as 1252 Broadway)* "Ordinance No. New Series Reclassifying Property (Property Known as 1038 Santa RESOLUTIONS: 21. Councilman Carrington introduced and moved the adoption of "Resolution No. 2157 Authorizing Execution of Contract with George Swanstrom for Work on City Hall", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes ; Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORiDINANCE PASSED: 23. "Ordinance No. New Series Reclassifying Prq rty (Property Known as 1223 High Street) ", Councilman Morris moved that the ordinance as read be adopted, seconded by Councilman Godfrey, and on roll call carried by the follows vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: The Clerk presented for filing the following papers: 24. Affidavit of Publication - Notice to Electors. 25. Affidavit of Publication - Notice to Bidders. 26. Oath of Office, Henry A. Weichhart,as President of the Council and Ex Officio Mayor. 27. Oath of Office, M. 0, Godfrey, as Vice President of the Council. BILLS: 28. An itemized list of claims against the City of Alameda and the several departments ' thereof in the total amounts as follows, was presented to the City Council: General Departments, $5431.99; Police Department, $3510.14; Pound Department, $8.56; Fire De.. artment, $538.51; Street Department, $333.54;Health Department, $224.66; Park Department, 41391.61; Golf Course Department, $1534.81; Store Department $73.70; Social Service Depart- ment, $54.15; Initiative Relief Fund, $89.50 Gas Tax Fund #1, $159.11 and Street Improle- ment Fund, $52.19. Councilman Morris moved, seconded by Councilman Godfrey, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on April 20th, 1937, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5): Noes: None. Absent: None. 29.
