HELD TUESDAY EVENING, MAY 18th 1937
The meeting convened at 8 o'clock p.m. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Pres-
ident Weichhart, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular meeting of May 4th, 1937, were approved as transcribed.
WRITTEN COMMUNICATIONS:
V1, From the Alameda Chamber of Coinmeroe, su esting a program be uncle taken for
beautifying the City. The communication as referred to the City Planning Commission.
/2, From the Veterans' Welfare Board, State of California, requesting cancellation of
certain taxes now appearing as a lien against property owned by the Board in this City.
The communication was referred to the City Attorney.
/3. From A. v. Hougard, in reference to the City's accounting system, and alleged
discrepancies between the accounts of the Auditor and the Bureau of Electricity. The
communication was referred to the Public Accountants, Jordan & Ticoulet for a report.
v4, From the Alameda Council of Boy Scouts of America, thanking the City for printing
extra copies of the annual report booklet which had been distributed in various cities
and towns in the United States through the office of the Boy Scout executive. The
communication was ordered filed.
5. From the Alameda Woman's Improvement Club, Inc., informing the Council that the
members had gone on record as not being in favor of the proposed stadium in McKinley
Park. The communication was ordered filed.
6. From the Alameda Woman's Improvement Club, Inc., requesting the extension of the
San Jose Avenue bus line to include service either on Pacific or Buena Vista Avenues.
The communication was referred to the City Manager.
ORAL COMMUNICATIONS:
/7, Mr. Ben. F. Lamborn addressed the Council in reference to removal of Mastick
Station and the Southern Pacific franchise on Encinal Avenue which is about to expire.
8. Mr. Frank Gottstein addressed the Council in reference to the Southern Pacific
/franchise, and transportation.
REPORTS OF COMMITTEES, ETC:
(9. From the City Planning Commission, informing the Council that it s unanimously
in favor of providing for a stadium in McKinley Park, and recommending that plans for
the playground be given further consideration and be re-drawn, and then submitted to
the Commission for approval. A motion was made by Councilman Godfrey that the recom-
mendation of the Planning Commission be adopted, and that the City Manager be authorized
to proceed with the preliminary work, seconded by Councilman Maurer and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5). Noes: None. Absent: None.
NEW BUSINESS:
10. Councilman Morris requested information concerning the City Manager's decision not
to issue permits for open front stores. The City Manager explained that the decision
had been reached as a health measure, and interpretation of the State laws in reference
to preservation of health.
ill. A motion was made by Councilman Maurer, seconded by Councilman Morris, that the
President and Vice President of the Council be authorized to request the cancellation
of the schedule bond covering employees and officials of the City, issued by the
Pacific Indemnity Company which had been replaced by the bond of another company on
April 16th, 1937. The motion carried unanimously.
112. Councilman Godfrey offered a suggestion that the athletic field provided for in
the plans for the improvement of McKinley Park be called "Rittler Field", in compli-
ment to Otto Rittler, athletic instructor of the Alameda High School. The other
Councilmen expressed their approval of the suggestion and it was requested that
publicity be given it so that the opinion of the public might be obtained.
RESOLUTIONS:
13. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2162
Transferring $750.00 from Contingent Fund, Account No.
70-B, to Automobiles, Account No. 132-B",
Councilman Godfrey seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
14. Councilman Morris introduced and moved the adoption of
"Resolution No. 2163
Resolution of Intention to Close that Portion of
Harrison Avenue Lying Between the Easterly Line
of Pearl Street and the Westerly Line of Versailles
Avenue, in the City of Alameda",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weibhhart (5). Noes:
None. Absent: None.
15. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2164
Transferring $1751.92 from the General Fund to
Bure@4 of Electricity Fund",
Councilman Morris seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes:
None. Absent: None.

Councilman Maurer moved that the ordinance as read be adopted, seconded by Councilman God-
frey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
FILING:
/17. The following paper was presented for filing:
Senate Concurrent Resolution No. 38 - approving the Charter of the City
of Alameda, voted for and ratified by the qualified electors of
said City at a special election held on the 29th day of April, 1937.
BILLS:
18. An itemized list of claims against the City of Alameda and the several departments
the in the total amounts as follows, was presented to the City Council: General
Departmnnts, $4821.42; Police Department, $215,08; Fire Department, $317.34; Health De-
partment, $568,97; Street Department, $158.45; Park Department, $999.06; Golf Course
Department, $434.41; Store Department, $6.69; Social Service Department, $126.01° Initia-
tive Relief Fund, 32.00; Street Improvement Fund, $377.27 and Gas Tax Fund #1, 208.00.
Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on May 18th, 1937, and presented to the Council at this meeting be allowed
and paid. On roll call this motion carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
19. There being no further business to transact, the Council adjourned to meet in ad-
journed regular session on Wednesday afternoon, May 26th, 1937, at 5 o'clock P.M.
