1937-07-06 Regular CC MinutesREGULAR MEETING OF TEE COUNCIL OF TEE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 6th . . . 1937 The meeting convened at 8 o'clock D.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. S: The minutes of the adjourned regular meeting of June 29th, 1937, were approved as transcribed. 7.TRITTEN COMMUNICATIONS: V1. From Chas. H. Petersen & Co., requesting permission to submit a proposal for auditing the books and accounts of the City for the fiscal year 1937-1938. The communication was ordered filed. 12. From the Chief of the Fire Department of the City of Spokane, Washington, calling attention to the meeting of the Pacific Coast Association of Fire Chiefs on August llth to 14th in that City, and requesting that the Fire Chief of this City be sent to the meeting. The communication was ordered filed. Y3. From the Associated Printing Industries, requesting that the funds for advertising be only expended through an advertising agency wnich has been continuously in business and a tax payer in Alameda County for a period of 18 months previous to July 1, 1937. The communication was ordered filed. 4• From Public Administration Service, in reference to contemplated adoption of a civil service system in the City of Alameda, and offering the services of that organization as consultants. On motion of Councilman Morris, seconded by Councilman Godfrey and unanimous- ly carried, the communication was referred to the Civil Service Board. /5. From Hendrickson-Ohlin, requesting a temporary revocable permit to operate a sales agency and rental track for motor glides on the site of the San Francisco Bay Airdrome,Ltd. The communication was referred to the City Planning Board on motion of Councilman Godfrey, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Maurer and President Weichhart, (5). Noes: None. Absent: None, HEARINGS: 16. A communication was received from E.H. Rogers, Building Inspector, in reference to the dilapidated building located at 1439 Morton Street, and requesting that the Council pass a resolution declaring this building a public nuisance. The communication was refer/a- ed to "Resolutions". REPORTS OF COMMITTEES. ETC: 7. Nominations were received from Mayor Weichhart for the following members of the City Planning Board: Harold B. Fisher Harry P. Stow S. M. Haslett Geo, S. Williams Henry H. Meyers for the term expiring June 30, 1938 for the term expiring June 30, 1939 for the term expiring June 30, 1940 for the term expiring June 30, 1941 for the term expiring June 30, 1942. The nominations were referred to "Resolutions". /8. Nominations were received from Mayor Weichhart for the following members of the Civil Service Board: R. A. Wondolleck S. Leonard Rea Dr. John H. Bajuk Irving Coan Albert C. The nominations were referred to "Resolutions% 9. From the City Manager, submitting certificate of final acceptance from the Arch- itect, Carl Werner, for the removal of the City Hall Tower. Councilman Godfrey moved that the work be accepted, seconded by Councilman Maurer and on roll call carried by the following vote a Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 10. From the City Planning Commission, recornniending the reclassification of property kno as 2454 San Jose Avenue, from Residential Distriet, Class I, to Residential District, Class 1 3/4, for the purpose of remodeling into flats. Councilman Maurer moved that the recommendation be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhat (5). Noes: None. Absent: None. 11. From the City Planning Commission, recommending the reclassification of property known as 1801 Lafayette Street, from Residential District, Class I, to Residential District, Class II, for the purpose of remodeling into apartments, Councilman Morris moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer Morris and President Weichhart (5). Noes: None. Absent: None. (12. From the City Clerk, D. Elmer Dyer, notifying the Council of the appointment of Mrs. Loreme R. Beatie as Deputy City Clerk, and requesting confirmation of the appoint- ment. Councilman Maurer moved-that the appointment be approved, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES INTRODUCED: 13. Councilman Carrington introduced the following ordinance which were laid over under provision of the Charter: "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 2454 San Jose Avenue) "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1801 Lafayette Street)". Councilman Morris addressed the Council in reference to the budget adopted by the Board of Public Utilities Commissioners and suggested that a more detailed report on the items of the budget be obtained. The City Clerk informed the Council that the City Manager had requested the Board of Utilities for such a report and that a copy had been received and would be oonied and forwarded to the Council as soon as possible. It was also recommended that a meeting be arranged, to be attended by the Council and the Public Utilities Boardlto discuss the details of the budget, and it was decided to arrange such a meeting as soon as the City Manager returned from his vacation. RESOLUTIONS: 15. Councilman Morris introduced-and moved the adoption of "Resolution No. 2176 Designating the Alameda Times-Star as the Official Newspaper of the City of Alameda", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None, 16. Councilman Morris introduced and moved the adoption of "Resolution No. 2177 Appointing Members of City Planning Board", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 17. ,Councilman Carrington introduced and mowed the adoption of "Resolution No. 2178 Appointing Members of Civil Service Board" Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None, Absent: None. 18 Councilman Maurer introduced and moved the adoption of "Resolution No. 2179 Prescribing Form of Oath of Office", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), Noes: None. Absent: None. 19. Councilman Carrington introduced and moved the adoption of "Resolution No. 2180 Transferring $956.96 from Initiative Relief Fland to the General Fund", Councilman Godfrey seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None, 20, Councilman Godfrey introduced and moved the adoption of "Resolution No. 2181 Transferring 41000 from General Fund to Initiative Relief Fund," Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 21._ Councilman Godfrey introduced and moved the adoption of "Resolution No. 2182 Declaring Building Known as No. 1439 Morton Street Alameda, California, a Public Nuisance", Councilman Maurer seconded the motion,,and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None, Absent: None. ORDINANCES FOR PASSAGE: 22. "Ordinance No. New Series Appropriating and Authorizing the Expenditure of Public Moneys for Advertising for the Fiscal Year Ending June 30, 1938", Councilman Maurer moved that the ordinance as read be adopted, seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. 23, "Ordinance No. New Series. Amending Section 9 of An Ordinance Entitled 'An Ordinance Establishing Districts or Zones and Regulating Therein the Use of Property, Height of Buildings and Required Open Spaces for Light and. Ventilation of Such Buildings, and. Repealing All Ordinances in Conflict Herewith, Including Ordinances Nos. 227, N.S., 319 N.S., and 338 N.S., Excepting, However, the Zone Map Heretofore Adopted By Ordinance No, 227 N.S., and Referred to in Section 1 Hereof'", Councilman Morris moved that the ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. BILLS: 24, An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, 41903.21; Police Department, 4386.46; Pound. Department, 416.53; Fire Depart- ment, 467.63; Street Department, 4393,37; Health Department, 4165.58; Park Department, 4607010; Golf Course Department, 4527.58; Store Department, 415.05; Social Service Department, 4224.01; Gas Tax Fund #1, $6476,80 and Gas Tax Fund #2, 44313.72. Councilman Maurer moved, seconded by Councilman Morris, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on July 6th, 1937, and presented to the Council at this meeting be allowed and paid. On roll call, this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), Noes: None. Absent: None. 25.
