HELD TUESDAY EVENING, AUGUST 3rd, 1937
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilman Carrington, ,Godfrey, Maurer, Morris and
President Weichhart, (5), noted present. Absent: None.
MINUTES:
The minutes of the regular meeting of July 20th, 1937, were approved as trans-
cribed.
WRITTEN COMMUNICATIONS:
, 1. A communication was received from the Chamber of Commerce, informing the Council
that it had voted unanimously to support such measures as the Council might see fit to
enact to increase the revenue of the City in order that the tax rate may be lessened.
The communication was ordered filed.
12. From the Alameda Chamber of Commerce, requesting that the City follow its custom
to vote a sum of money for advertising purposes and that the Chamber of Commerce be
entrusted with the disbursement of the fund. The communication was referred to
"Resolutions."
3. From the Secretary of the East Bay Division, League of Municipalities, extending an
invitation to the Mayor and City officials to attend a meeting to be held at Martinez on
August 20th, at 8 o'clock P.M. The communication was ordered filed.
14. From the Board of Education, applying for a temporary permit to use for school
purposes the building at 1532 St.Charles Street which has recently been acquired by the
Board. On motion of Councilman Morris, seconded by Councilman Godfrey and unanimously
carried, the communication was referred to the City Planning Board.
v5. From the President of East Bay Council F.O.E., requesting an appropriation for
advertising purposes in connection with the State Aerie Convention of the F.O.E. to
be held in San Diego in June 1938. On motion of Councilman Godfrey, seconded by Council-
man Morris and unanimously carried, the Clerk was instructed to answer the request and
the communication was referred to the Chamber of Commrce.
6. From W. R. Calcutt, requesting that the City Manager be instructed to take up
with the East Bay Street Railways, Ltd., the advisability of diverting the Bay Farm
Island bus so that it might operate over Otis Drive and Park Street as far as Santa
Clara Avenue. On motion of Councilman Morris, seconded by Councilman Carrington and
unanimously carried, the communication was referred to the City Manager.
V7. From F. A. Williamson, member of the Library Board, requesting leave of absence
in order that he might take a trip to Europe. On motion of Councilman Maurer, seconded
by Councilman Morris and unanimously carried, Mr. Williamson was granted a six months'
leave of absence, beginning on August 15th, 1937.
4 8. From Ford E. Samuel, Postmaster, accompanied by a letter Tram LetterCarrier Clyde
H. Calvin, suggesting that the name of Park Avenue be changed and that there be a
readjustment of street numbers on Park Street, Alameda and Central Avenues in the
vicinity of Park Street. After the Council had been addressed by Mr. Poyers who
opposed the changing of the name of Park Avenue, Councilman Maurer moved that the
communication be referred to the Committee of the Whole, seconded by Councilman Godfrey
and on roll call carried by the followin vote: Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
ORAL COMMUNICATIONS:
9. Mr, Frank Gottstein addressed the Council in reference to the possibility of
Webster Street being flooded during the Winter rains, and recommended that the grade
of the street be raised.
10. Mr. John Wright addressed the Council re erence to construction of East Bay
Shore Highway.
REPORTS OF COMMITTEES, ETC:
11. A communication was received from the City Manager, informing the Council that
the application of the Board of Port Commissioners of the Port of Oakland for a
modification of the Pierhead Line on the north side of Inner Harbor between Pierhead
Point 13 and Pierhead Point 19N would affect the change on the Oakland side only and
would not in any way affect the Pierhead Line on the Alameda side. The communication
was ordered filed.
12. From the City Planning Board, recommending the reclassification of property
on southern line of Webb Avenue, 189 feet 4 inches east of Park Street, with a
frontage on Webb Avenue of 50 feet, from Residential and Business Distric% Classes
I and III, to Business District, Class V, for the purpose of constructing an addition
to a service garage. Councilman Maurer moved that the recommendation of the Planning
Board be approved, seconded by Councilman Carrington and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and Presi
dent Weichhart, (5). Noes: None, Absent: None.
13. From the City Manager, informing the Council that since the discontinuance of the
use of meter boxes at tennis courts for a trial period of six months, the majority
of players using the courts are from out of town, and that owing to the existing
conditions it is his recommendation that the 25 cent meters be reinstated. Councilman
Godfrey moved that the City Manager's recommendation be adopted, seconded by Councilman
Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, God-
frey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
/14. The tentative budget for the fiscal year 1937-1938 was submitted by the City Manager.
Councilman Morris moved that the tentative budget be referred to Committee of the Whole,
seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
v15. From Thos. M. Lane, Chief of the Fire Department, requesting permission to attend
the Pacific Coast Association of Fire Chiefs convention to be held in the City of Spokane,
Washington, on August Ilth to 14th, and requesting an appropriation of $85.00 to defray
his expenses to the convention. Councilman Morris moved that the requestsbe granted,
seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.

The following ordinances were introduced and laid over under provision of the Charter:

RESOLUTIONS:
18. Councilman Morris moved that a contract be entered into with the Alameda Chamber
of Commerce for the distribution of advertising funds amounting to $1600.00. Councilman
Godfrey suggested that the motion be amended to fix the amount at $1400.00 in view of
the fact that the Council had already appropriated $200.00 toward the Alameda Dahlia
Show. The amendment was accepted and after the motion was seconded by Councilman Carring
ton, it was carried on roll call by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
BILLS:
19. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments: $1427.43; Police Department, $190.88; Pound Department, $16.20; Fire
Department, 181.81; Street Department, $777.03; Health Department, $271.82; Park
Department, 688.76; Golf Course Department, $221.62; Store Department, $329.19; Social
Service Department, $130.67; Initiative Relief Fund, $64.00; Street Improvement Fund,
$797.18; Gas Tax Fund #1, $3569.05; Gas Tax Fund #2, 14576.91 and East Bay Municipal
Utility District Fund, $2497.37.
Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills against
the City in the amounts as listed and itemized in the List of Claims filed with the City
Clerk on August 3rd, 1937, and presented to the Council at this meeting be allowed and
paid. On roll call this motion carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris, and President Weichhart, (5). Noes: None. Absent:
None.
20. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, August 17th, 1937, at 8 o'clock P.M.
