HELD TUESDAY EVENING, SEPTEMBER 7th . . . . . 1937
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and'Councilmen Carrington, Godfrey, Morris and President 'Welch-
hart, (4), were noted present. Absent: Councilman Maurer, (1).
MINUTES:
The minutes of the special meeting of August 16th, 1937, and of the regular meeting
of August 17th, 1937, were approved as transcribed.

WRITTEN COMMUNICATIONS:
11, A petition was presented from merchants of Park Street, Containing 176 signatures,
requesting that the name of Park Avenue be changed owing to the similarity of the name of
that arenue and Park Street. Communications were also received regarding this matter
from Dr. Lindsey Peters, the Western Union Telegraph Company, Hastings of Oakland, Whit-
thorne & Swan of Oakland and Jackson's of Oakland. Mr. Clintsman, Mr. Simon, Mr. Rhodes,
Mrs. Ritchie and others addressed the Council in opposition to the change of name, and
Mr. Ford E. Samuel, Postmaster, spoke in favor of the change and demonstrated the method
of sorting mail to the different mail routes in the City. A motion was made by Councilman
Morris to defer further action in the matter until the next regular meeting of the Council.
There being no second to this motion, Councilman Carrington moved that the petition to
change the name of Park Avenue be denied, seconded by Councilman Godfrey and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, and President
Weichhart, (3). Noes: None. Not Voting: Councilman Morris, (1). Absent: Councilman Maurer,
(1).
2. From the League of California Municipalities, extending an invitation to the Council
and officers of the City of Alameda to attend its 39th Annual Convention to be held in
San Jose on September 13th to 16th, 1937, with headquarters at the Hotel Sainte Claire.
The communication was ordered filed.
/3. From the Engineers' & Street Superintendents* Section of the League of California
Municipalities, requesting that the City of Alameda send its City Engineer to the conven-
tion held in San Jose on September 13th to 16th, 1937.
From the Health Officers' Section of the League of California Municipalities, request-
ing that the City of Alameda send its Health Officer to the convention to be held in San
Jose on September 13th to 16th, 1937.
Action was deferred until "Reports of Committees", and the City Manager was requested
to outline a program of the convention that would be of interest to the various City
officials and make suggestions as to what meetings should be attended.
/4. From Long Beach Municipal Auditorium, Convention and Publicity Bureau, requesting
the endorsement by the City Council of its bid for the League of California Municipalities
convention in 1938.
From the City of Santa Barbara requesting support of the City Council to have the
1938 convention oflhe League of California Municipalities held in that City.
From the City of Fresno, requesting favorable consideration of having that City
act as host to the 1938 League of California Municipalities convention, and requesting
support of the City Council.
From the City of San Diego, requesting assistance of the City Council to secure the
1938 convention of the League of California Municipalities.
These communications were ordered filed.
V5, From Alameda Dahlia Society, expressing appreciation for the ,dp200.00 allowed by
the City Council to help defray expenses of its Annual Dahlia Show. The communication
was ordered filed.
6. From Hoppert & Bergesen, requesting permit to operate a used car lot in conjunction
with their new car business at the northeast corner of Park Street and Eagle Avenue.
Councilman Godfrey moved that the matter be referred to the City Planning Board for
recommendation, seconded by Councilman Carrington and unanimously carried.
REPORTS OF COMMITTEES:
/7. From the Mayor, City Manager, and Deputy Auditor, submitting report on Count of
Money held August 18th, 1937, and stating that there was chargeable to and under the
control of the City Treasurer the amount of $363,216.761 which was the sum according to
the Auditor's books should have at that time been in the City Treasury. The report was
ordered filed.
8. From the Building Inspector, recommending that further proceedings on the condemna-
tion of the building known as 1439 Morton Street be dropped. A motion was made by
Councilman Godfrey that the recommendation of the Building Inspector be adopted, seconded
by Councilman Morris and Unanimously carried.
v9. From Mayor Henry A. Weichhart, nominating Mr. Norman Weeden for the office of member
of the Library Board for a term expiring on June 30, 1942. Councilman Morris moved that
the appointment be approved, seconded by Councilman Carrington, and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President
Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
10. From Mayor Henry A. Weichhart, nominating Mrs. John Parker for the office of
member of the Social Service Board for a term expiring on June 30, 1940. Councilman
Morris moved that the appointment be approved, seconded by Councilman Carrington, and on
roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey. Morris
and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
11. From Mayor Henry A. ,Weichhart, nominating Mrs. Ruth Mathebat for the office of
member of the Social Service Board for a term expiring on June 30, 1938. Councilman
Carrington moved that the appointment be approved, seconded by Councilman Morris and on
roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris
and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
/12. From the City Manager, recommending that the Mayor, the City Manager, the City
Attorney and the City Engineer be authorized to attend the convention of the League of
California Municipalities to be held in San Jose, September 13th to 16th, 1937, Council-
man Carrington moved that the Mayor, the City Manager, the City Attorney, the City Engineer
and members of the City Council be authorized to attend the meeting of the League of
California Municipalities to be held in San Jose, California, on September 13,14, 15 and
16, 1937, to represent the City of Alameda, seconded by Councilman Morris and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President
Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
NEW BUSINESS:
In. The City Manager presented two bids for the purchase of an old Barton fire pump which
is no longer in use by the Fire Department, as follows:

The City Manager recommended that the pump be sold to the City of Pleasanton for the sum

21. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $1687.09; Police Department $146.28; Pound Department, $29.97; Civil Service
Board, $.77; Fire Department, $512.14; Street Department, 441.57; Health Department,
4244,16; Park Department $3074.14; Golf Course Department, 4124.93; Store Department,
$344.44; Social Service Department, 4170.60; Initiative Relief Fund, $134.50; Street

Councilman Morris moved, seconded by Councilman Carrington, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on September 7th, 1937, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes: Council
men Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Maurer, (1).
22. A Mr. Price requested permission to address the Council at this time in reference
to traffic conditions at the intersection of Lincoln and Versailles Avenues, questioning
the necessity of the four-way STOP signs at that point, especially those on Lincoln
Avenue, and asked that an investigation be made of the matter. The City Manager was
requested to make this investigation and ascertain if the STOP signs now located on
Lincoln Avenue at Versailles Avenue are essential to safety or m8ht be eliminated.
23. There being no further business to transact, the Council adjourned to net in
regular session on Tuesday evening, September 21st, 1937, at 8 orclock P.M.
