The meeting convened at 8 o'clack P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Maurer, Morris and President
Weichhart, (4), were noted present. Absent: Councilman Godfrey, (1).
MINUTES:
1. The minutes of the regular meeting of September 21st 1937, were approved as trans-
cribed, following which Councilman Maurer moved that when the meeting adjourrs it do so
to meet in adjourned regular session on Friday evening, Qctober 15th, 1937, at 8 o'clock
P.M., seconded by Councilman Carrington and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Godfrey, (1).
WRITTEN COMMICATIONS:
/2. A communication was received from Cecelia Simpson, in reference to the tolls charged
on the San Francisco-Oakland Bay Bridge, and the auto ferries, fixed by the State Rail-
road Commission. The communication was referred to the Committee of the Whole..
V3• From Frank Zell, 1223 High Street, requesting the Council to grant an extension of
six months within which to complete contemplated improvements to the premises where he
resides, the property having been rezoned for that purpose, and the period within which
to. Make the improvements expiring on October 20th,1937. Councilman Maurer moved that
the request be denied, seconded by Councilman Carrington, and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart,
(4).- Noes: None. Absent: Councilman Godfrey, (1).
%'4. A petition containing 25 names, protesting against the billboard on the premises .
standing in the name of A. and M. Gardella, situated on the south side of Buena Vista
Avenue between Chapin and St. Charles Streets, and asking the cooperating of the Council
in having it removed. The petition was referred to the City Manager.
'5. From Arthur Cobbledick, Landscape Architect, offering his services to prepare plans
and detailed working drawings for planting both sides of Webster Street from the Segre-
gation Line to the Tube, including estimates of cost and submitting two proposals.
Councilman Morris moved that the sum of p25O.00 be appropriated for Mr. CobbledickYs
compensation for the work under the first plan Submitted, the money to be taken from
the Park Department budget, seconded by Councilman Carrington and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weich-
hert, (4). Noes: None. Absent: Councilman Godfrey, (1).

Councilman Morris moved that the proposals be submitted to the City Manager and the City
Engineer for their recommendation, seconded by Councilman Maurer and on roll call carried

REPORTS aF 0 0h1I TTEES:
14. From the Auditor and Assessor, submitting his financial report for the fiscal year
ending June 30th, 1937. The report was ordered filed.
V15. From the City Planning Board, recommending the reclassification of the northeast
corner of Lafayette Street and Clinton Avenue, from Residential District, Class 1, to
Residential District, Class 1 3/4, for the purpose of remodeling into multiple family
dwelling. Councilman Morris moved thatthe recommendation of the City Planning Board be
adopted, seconded by Councilman Maurer and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes:
None. Absent: Councilman Godfrey, (1).
/16. From the City Manager, submitting three bids for junk which has accumulated at the "
Corporation Yard, and recommending the junk be sold to the highest bidder, James A.
Francki, for the sum of $150.00. Councilman Carrington moved that the City Manager recom-
mendation be adopted, seconded by Councilman Maurer and on roll call carried by the follow-
ing vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes:
None, Absent: Councilman Godfrey, (1).
117. The City Manager reported verbally on the proposed construction of a tennis court
on property owned by the City of Alameda at Haight Avenue and Linden Street. The report
was referred to "Resolutions".
18. From Jordan & Ticoulet, reporting examination had been made of the records and account
of the Bureau of Electricity for the month of August, 1937, and that the report as prepar-
ed by the Bureau of Electricity dated August 31st,1937, and submitted to the Council, is
in agreement with the books and accounts of the Bureau. The report was ordered filed.
719. From the Committee of the Whole, referring back to the Council the recommendation of
the Civil Service Board that the Public Administration Service be employed to assist the.
Civil Service Board in inaugurating a plan for setting up a civil service system for the
City of Alameda. Councilman Carrington moved that the offer made by Public Administra-
tion Service, for the furnishing to the City of Alameda of the services of said organiza-
tion in making a survey and preparing the necessary data and draft of ordinance for in-
stalling a civil service system in this City, as set forth in the written proposal of
said corporation dated August 23, 1937, be accepted; and that Public Administration
Service be employed by this City to p:3rform the services, specified in said proposal for
the monetary consideration therein specified, but not exceeding, in any event, the sum
of $550•00. The motion was seconded by-Councilman Morris and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Maurer Morris and President Weichhart,
(4). Noes: None. Absent: Councilman Godfrey, (1).
20. From the City Manager, recommending that instead of advertising for bids,the gas-
oline requirements of the City be purchased in the open market until the end of the
fiscal year. Councilman Maurer moved that the recommendation be adopted, and that the
matter be referred to "Resolutions", seconded by Councilman Morris and on roll call
carried by the following vote: Ayes: 'Councilmen Carrington, Maurer, Morris and President
Weichhart,'' (4). Noes: None. Absent: Councilman Godfrey, (1).
i21. From the City Manager, recommending that a gratuitous license be granted to Elmer
C. Himmelrick of 2028 Pacific Avenue, a disabled Veteran, to peddle blankets for a
period ending June 30, 1938. Councilman Morris moved that the City Manager's recommenda-
tion be adopted, seconded by Councilman Carrington, and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4)
Noes. None. Absent: Councilman Godfrey, (1).
ORDINANCE INTRODUCED:
22. The following ordinance was introduced and laid over, under provision of the Charter:

/23. Councilman Maurer moved that the expenditures incurred in connection with the
public celebration held by the City cif Alameda on September 17, 1937, in celebration and
observance of Constitution Day be ratified and approved, and that the several items of •
expenditure incurred by the committee in charge aggregating $85.00 be paid, and
charged to budget Account No. 70-j. The motion was seconded by Councilman Carrington,
and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer,
Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1).

24. Councilman Maurer introduced and moved the adoption of

Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on October 5th, 1937, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes: Council—,

31. There being no further business to transact, the meeting adjourned to meet in
adjourned regular session on Friday evening, October 15th, 1937, at 8 o'clock P.I.
